(gj- We publis to-day a statement ol ths condition of the State Hank. It exbibitj a Tery flourishing condition of busine- - for the stockholder,- end- very sare fUt of ffairs for; the bill : .tillers' and depositors. The Bank has wen lea tliia six Cionths io ; operata with many of the branches not fully, organited on a, capital of only- $L,S37.0UO, and on'that be has, made a nett pro lit ol $133,21G; equal to about t per cent If this has been accomplished in the p-st aix months, beside paying the extra ex penses incurred in the organization ol the Dank -in spite of the discredit and doubts which have arisen in rvgird to the Talidity of her charter; and with only a portion of the Bank in operation ibr a part of the time whit will be hec profit, when she hall be completely or ganized with all her relations formed her power and credit fully established? If her dividends are not 20 or 25 per cent per annua, it will bm the fault of the numbers. This rich franchise has been thrown away by the State, and this power to coin money and profits has been given to a corporation by the State Without consideration, and without the power to retain any control or participation in it, becatis an unwise constitu lion forbid it. The Hunk will be immensely, profitable to the stockholders, and in whatever bands it may fall it will be safely managed for the .public, far U privileges will yield, honestly managedft larger profit tint any reward that dishonesty could offer to tempt the monairs into fraud or embezzlement. The most unprincipled rogne? would pre serve its integrity and credit from self interest, because they could make moro by maintaining it than by breaking it, In tho handä of the present manager the public hare the guarrantee of high moral integrity, as well as a deep personal interest that the Dank will bo conducted in a mi nner to secure the strongest public confidence. It is not therefore from a want of responsibility, nor from mismanagement of its means that the public have anything to fear of the Bank. The greatest apprehension is that it will be too shrew 1ly and well managed for its own interests to promoto the public welfare. Th exhibits show that the Bank is almost exclusively a dealer in exchange: all her fund are absorbed in bills tf exchange. 'And that beyond "doubt is to be her ' policjr, and the course of her business. No man who has not a bill of exchange can get a loan, and to get loans all men will become bill drawers, wheth er the nature of their business requires it or not. This will inaugurate a sys tern of kiting, or force men to become shippers and speculators not as a legjti mate business, but to purchase and ship to meet bill, not to mako profifs. The influence of this system or banking is to derange the natural course ot the business of the country. Its effects have been most strikingly illustrated in the course of tho Tennessee banks. SpecuU tire operations in produce are always atten led with cvilu, and are hazardous when men are led into then with lorritimate prospects of profit; but whan they are urged into them by the necessity of shipping to make ra omittance,' without the hope of profit, they are ahnost inev itably disastrous. While they are nota'Iowed to take more than six per cent on a note payable at home, thev will -aa a matter of course buy none - - but bills of exchange, on which they are allowed to dictate theirjOwn terms, and can make 1J per cent a month.
