' " . : ; : .EYANS VI L LE 7 WEDNESDAY MORNINTG,:::.::ArRlL 22 The 13amsn East India Compact, who govern an empire of 1,500,000 square miles, and a population of ICO.000,000, is a corporation with a nominal capital of $300,000,000, though each share of $3,000 is now worth $12,500, making tho actual capital $750,000,000, owned by 1750 stockholders, who cast, in elections for Directors, 2G00 votes. Their affairs are managed bv a Court of Directors elected erery three months by the stockhold er!. A Board of Control i. also appointed by the Crown, who act as advisers with the Di rectory. This company of capitalists associated for commercial gain, and whoso governing motive is presumed tobe avarice, havo the entire sovereignty and government of one of the largest empires in tho world, and sway the destiny of more human beings than any other government on earth, except Russia and Chi na. With tho exception of the Governor Gen eralacd the Commander-in-Chief of the forces the Company appoint and pay all the civil judicial, ecclesiastical and military officers o its extensive and complicated government. The Governor and Council possess all legisla tive and executive power, under the dictation of the Court of Directors at home, and enact all liwa and regulations, declare war, make conquests, affix territory to their dominions. and govern almost as an independent politica sovereignty. The Company define the terms of commercial intercourse between their own empire and the rest of tho world, except the mother country, who claims peculiar privileges for herself. But they do not admit the commercial treaties that sho may make with other nations, to bo applied to their territory. The Governor General, though appointed by the Crown, i3 dependent upon tho Company for his salary, pay is annually, $loO, 000: Perquisites or office, $200,000; cachccuncillor receives $13.000; Pishops of Diocess, "?'r r . ,. ' $15,000 to $23,000; Law Judgs, (SOinnura ber) S15.000; Collectors and Magistrates each from $G000 to $20,000. The annual revenues of this anomalous corporation, are double the amount of the national revenues of the United States. Kach occupant of the land holds it from the Company aa lord paramount, subject tu an annual assessment; and this rental or Ux yields annually a rsvenue of $75,000,000. Tho Company hold tho monopoly of the opium trade, which, by regulation, they take from the producer at a fixed price per chest, of about $120 The sales by the Company show an average price of $375 per chest. From this source the Company derive a revenue of more than $25, 000,000. At tho prices paid to tho producer, it ia the most profitable culture in the country, and the natives are engaged ia raising popies wherever they will grow. The standidg army of India is upwards of 300,000 men, mostly natives, officered by Eng lishmen from tho regular English service, but deriving their pay and emoluments from thj Company, while employed in India. The pay of a Sepoy is only about $35 per annum. Tho Engineer and Topographical Corpi attached to the Indian army, are tho ablest in the British service. Under its direction and supervision railroads are being extended through out the country. Moro than 4000 miles of telegraph are now in operation, and a line is being extended towards the Mediterranean, with thoriew of making a connection with European lines, and uniting London with Calcutta by wires; and when our submarine telegraph shall bo laid across the Atlantic, to connect with it, intelligence from Calcutta will be transmitted to New York with a speed that shall out-travel the course of the sun. Tho English arc fulfilling in India a mission of civilization and progress, bringing its vast fertile plains and teeming effete population under the Influences of a more vigorous life, and the dominion of a nobler race that is to impress its spirit upon tho whole world. Though Christianity makes but slow progres, the su perstitionsof paganism arc rapidly givinj way, and the barriers of castes aro broken down, and the minds of the natives arc becoming free and prepared for the reception of new ideas. The work of progress is as rapid and thorough as the permanent good of the people will warrant. Somo of tho most prominent men at the bar, and in the medical profession, are native Hindoos; and in the Courts, the English language is heard, in all its beauty and force, flowing from the lips of native orators, to move the hearts and enlighten the judgments of English jurors, who listen to an exposition of the fundamental principles of liberty and right, as established by the common law, from the members of a race whose fathers knew none but the most abject principles of a degrading social and political, despotism. These conquests cf civilization have not been achieved but by devastating wars, great present human misery, and the infliction of deep social and national wrong. But it seems to be in the order of Providenco that, through appa rent evil and suffering, all great national blessings shall spring. Our own prosperity and happiness have been achieved through the misery and destruction of another race, for whoso wrongs and sufferings humanity and morality condemn us. Though philanthrophy and religion may deplore and condemn the means by which England is extending her conjuesU over Asia, and the motives for her

