between the efficient and prosperous system
of the English postal arrangements, and the
confused, disjointed, heterogeneous laws and
rule that make up onr system." The aim ot

the publio that the system by every inprove
ment is capable of affording. Our plans appears to bo, to withhold every facility that
the people do not absolutely extort from the
government. We are obliged to contend for every new grant as a favor, exacted from a hard and penurious master. The English
Government are constantly striving to ex
tend the benefits of their postal operations in every way and form to every citizen in everv
part of the Empire. Ours is conducted in a manner to extrr ct all the monev it can from
the people, and secure as high rewards aa possible for the oSce-holder to, make the
whole organization subserve party interests
and to do as little for the people, as they, will
tolerate. It is only throuch the Tost Office
that the great mass of the people in the interior participate directly in any of the material benefits of the Government; and this is , so managed as to make it a burthen and an encumberance, rather than a blessing. The people of the interior and cf the West in particular ought to demand with one accord, an entire reformation of the whole system of the mail service so far as they are concerned. Our ill arranged end mismanaged system Is costing tha country two millions a year mo-e than its revenue, while the admirable operations of the English Post02ce, serving About the same number of population, yields a net revenue to the conntry of more than

that would use postal facilities to an equal
extent with the English, if they were but granted to them. The popular wants at the "West have never been half supplied by out
