Ya published a communication from 14 Another1 TxPajer,w yesterday, in hicl.8ome tery Mvefe&'tridtüres were aide 201 the unequal ag cessment in this city on real and personal property. Thia ainerenceprerwi tn aimoat erery cominunity, and .-though. the law, does not justify the discrimination, there are sound reasons for it in practice. A large portton of publio expenditure is forimproTementa that add to the permanent Tal ue, and faailitata the nse of Real Eätat. snrl na laemuie me use or Kesi isute, and wbicb corner no ad rant ages upon par-1 .on.lprfy..;Th..iP.naitar.,P,n streets for drainage lor schools lor public edifices, do not increase the ralue ... ... i or a specie collar, or a note, or bond, or stockt in a'distant bank, or railroad in a steamer runninzthe'riTers nor in a yard of calico or . silks nor in a bz of coflee or a hogshead of sugar-ncr the ten thnmand artirlMf ailr trA. They add to the amount of business, and to the increased demand for labor, and to the security of the property ; btit the ultimate effects of all these Circumstances while they give the merchant some larger profits from increased libor and risk are to enhance real estate in talue, without any increased risk or labor to the Owner. Real estate is a fixed quantity, that with an in crease in demand, advances in an increased ratio in' price. An increase in demand of five per cent, advances its prices ten per cent, and a new demand of ten per cent carries it up, perhaps, forty per cent, and so on. There is therefore great degree of justice in levying a good share of the burthens of public expenditure upon the real estate of the city, Andit is the policy of real estate holders to submit to it cheerfully. Tersonal property is portable and will go where it is most liberally received and encouraged, A tax on it in one place drives it to another. A release from taxation, is a bounty td bring it to a city. By its presence or absence, labor and business are stimulated or depressed, and as they rise and fall, so does real estate go up and down m an increased ratio. If real estate by assuming ah extra burthen of one per' cent taxes, and relieving personal property of half its share, should increase its acquisitions to the city one hundred per cent thereby, it would the next year get the same aggregate amount of taxation froril the favored interest that it would have paid, had it received no reduction, add no increase had followed. And while real estate by bearing at first an tlneiual shire" of tixition, wouM pay no more taxes in the end it would enhance its own value perhaps 100 per cent, by the additions of personal property and business it had attracted to itself. v Our correspondent, not being a practical business man, is riot aware how milch the increased facilities of transportation and intercourse have reduced tne amount of stocks necessary to be kept on hands by our largest houses.