he necessity of a countervailing policy, and the importance of new and moro direct lines with the principal points of trade. The State Journal is making very earnest appeals to the citizens and roads interested in the trade and travel centering at Indianapolis to tako measures to ail tha construction of new roads. It savs: Our citizens, and tho railroad interests centering here, have for years stood aloof from all new roads, and been folding their arms, and resting satisfied that no chanire could possibly occur to alfect 'the monopoly enjoyed by the railroads ali eidy builr. Thev have seemed to think that they were secured ror all tuna from competition; a fatal delusion, as we fear the' will too soon find it to be, unless counteracting measures shall lm adopted. We may be asked, what is prov ed for the consideration of our citizens, and the railrrud interests centeiing here The answer is brief. We must have direct con ncctions, by through lines of ra l:oal-, of the same gauge, with bt. Louis on the Mississippi, Evansvillc on the Ohio, Columbus the Capital of Ohio, and Springfield, tha Cipiial of Illinois. With these connec.ion, our city and railro ids will Lo safe for all t;mj from all possible competition. We now have direct roads to Cincinnati, Dayton, La wren eburgh, Madion, Jetrersonville, Terre Haute, Ifay. ette, Peru and Gallon; and indirect one-, with changes of cars, and in most cases with chan ges of gauge, to more distant ioints. This seemed well enough when thero were no competing through lines of the same guage to accommodate the public. How stands the matter now? The lina from Springfield, II l mis, around by Terro Haute, can never coramanl the business going East: whiie a j,lircct roule. without cliange of cars, between Lthe ' of lh .,lw0. States, would do a flargo business. '1 ho line from l.vansvi e, around by Terro Haute, will never command the busiuess between the South and the North and East. While tho road between KvansviMe aid Indianapolis, running through tho lute Kivcr alley, would not only re ceivc a heavy through business, but at the same 'time open the White River Valley with its valuable productions and minerals iron, rock, timber, and inexhaustiiblo coal fields, to the city of Evansville and tho Cap ilal. The business from the lines from Cairo and St. Louis, at Vincennos, cannot lx forced around by aerro Haute, on a change of ir.iu!ro and cars; while a large portion of it could be brought to our city, over a wide giuge, from the point of intersection of the Evansville and Indianapolis Straight Line, so as to give a through wide guagc from St. Lou's to Indi anapolis. The completion of tho Columbus a ad Piqui road to Union, would connect tin cani tals of Ohio and Indiana by a through line of the same guage, ani throw into our citv large amount of travel and business, that will othei wise never reach us. These facts aro submitted as indicating the counter policy suggested, and wc cleso tl e subject for the present by reciting what we have before said: "Wc must have direct connections by through lines ( f railroads, of the same guagc, with St. Louis, Evansville, Co Iumbus and Springfield," to ensure iho con tinued growth and prosperity of our city-. which wc all desire, and wc must make up our minds, sooner or later, to contribute our individual share to produce that result. 03" Rockport h rising from her ashes, and is taking a start that will leave us all behind her unless we "hurry up." The Democrat enumerates the following structures to le erected there this season: "One large two story' brick business house, on Main stiect, by II. G I.arkwell, Esq.; one two stcry brick, cn Main street, by S. W. Stocking; one hrge three story brick, on the corner of Fourth and Main streets, by Elihu Johnson; one two story brick, by I.G.Smiih, on Ia:n street; and one by M. I. Mason, making five on Main street; also, two larjre brick dwellings on the south side of town, by Messrs. T. P. l'ritton and Yates. All lo go up this spring." o 03"Nexsen. the Gramercy Rank absquatulator, was arrested in New York recently upon a criminal charge for defrauding, made by one of the creditors of the bank. Ho was subsequently quite mysteriously liberated. Tho papers condemned his being allowed to escapo from justice, and no one could tell why or how he got off. The mystery is solved. After hia arrest, the creditor on whose coirplaint he had been taken, proDoscd to compromise the felon v. if Nixsca would pay him the amount he had lost by the bank, which was assented to; and tho complainant went on to New York to consummate' the bargain. On his arrival, ho found the document pre pared to carry him to jail for 44 proposing to compound a felony," which, by tho laws cf New York,'is a felony in itself. He Lund himself caught in a trap, and he was very, ready to let Ncxsen go, to escape himself from prison. He returned home a wiser man at least in the law. 07" Four hundred tons of T rail, for the Cincinnati, Logansport and Chicago Kailway, were shipped to liichmon 1, Ind., last week, and more is going forward.
