Carpenter & Co., from their obligations, and it was rejected; for the reason that the Board did not believe that another so favorable for tho ' Company could be made with anyother parties, and that to abandon the present con tract, would be virtually an entire abandonment of the road. If the present contractors, with all their private resources and personal credit; could not carry the road forward,' jt was "useless, to make coritracU for . itsJ completion with parties of less' means; and. to, find. men, who would engage in tho work, with larger means ' and - credit,' was impossible; $ie proposition to rescind the contract was, therefore, -unanimously rejected. It appears, then, that the parties who are to be ruined by this contract, so far differ with MrTIngle(in opinion, that they will not allow it to bo'abandoned; and Mr. Carpenter, however anxious he may bo to follow Mr. Ingle's advice, and prevent the' great predicted calam. ity of defeating the road, cannot get his neck out of the halter, that is first to strangle him, and then break, the Company's neck. This being the case, the discussion is entirely a bootless one. It has been as useless as whistling in the eye of a Northwester. It appears to be, the Carpenter contract, or no road. Mr. Carpenter is tho man to build the road, and if he lays down the burthen, there is no one to hi found who will sboulier it. An em'nent chemist of Washington, who has been engaged in the investigation, says the causes of the epidemic is as yet undiscovered; and the evil of directing attention to conditions not capable of producing it, is to draw away the mind from the proper pursuit. Important to Impobtcrs. Secretary Cobb has civen instructions that all foreign mer chandisc in warehouses on the first day of July next, at whatever date it may have been ira ported, can be entered for consumption alter that date under the rates of duties fixed by tha new tariff. Importers will therefore with draw from the public stores no more of the articles on which the rates of duties have been reduced, than their wants compel them to take, in order to save the reduction of duty. It appears as if this was a forced construction of the law; as goods ought to bo subject to the du'y in force when they come into the country, one would suppose. Mr. Zimmerman. Mackenzie's Message says that a short time before Mr. Zimmerman lost his lifo, he seems to have had a presentiment of danger, for he' went to the Bank of Upper Canali, where his will was deposited, asked for it, and had it on his person when he was found dead. It also says that Mr. Zimmerman had an insurance on his life of $50,000, and that ho was contractor for the very swing bridge, the fall of which caused his violent death. The Kaksas Corstitutio. The most cogent oljection to the law of the legislature of Kansas providing for the Convention to frame a Constitution, has been, that it contained no provision for submitting it when framed, to a rote of the people for their approval. This has been universally denounced as an unjustiGable omission, which originated in a design to fix upon the people a constitution which they would not sanction, if sub. mitted for their approval. A member of the legislature has explained the reasons for the omission, and they appear satisfactory. The subject was debated, and the Committee to whom it was referred, were of the opinion that it was a matter belonging exclusively to the Convention to direct that ' the assembly had no power to dictate to the convention (which when assembled, would ' represent the sovereignty of the people), what courso should be pursued on that or any other sub ject. "If the assembly had power to command a reference of the constitution to the people, that body certainly had the right to make other requirements, and thus might have dictated provisions on any other subject. There can be no doubt of a reference of the constitution to tho people." . If this was the view of the legislature, it was a proper one, and if the Constitution be submitted to the people, there is no fear cf any great wrong being perpetrated in itsadop-l tion, if the people snail be protected in their right to vot j by the strong arm of the general government under tha official guardianship of Gov. Walker. Our friends emigrating to Kansas may have no fears of further disturbance in the Territory. A Foul Deed. A young man was sent by his father in Brooklyn, N. Y., to take charge of a farm belonging to him in Pike county Pennsylvania. After his departure nothing was heard of the lad for several weeks; it was suspected he had been murdered, and a man was arrested on the charge, tut no trace of the body or evidence of the fact that a murder h id been committed, could bo procured. On a' visit of tho father, Ust week, to the prisoner under arrest, he told the parent that his son had been shot while asleep in bed by another manj with whom ho had a difficulty; and that his ttödy was afterwards consumed to ashes, and the residium thrown into a river to obliterate all trace of him. The fath er went to the spot on the river where it was said the ashes had been cast into the water, and on some projecting rocks he found sever al charred lones, buttons and fragments of half-burned clothing, as though they had been thrown from the bank above. lie earned tha mournful relics to his home in Brooklyn. Thus the fate of the missing lad seems fearfully accounted for. The details of the mur der, as well as the indentity of the guilty, have yet to be developed. Compensation or Postmasters. There is an impression that the emoluments of the postmasters in cur large cities resulting irom tho hire of boxes or otherwise are enormous. This is a mistake The commissions of postmasters are limited by law to 2.000 dollars, and the receipts from boxes to be retained by postmasters are likewise limited to 2,000 dollars, so that four thousand dollars is the maximum annual salary for the postmasters of the most lucrative offices. Cheap Lands. The American Colonization Society has received information of the purchase, by their ajrent in Africa, of twenty miles square of an elevated and eligible tract for settlement in the Zoda Queah country, for goods valued at some $40. This is ten cents per square mile. Some of our land speculators will be for annexing this cheap territory and would be ready in a few years to lay down a railway through it to obtain an appropriation of every alternate township. The McDosooa Estate. In the District Court at New Orleans on the 14th inst. says the Picayune, a natural son of McDonogh filed an application by proving a codicil to the famous will, bv which he expect to ootain

In Pari;, ladie.4 are indulging to a considerable extent in round hats, and a few of them have been seen in New Yoik imported direct. Thev are worn as yet only in the carriage, or at the opera; not having .been sunned in the open street. But like birds that herald the approach of summer, they indicate a wavering and prospective mutation in taste, and if they advance in favor, may be 'the rage of Octo ber. Col. Forney, is to bo appointed to the lu crative office of Marshal of tho District of Co lumbia. Bank bills form a plaster that cures every wound to honor. Mr. James M: Buchanan, relative of tho President's, will succeed Mr. Cass, as Charge at Rome. Ten coal boats that came out on last week's rise, have been lost above Louisville. Coal is now selling at New Orleans at 55 cts. per bushel by the cargo. fV7- There is an old colonial law still in force in the State of Maryland, requiring all promissory notes to be written on stamped pa per. To evade it, merchants and business men often date their notes out of the State. It is a matter of surprise that such a law should remain unrepealed in a progressive State like Maryland. 07" It is said that Terre Haute never lock ed so flourishing as this spring. All over the city, houses are being built. Small rural cottages are dotting the prairie in every di rection; and in almost every street, buildings are going up, some of them, splendid blocks. of stores; prosperity and thrift everywhere prerails. For beauty of location, she has no peer for natural and artificial advantages, no city is her superior. Printers in Posts or Honor.
