TUE LAMASCO DO.ÜTaere have been some proceedings in our City Council the past week which may have a serioas effect upon the credit and character of the city. We shall simply state the facts, and leave every citi zen to form his own conclusions upon the consequences of the measures that ap pear to be resolved' upon by the Council. Lamasco was a subscriber to the stock of the Straight Line Railroad to th amount of $50,000 for which she was to pay in bonds. Twenty five thousand dollars of the amount were issued to the Company. After this Ksue.some doubts arose in regard to the legality of the proceedings in- making the subscription, and when the second portion of the bonds was called for by the Company, they were refused on the ground that the subscription was not valid and binding on the town. The matter was referred to counsel, and a compromise entered into by the Corporation of Lamasco, and the Railroad in which it was stipulated that the latter should relinquish one half the subscrip tion to the stock on the condition that the town should waive all legal exceptions to the bonds already issued, and provide for the future punctual payment of the interest. This agreement was ratified by both parties, and Lamasco provided for the interest and paid ic up to last year. Many of the citizens, indi vidually continued to protest, against the payment of the bonds, and some refused to pay the tax assessed to meet the in terest, but the Corporation of Lamasco always continued to provide for the in terest in her assessments. When the cities were annexed, La maseo transferred to Evansville "al her corporate property, rights, credits, monies and effects of every description,' and the "said city of Evansil!e shal be liable for all the debts, contracts and liabilities of said town of Lamasco." In the negotiations for the consolidation o the city, the $25,000 bonds issued to the Straight Line Railroad were enumerated among the debts of Lamasco, and were estimated as an offset to a portion of the debts due from Evansville, which were assumed by the consolidated coipora tion. A petition presented to the Council last week for the payment of thirteen interest coupons, amounting to $455. with 5 per cent, exchange, was referred to a committee, who reported that it had been M the custom and agree ment to pay the interest on the bonds out of the revenues collected for that purpose at the Treasurer's office in the town of Lamasco, without commission or exchange ; and as a d ubt i3 entertained in the minds of your committee as to the legality of the bonds issued by the Trustees of the town of Lamasco to the Straight Line Railroad, they are unwilling to recommend the payment of a larger sum than the face of tho coupons due and presented." By this report, the committee by implication, recommend the payment of the coupons. The Council, instead of accepting this report, referred it back to the committee with in structions to obtain the legal opinion of Messrs. J. G. Jones and Conrad Baker, City Attorneys, upon the legality of the issue of the bonds. At the last meeting of tne Council the committee report the following opinion of Mr. Jones, who, we are told, was himself one of the Attor neys by whom the comproxiso between the town of Lamasco and tho railroad was effected. uTo Ftttr Sharp and othtrs, Committee Czxtlemex: It is my opinion that the City of Evansville is not legally bound to pay cither principal or interest of the $25, 000 of bonds issued by the town of Lamas co City to tlio I. fc C. Straight Line 11. K: Co. This opinion is based upon a dcci lion of the Supreme Court of Indiana in a similar case, and will be sustained as correct, if the Supreme Court itself can be relied on. Respectfully, &c, JAS. 0. JONES." It appears that Judge Bakes gave no opinion or did not sijrn Mb. Jones' opinion. The Council accepted the Re port, thereby approving it; and thus the matter stands. Whether it be the intention of the Council to adopt actual repudiation of these bonds can be judged by their acts. It is said on one side that the Straight Line Road have these bonds unused in their possession, and are collecting the interest without applying the funds to the building of the Road; The managers of the Road say they have been sold and are held by innocent parties. It is a small sum for which to sacrifice the credit and reputation of the city. A technical or a valid legal defence to the payment, will not save us from the taints of repu liation, if we avail ourselves of it. The people of Mississippi had the most conclusive legal and constitutional pleas against the claims of their creditors, yet these valid legal excuses did not shield them from tho universal condemnation of tho world. The people of California, with a sense of moral honesty that reflects honor on the youthful State, when their Supreme Court declared the State debt not binding upon them, voted it should be paid. If these bonds are in the hands of innocent holders, the citizens of Evansville will command them to be paid; and wi'l, moreover, sea that they are paid, for the fame of the city, whatever use may bo made of the money by those who may get it.

