Tho Secretary of the Treasury, in anticipation of the operation of the Ute tariff act, has issued to the'oSlccrs of Custom.., additional regulations under the revenue and collection laws, a tho Act of last March disturb, to a slight cxtont, the classification of imports made at tho end of the year 13. Ths construction heretofore given to that Act by the Department is applicable, except where tho law has been modified. Tho provision of section 20, of the Act oi August, 1342, furnishes the rule of obstruction to be applied to articles not specifically designated in the schedules of the Act of 1?C7 all other schedules liable to a duty of 15 per cent. Merchandise, and public stores, on the lsth of July next, in bond under the warehousing laws whether deposited in any warehouse authorised by law, or passing under bond from one part of tho United States to another will, irrespective of the date of their original importation or bonding, be subject, on withdrawal for consumption, to the rates of duty prescribed by tho Act of 1S57. As to tho admission funmanufactured Wool free of duty, of the value of 20 cents per pound, or less, at tins port of exportation, the Secretary decided that the value in the foreign market does not include the expenses of packing, commission, r charges incurred in shipment. The Cabinet to-day is considering the ap'pointnicnt of appraisers to the. principal Custom Houses, but the result has not y6t transpired. Haldenian has been appointed Surveyor of tho Tort of Louisville. The Secretary of War, t-day, examined bids for materials, and construction, of the Wahinton Aqueduct.
