It is a treatise in support of Charles Ellett'a plan of Reservoir. It subjects Mr. Elletf project to the severest and most unfavorable testa, and triumphantly vindicates its practicability by the most conclusive mathematical de monstrations deduced from facts o tatned by actual anlcriti salobservationH No project has ever lieen more conclus ively sustained by mathematical reason ing and observation and yet none; within our knowledge, has made as little impression, or attracted so little attention from the public, considering its vast con sequence. The people along the Oh o river should spread thee publication throughout the Western -valley, and not allow the subject to rest till Congress shall have 'commenced the work. We have an overflowing national 1 treasury and politicians and speculators are de vising Tarious schemes to spend it for their benbtiL Let the people adopt this project for improving theOhio, and make it their special charge, to see that Con gress carries it out. . . The actual flow of 'the Ohio river is found to be more than twice enough to maintain a uniform depth ef six feet the year round. A quantity of the surplus water, sufficient to maintain a depth of six feet in the river through the dryest season, can be retained in reservoirs, by building dams across the mouths of gorges and deep valleys in the mountains. Six of these dams it is thown, will be sufficient to accomplish this important object. Each dam will cost $2,000,000, and for $12,000,000 the people on the banks of the Ohio, could secure a permanent navigation of the , river, through the drjest season. The industry and trade of the valley suffers a loss greater in amount, than the. whole c?st of these reservoirs, every month, .in wich navigation is interrupted . by low water. The whole cost of maintaining and superintending these works, would not exceed as shown by the calculations of the engineers $20,000. per annum. It is surprising that these important and interesting (acta, do not enlist more earnest public attention. The plan is proven to be feasible by a course of reasoning upon facts, and is as conclusive as anything . can be, short of practical demonstration. The people of Schujl kill count j, in publishing the treatise for general distribution say, . that they "feel that every measure that , promotes the commerce of the several States, in creases the strength a-nd prosperity of the whole Union." There can be no ex penditure by the General Government more national in its character nono whose benefits would be diffused overro broad a surface of the Union or in which so large a number of the population would participate. The Democratic Convention. Tho delegates from the different town ships met on Saturday afternoon, at the Court House, to appoint delegates to the Petersburg convention, CoL Drew pre siding. A resolution was oäored that the name of Gen. Greathouse be stricken from the list of delegates from Union township, whereupon the General made a lengthy speech, ia which he reviewed bin past political career, and promised eternal future fidelity to the Democracy The resolution was lost by a small vote Dr. Hutchinson then ottered a motion that all the delegates appointed be urgently requested to be present at Petersburg, except Gen. Greathouse," which motion was laid on the table by a large majorijy, and the General was tri umphant. Several of the "simon-pure Democracy incensed at the action of the convention, 'retired in disgust. A resolution, instructing the delegates to vote for John Law, and another expressing regret at tho death of Hon. Jas. Lockhart, were unanimouslv adopted. Consider able discussion arose among; the Demo crats after the adjournment of the con vention, in relation to the admission o Gen. Great house as a delegate. ' It is raid that this action of the convention will deter many of the delegates appoint ed. from taking part in the nomination of a Congressman. But it is thought their absence will do no harm to the cause, for they belong to the "rule or ruin" faction. Our friend the General has achieved a victory, and triumphed over the office holders and spoilsmen. It affords evidence that ( honest independence and devotion to the interest of the people,- rather suppart serviency to party leaders, ia now sus eJ by- the masses of the party. The rule of the leaders is broken. OrThe Commissioners of 8pencer county have offered to unite with Perry county to build a good bridge at the mouth of Anderson creek,' which divides the two counties. Assurances have been given that if this important bridge could be erected, so as to make the passago of the creek safe and convenient, the Department would give us a daily ma?l aUoa- tka river to CaanelUn.
Judce of the Supreme Court.. Govr Williird, taking the opinion of
he Attorney General, that no vacancies exist in the Supreme Court, as the - rule for. bis government,- will not probably order any election of Judges in October. He will assume the power when the re signing Judges leave the bench, to ap point others in their stead; and thus deprive, the people of a. chance to elect.The State Journal, says, there is no Statute which requires the Governor to order an election ot Juizen in case. of vacancies on the Supremo .Bench ; to Gov. YYillard's refusal to order a new eiecuon, win not auect the validity oi an m . . a . m I election, if one be held by the pe-ple.' It proposes, therefore, that a btate Ln vention be held at Indianapols on the first day of the State Fair, for tho purpose of nominating candidates to tall the seats of Judges Stuart and Goodkins, and that the people votrs for them at the October eleci ion without waiting for the sanction of the Governor. It says: M if the people do not have a general understanding of the state of affairs, and of their right to elect, they will not rote ; and that understanding they will not be likely .to get without a convention, whence will go out thousand to proclaim it in II part of the SUte." Jude Stuart's resignation is to take effect on the first of January next. Judge Goodkin'8 resignation ia to lake effect on the election of a successor He will therefore retain hid seat till there is a legal election of a successor ; and consequently there will be but one ra cancy to be filled by appointment by the Governor. It is desirable that the sail riea of the Judj-es should bo increased be Jure an election of new members shall occur, as the compensation of a Judge cannot be increased during the term for
which he is elected. It will be dillicu'.t city and vicinity, who form an enterprito induce competent men to accept the gjng, industrious and wealthy class
office under the present salary. It will be tar better for the State, to endure a poor Judge. for a few months, appointed temporarily by tho Governor, than suffer rota the election of two incompetent men, who would disgrace aud afllict the State for six years. Before tho reenrrence of another general election there will be, no doubt an extra session of the Legislature, that will, in obed'ence to the unanimous voice of tb? people, raise the j compensation'of the Judges to a sum I that will command respectable talent and learning. It is tnerefore to be hoped that no election will take place this year, Let the people wait till the pay is raised, and men that will do honor to iha State I can be induced toco upon the bench.