Hut if the cash system hinted throughout, he then could cal cnlate with a certainty tho amount ho could miVn ml in the competition with his neigh bor would be induced to sell his wares on tho mot reasonable terms. A long, however, as ho is compelled to trust, so long will lie be compelled to keep up hi prices, lor bo he as prudent and watchlul as ho may, he will now n.l tlu-n eil for credit to nomo unworthy purchaser who will ultimately chisel him out of his claim. Yet how are thoso who have made their calculation to the contrary, going to adopt a new mode ! This change with a largo number cannot ho effected on the instant. If there was an inflexible law passed just now requiring every one to pay cash down for all they bought, there would bo an end to the misery and suffering abroad in the land. So many there are who have tio means by them, but are depending upon the producta of their present and future labor for tho money to meet their present wants. But by curtailing expenditures, establishing economy, and adopting the cash system in every instance it were possible, a person would soou bo placed in a situation to buy iu that way altogether. Such a course as that would be highly gratilving to any one there would boa constant ease of mind no danger of creating moro claims than one could meet and a rson would know all tho time just exactly what kind of a foundation he was resting upon. But if ho goes in debt depending upon tho sale of his crops or the producta of his labor, to satisfy these dthts, any littlo misfortune, ich as a fall in prices, an tintavorublc season, or tho sickness of himself, would create a jar in his calculations and place him in an embarrassing situation. Tho cash system is the best. Missorat Cbedit. Tho llouso of Representatives of Missouri last week rejected a bill to levy a tx to raiso funds to pay tho interest on the Stato Bonda issued to the railroads. The effect of the vote was to re duce tho price ot Missouri stocks 15 per cent, in one day, in Wall street. The Scnato, the day after tho rejection of the bill in the House, passed another bill levying tho tax, which went to tho House, and the members being alarmed at the clfccta of their previous proceedings, adopted tho Senate's bill, which has become a law. As thU act secures the payment of the interest regularly, tho bonds will now advance to a higher price than they were previous to tho fall, and tho buyers at the decline will mako a good speculation. 57" Tho amount subscribed by Thacke ray, the novelist, to the India Belief Fund, is ten times as much as that given by the Marquis of Westminster, the wealthiest no bleman in Kngland. Tho Marquis is said to bo worth 4105.000.000. more than half of which has accrued within the last fifty years. The Marquisate of Westminster is of mod em creation, dating no further back than the time of tho Keform Bill. The Karl of ürovos nor wus changed into tho Marquis of West minster, and originally inherited large es tates in Cheshire aud Dorsetshire. Ho was also the owner of a largo tract of land stretching from tho Houses ol Parliament to Chelsea, which originally belonged to the crown, and was sold to tho Grovesnor family for a trifle. Upon this land has arisen Buck iogham l'alace, and tho habitations of the West End aristocracy. This land, being only leased, according to tho Loudon practice, will revert to the landlord, tngttktr uith the edi fied luiit upon it. Consequently, the de scendant of the present Marquis, who may be living when these reversions tako place, will find his income marvelously augmented not less than 1,000,000, to 1,500,000 per annum. gyMr. John Davis, living in the State ot Delaware, has twin daughters, five years old who tre so exactly similar in feature and in every other respect, that it is impossible to distinguish the one from the other. Even their own father cannot tell them apart. I3f The sopcn!ion of Messrs. Walker, Bronson & Co., of Chicago, tho heaviest grain dealers in the West, and among tho heaviest In tho world, has just been announced. The business of this firm, for a hundred and eighty days of the year, has averaged $100.0h) daily which would mako $15,000,000 yearly, equal to the entire annual business of Indianapolis, and double that of tho celebrated house of Stewart, in New York. 137" According to latest advices from Yucatan, tho political war still continued, without any decided success on either side, although the advance of the revolutionists appeared to have been arrested. In the several esgag-micnta that had taken place, both parties sustained very heavy losses the revolutionists suffering mot severely. Coraonfort was suspected of sympathizing with the revolutionists. Tho Iudians continued their depredations in every direction. One town had been invaded, sacked, and all the inhabitants massacred. S7 Some sixty men employed upon the Canard Dock at Jersey City, as coal-wheelers and freight-carriers, struck last Saturday for higher wages. They were paid f 1,25 per day, until tho dull times came on, when the wages were reduced to $1,00. They now demand the -former price. Ilandrcds of unemployed raea, who would be glad to earn a dollar a day, are afraid to go to work for the company for fear of violence from the strikers.

Coleman is said to be the same individual who lately killed a man on ths Yicksburg and Shre report Kailroad. Mr. Hopwood leaves a wile and two children. Tho mur derer is now In custody. 137" A few days since, the captain of a flat boat, near Mound City, in a fit cf anger, seized the cook, a boy of fourteen years, and threw him overboard. KT The work on tho Mobilo and Ohio Railroad is progressing, notwithstanding the money pressure. Track laying is proceeding in Mississippi, and will bo finished to West Point by the first of December. It appears that from this remarkable plant can bo manufactured sugar, molasses, alcohol, vinegar, paper, starch, dyestutls and bread. It it said that a decoction from tho peelings of tho cane will produce a fine purple dye.
