The generous sympathy they have manifested in our efforts, the prids they take in these in-1 stitutions. the cheerfulness with which they famish tho annual contributions for their support, all show that in these respects the

FiftsTThey may be kept in operations by the Executive officers, by obtaining money and appropriating it m violation of law, and accumulating a burden to be met hereafter by J our people. . In our opinion it is the only legitimate, just, and lawful remedy, rust ingthat your Excellency will view tho matter as we do, and convene the Legislative De partment at an earlj day, we are very re pectfully, &c. A committtee having waited on the Gov ernor, received the following answer: IxDiAXArous, March 23, 1837. Gestlemem:- Your communication of this date is received, and I shall at an early day consider the suggestions you have made. I feel every disposition to sustain the institutions which are under jour charge, so far a my executive duties will permit. And whenever the Legislative Department of the State exhibits a willingness to co-operate, they shall have every opportunity which I can afford them, by employing all the powers vested in tho executive of the State by the Constitution. Tho reply of the Governor is too non-committal and unsatisfactory; and evinces the dis position which we have attributed to him, to carry on the government by his own sole authority; although an ardent democrat he is fond of the "one man power" when the authority is in his own hands, lie will take care of the institutions so far "as my executive duties will permit" "And whenever the Legislative Department exhibits a willin;ncss to co-operato he will give them the opportunity." Who constituted him the judge of "their willingness" and even were he the arbiter how Is he to determine to dctcimine the fact of "their willingness" till he calls them together and tests "their willingness." Tho State of Indiana has now her Dictator who exhibits a disposition to retain and exercise his power, and the only way to dethrone him is for the people of all classes and parties to command him to yield. The fundamental principle of our Democratic government is, that'each co-ordinate branch, is entirely independent of the other, neither amenable nor responsible to its fellows. The Executive has a simple duty to perform under the constitution, and it is neither his province nor right, to enquire what the other independent co-ordinate branches of the government have done, may do, or what they have a willingness to do." They arc not amenable to him; he is not constituted a judge of their actions or their "willingness' to act The constitution prescribes his duty, and he has sworn to perform it. The same high tu

Democrat contains the following intelligence rrom Minnesota: I heard a story to-day about the doings in the Legislature of Minnesota, that surpasses any legislative doings extant. The minority in the Council or Senate determined to de feat the proposition to remove the seat of gov ernment. They had the Chairman, and he refused to put the vote. He kept his seat, land refused to put tho vote to adjourn. The body sat in the room locked up, under a call of the House, seven days and night. Iho doings during their Ion imprisonment were of a piece with the con lud that kept them bad no one expected th ay would be commit ted. These legislative disorders are among the class. There is a gnat contrast between the free and slave States presented at the scat of gov ernment. There arc few applications for office from tho South, and the applicants, what few they are, aro not here, with a very few exceptions. fjr It Ualmost a suhject ol wonder to enterprisinjr men. that the immense and valuabl water nower at the Falls of tho Ohio is turned to so little nractical use-. If it were ;n KQvr England, it would bo surrounded bv the hum or industry that would drown its own iiull roar. But in a country where the gifts of nature ara so numerous and bountiful, as hardly to be appreciated, it is permitted to run to waste. To prove what could be done with these waste water fall, Messrs. Smith anj Smyser state that their Hour mill, which is run by the water power of the falls, and which turns out 250 bbls. of flour daily, has been stopped only sixteen days in three years by floods which brings the water above and liclow the falls to a level, and suspends the falls. They have introduced now the subinergad wheel, and with it they can r.ow run every day in the year. They declare the falls can afford any amount of cheap water power. What a power might be secured to propel cotton factories, to weld trip hammers, to turn tKo enormous rollers of Holling Mills, and to do all the work of modern Vulcans, which is now almost as useless as when the Indian alone listened to its low murmurs. National Hotel ErirEJiic. Tany of the victims of this mysterious disease remain still in a Tory critical condition. Mr. George Giirord an eminent Lawyer of New Yoik, who was taken ill at the Hotel within four hours after drinking freely of water there, still remains in a dangerous condition. The Hoard of Health at Washington, wo pee, report as their result of the examination of the building, that the distemper was caused by poisonous miasma, generated in the sewers, cass poDls and sinks. This, then says the New York Express d is pases of the rat thory, but it hardly enables one to understand why. in almost erery case, sickness resulted only after iartahwg of food. The miasma hypothesis iniers bad air only, but tit does not appear that tho ser rants and other employees of tho establish ment, who must have been breathing that air constantly, have shared the mysterious sick ness which has overtaken the guests at the public table. This is a curious circumstance, and one which the public would be much ob liged to the Hoard of Health, or some learn ed medical authority to explain. A aew Mode or Advkrtisis--j. A novel sceBe was witnessed in 2icw lork on Sat urday last Messrs. Christy & Wood, Ethiopean Minstrels, advertised to present at Union Square, ten thousand kites to that number of clean faced loys. At least fifteen thous and boys, with bright, clean faces, were present. Each kite contained an advertisement of Messrs. C. Fadncan Packet Line. An informal meeting of a number of the leading business 'men of Evansville, was held on the morning of the 27th of March, at the oflice of the E. & C. K. R. Co., to confer with Judge Fowler, a delegate from Sinithland and
