It was never designed in the organization of thc executive government,that the Postmaster General, thc Attorney General, or the Secretaries of War and Navy, should have anything to do with the appointment of subordinant officers, or that the Secretaries of War, Navy or Treas ury should control the appointments of Tost masters. It is a usurpation on one part, and an unwarrantable concession and dei diction on the part of those who permit tho interference with the proper duties of their seperate Departments. Th Mails. We have a letter fr6m the Post Master at Vinccntes, informing us that the Eastern mail for Evansville, brought by the Ohio and Mississippi Eoad, lies over one day at Vincennes in consequence of the want of a proper connection of the trains on the E. and C. Koad with those of the O. and M Koad, the former leaving Vincennes 30 min utes before the arrival of the latter. We learn from Mr. Daniels, Superintendent of the E. and C. Koad, that on Monday next, tho trains of our road will leave Vincennes at 7 o'clocV every evening, which will give time for tho arrival of tho Cincinnati train on the 0. and M. Road, and for the transfer of passengers and mails, if the latter can bo made up at Cincinnati, or by the-way agent, in a- separate bag, ready for delivery, to avoid the delay of opening and distributing it at Vincennes. Oar Poft Master will 6ee that the proper arrangements are made at Cincinnati to accomplish this yjirrpose. Vfc shall therefore bo fully accommodated, and hereafter be made independent of tho mud road lino between Indianapolis and Tcrre Ilaute. The arrival of the train hero will be 9 30 P. M. instead of nine. Latxk Feom Kansas. Kansas advices to the 21st inst. have been received at St. Louis Gor. Stanton has issued a proclamation for the election of delegates to form a Constitu tion on the third Monday of June: Returns from nineteen out of twenty six counties give 9.251 legal voters. Ely Moore, formerly of New York, iysolic ited to run for Congress. Trial or a Steam Plow. A steam plow was tested at Francisville, on thc New Albany and Salem Koad, one day lavt week. The soil was quite wet arid altogether unfavorable for the trial, but we understand from a gentleman, who was present on the occasion that thc practicability of the invention was aatittfactorily demonstrated.- A number of plows were attached, and the soil laid open to the depth of eight or ten inches. From the experiment made, it was thought that two men could plow tweuty acres a day with the steam plow. Not many years hence locomotives will be seen snorting through the broad prairie fields of Illinois and Indiana, doing more thoroughly and p;rfectly than now, the- work of our teams. Productions will be increased aud cheapened; but the demand for the laborer will be diminished; thc mall cultivator will be driven away, and cultivation by machinery will moke mammoth fanners and land monopolist. Capital will supercede individual skill. Emiobatiox. According to a report of the Secretary of Treasury tho number of passentengers arriving in this country the last year, 224,49. Of tho number, there were born- in Germany 63,807; Ireland, 54,349; England, 25,904; United States, 24,000; Great Britain and Ireland, 14,831; France, 7,246; Prussia, 7,2224; British America, 6,493; China, 4,733; Walea, 3,297; Scotland, 8,297. Tho number of aliens arrived was 200,436.
