The first attack made upon u by them wai through Mr. Poor, of the 2ew York Il-ulrojd Journal, which wanton act, at the moment wo were going into the New York market with our sccuiitics. was a most malicious and fatal stab; it depreciated our bonds at once 12 or 15 per cent, and rendered them almost unsaleable. I have such moral and circumstantial evidence of tho fact, that I feel certain in my own mind, and think I am warranted in asserting that it was instigated by the Tcrro Haute junto, ami was madc up frora statements furnished by theai. Mr. Ingle, it appears now, connived at it or has sanctioned it since it was done. And this warfare upon our credit and interests has been persistently pursued to the present hour, and has, in Mr Jnglc's long and pointless Expose, been openly declared by manifesto. I have been repeatedly solicited to abandon tho Straight Lino Railroad, and concentrate my interest in tho K. & C. road, and most tempting schemes for operating on tbe stock of the I. & C. road by tho secret sacrifice of the other, have been presented to me, as I believe, with tho knowledge of Mr. Inglf, and urged upon mo with a pood deal of zerl. In the moat positive and decided manner, I replied to all such overtures, that tho Straight Line Road should not bo made subservient to any other interest, nor bo abandoned while I could command the mcana to continue- tho work.Failing to educo me, other warm and intluential friends of tho Straight Line were approached, and in a few wcek3 several of the old supporters and advocates cf our line were found in the Directory of the E. & C. road; and soon began to give us the cold shoulder; and in a few weeks after, were found among the rankest opponents and enemies of the Straight Line Road. This mystery has never j been solved to me; whether they were caught by the tempting bait proffered to me, I do not
know. The same gentlemen were soon after found in the City Council elected as friends of the road, by the friends of tho road; but exerting their power and influence against the woik that their fellow citizens and I mv-
19 f relied on them to support l believe all or Mr. Ingle's statements on which he bases his long tirade of complaints and defamations are untrue, and his conclusions from them aro all equally false. lie says no grade for tho road was determined upon in ma contract; and that the road could be built, up hill and down, as might suit my in terests or whims. The Railroad Company at the bezinninz of their work, and before the contract was made, . . a a, . w fc hxed upon a grade of 3'J feet per mile, for the maximum, as a fundamental rule upon which the road should be constructed, both for tbo overnment of their engineers and contract ors; a fact Mr. Ingle did know or ought to have known and to asstrt the contrary. un der such circumstances, was equivalent to ut tering a falsehood. It is not true, also, that the second and third Divisions of the road will be more expensive and difficult of construction than the first. As it will be built, the second and third divisions, on the average per mile will be less erjxnstve than the first, lo assert the con trary, is proof that he knew nothing about the country, or the route of the road as now proposed to be built; and to make random, hap hazard assertions without any knowledge of the facts, is what no gentleman will ven ture, who has a proper regard for the obliga tions of truth. The assertion that Mr. Moore was discharged from the chief engineership of the road, becauso he was not sufficiently comph ant to the wishes of the contractors is a false hood by insinuation; and exhibits the malicious, suspicious spirit which has prompted the attack. There was always cordial harmo ny between Mr. Moore and the contractors as far as my knowledge extends. The direc tors had limited the .salary of tho engineer for the year at L',oW. air. Smith and myself were the committee to engigeacom petent man; Mr. Moore would not consent to servo us for less than $3,000. To secure his services we took tho responsibility of cngag ing him. and became responsible to him individuilly, each in $250 to make up his salary for about two years. In tho second year of our operations, our prospects became discouraging, from the state of the stock market and the hostility we encountered from open and se cret enemies and rivals, and our work was. reduced to one third the force we had intended to employ. It became necessary in the third year as a duty to tho stockholders to reduce our ofiice and engineering expenses to the re duction of our working force. It was pro posed to reduce the salary of tho President 5!l,000, and the engineer's salary S12o0. Mr. Smith readily assented; but as Mr. Moore could command a larger salary on other r..aJ't working a larger force, he declined to engage for that compensation: but remained with us six months after the reduction o his salary, till he found employment on an other road. Mr. Moore had so thoroughly done Ins work, and left the papers of the of lico in so good a condition that a subordinate was competent to superintend the completion of his work. To an honest mind, seeking truth for fair purposes, it weuld have been suggested that a force of 100 or' 150 men would not justify the employment of an cn ginecr at $o0U0 salary. In this reduction the Lxpose scents fraud corruption and a gross imposition. A simple tale, which any enquirer niurht have learn from tho ofiice, or by addressing a note to Mr. Smith, will entirely disabuse my fellow-citi zon-t of any erroneous impressions. The stock subscriptions alon the; road were obtained principally bv agents who reported their pro gross, by letter and otherwise to the ofiice. Mr. bmith's first report was made up from unverified statements of agents, still in the field, which formed the only basis he had for a statement. Afterwards when the subscriptions were to bo adjusted, and the obligations executed, it was found that about 20 percent of the amount was encumbered by inadmissible conditions, and defective titles. It was a cautious prudcnce.andacare for the interests ot those who subscribed in good faith that caused the apparent dificit. Tho corrected and veri fied list, was that which formed the basis of Mr. Smith's second report. It will bo apparent to you, my fellow-citizens, how the most innocent and honest fact may be tortured and perverted, and made to assume the hideous appearance of fraud, by the cavils of a petty, malignant spirit, mousing in the dark skulking from the light and wishing to find that which it seeks which is not always the truth. Having disposed of all Mr. Ingle's facts that give any color far his misrepresentations of the road, my colleague and myself, except the contract and tho bonds, I shall consider them in another address to you. If I have in any degree violated, in the language I have employed, the courtesies due to gentlemen, I beg of you to consider the provocation. Your fellow-citizen, WILLARD CARPENTER. Qj At a meeting of the Board of Trustees of Lamasco City, on Saturday night, re.colutions favorable to the union of the two corporations, were considered and recommended. The project seems to meet with favor among all classes of people; and the more the matter is investigated, the more important tho advantages of a united city government appear. We are glad to see that no oppositon is offered to the movement from the representatives of tho two corporations in their official capacity. No ether deaths have been heard of but some are still sick. 07" There are about twenty female physicians in Boston, and the number is gradually increasing. They confine themselves generally to midwifery and the diseases of their own sex. Their success in the former branch tends to ostablish them firmly in families.