IViucah, on the subject of the early establish ment of a line of steamboats, to run as packets between Evansville and those points, and to form a connexion with the railroads at each end of the line, as soon as the l'aducah bran h of the Mobile and Ohio line shall be in opera tion, which line of boats, it is contemplated, would foster the project ultimately in view of a railroad of only about two-thirds of the length o the water route between those points at the mouths of the Cumberland and lennessee tivcia and Henderson, Ky.,between which and Evans ville a mere ferry would be required. After a very free and harmonious interchange of views, between the citizens of Evansville present. and the delegate, Judge Fowler, in which a disposition to do all in the power of our pec pie was evinced, the undersigned was unan imously chosen a committee of one to com mumcate to the Irienus or the enterprise at Smithiand and I aducah, the views and feel inzsof this community cm the suljeci. In pursuance of this duty, he begs leave to say that the business men or Lvansville are gen crally awake to a sense of the benefit which the enterprise promises to this city. lnat us ircai importance is evident iroiu the following facts and considerations, to wit: That Evansville now enjoys all the advanta ges of direct railroad communication with all the cities East of herself. That she is situate on the Ohio, below the worst obstacles to the navigation of that river, and two hundred miles below Louisville, the next nearest point a bote, which is in the enjoyment of railroad communication Last and Northwards. That she is by the Ohio, only one hundred and forty miles from Southland, and one hun drod and fifty miles from l'aducah, which towns arc the depots and entrepots lor, and aro at tnc mouths oi tno iUinberianu and Tennessee Rivers, whose commerce with the cities Last of hvansville, is already vast, and is fast increasins. That these two important Mnts have not now, and are not likely boon to have any nearer Lastern and Aorthein R. R communication than through Evansville. ex cept through Cairo fifty miles Mow the one and sixty bslow tiro other, and by so much out of the way of their ordinary Eastern travol. That the Wabash and Erie Canal tor ruinating at Evansville snd giving her unbro ken water communication with New York and now growing more reliable as an avenue ot commerce, gives LvinsTilIo additional mo lives to foster the proposed enterprise. Th-it once a line of packets permanently establish ed between these points travel, express and ordinary,-freight between the Cumberland and lennessee, a'i i all the cities Last of Lvaai ville, would fast realize this to be the quickes surest and cheapest route, by nut h odds as to spetdily insure highly remuneratire return to the capital invested, and indirectly greatly advance tue commercial interests oi cvans t a aIO ville, Sioithland and Paducah. These seems to the undersigned are fo evident as to need no continent. And it seems equally cvi dent in view of the rich mineral resources o the banks of the Ohio between these three points and of the advantages of such a l:ne of steamboats, added to the elements of prs perity now fast giving importance to these threo points, that the completion of a railroa on the Kentucky fchore whereby the distance by water would bo reduced by land travel more than 0113 third and the time infinitely unre, would be insured within a very lew years. It is the opinion of sonu of the best minds of tho country, that the banks of the O.iio between the mouths of the Clover and the Trade water, will &oon bo the great scat of the cotton manufacture of this country, if not of tho world; a:.cl for the manufacture of iron and iron wares of all descriptions, tho shores of the Ohio and its tributaries, from Green Itiver to tho Tennessee, all'ord already unsurpassed facilities. Indeed, the success of manufacturers in almost every line, under the intlucnce of cheap food and cheap fuel, throughout this river coal-field, of which Evansville is the principal town, is such as to ina a . a e 1 40 spire in us all, the bignest nopes oi iutuic prosperity, and the utmost faith m the suc cess of the enterprise under contemplation. Oppressed bv recent eliorts to- open i.ew lines of communication with the country, and other recent local embarrassing caust s, and having not,-as yet, tinned their attention to any extent to investments in steamboats, the business men of Evansville do not seem ready at tne present to embark any considerable amount of capital in the enter prise. . Ther, however, express the will, in other ways, to aiford substantial material aid to the project, so as to give it the benefit ol a fair trial, and a good prospect of ultimate success; and the citizens of l'aducah and bmithland may rest assured that we of Evansville shall rejoice in the establishment of an enterprise which shall tend to promote commercial or social intercourse between them and us. This most unfortunate cause of embarrassment, is then, now entirely removed; and the company will start with energy under the new board of management, taught by past experience, how to direct with effect theT future exertions. This cheering news will give a new impulse-' to the work and render its completion certain. The local subscription along the line which have been withheld, and which the company could not enforce while these embarrasments in regard to tbo bonds existed, vwill now be cheerfully paid, and the means and credit of the company will te strengthened.
