Green Kirer h one of the most valuable tributaxies to th9 stream of our commerce; and Rough Creek is the largest tributary to Green Eiver, but the current of its trade runs away from us. It has two or three falls and riffles 'm it, that makes it unboatable, except m very high water and for a few days or weeks at a time.' It penetrates a very fertila and popu lous district for fifty or sixty miles, running hits course nearly parallel with the Ohio, and comes within eighteen miles of it up in Breckenrifce county. The country through which it flows is productive in tobacco, corn and pork, and is famous for its hoop-poles and ' T Vina aavoml flitl vi C V ? r V V fl "'PQ a number of extensive mills, and the pleasant and important town of Hartford, in Ohio county, upon its banks. Its principal markets are at Owensboro' and Cloverport, to the former of which they haul their tobacco and carry back their groceries, salt and iron over the slough3 of the Green Rifcr and Ohio bottoms; and to the latter, over the roush hills and wretched roads of Breckenridge county: And their trade forms no inconsiderable portion of the business of those two prosperous places, .'The Legislature of Kentucky at its last Session," granted a 'charter to a ! coirtpntiy to klaok water Rough Creek, from its mouth up S3 far as itcculi be made Loatable, giving the light to assess the Karoo rate3 of toll col lected on the Green River improvements, and the right to the use of all the water power created by their dams. It is estimated that one lock and dam, which will cost only $10,000, will make the creek navigable to Hartford at all times. The subscription papers were opened at that place on the 2Cth ult., and nearly one-third of the whole stock was taken in a few hours by its citizens. They ask the co-operation of our merchants, and a communication heforo us on the subiect from the clerk of Ohio county, says, "if the citizens of Kvanst ville could be induced to aid in the construction of a lock and dam, and would put a beat in the trade, they could easily secure the whole trado of the town and the entile country, which would bo no inconsiderable gain to the Irnsings nf vnnr r.Itir" . A subscription paper has been scut here to test our disposition to unite in the work; a few thousand dollars only is wanted. Ii every merchant interested in the Green Hirer trade vrould subscribe one or two hundred dollars, it would come back to him in the increase of xhis business in a few months; and the stock, -with the rights to the water on so important a stream, ought to make it a good inrestment. But the importance of the trade would be a sufficient object to subscribe the small amount asked, even if it should be worthless as a stock. The letter says "wo can build it without your aid, but we want to get the full amount of stock subscribed before organizing the company. 'With a little energy the entire work can be completed this summer." Or Messrs. Preston Brothers, and Keen fc Treston, have commenced their new brick buildings on First street. They will be first class store-rooms, running back to the alley. 07" A proposition to enlarge to a considerable extent the Capital grounds at Washington, was agreed to by both Houses of Congress before adjournment. The new grounds will cofcr 73 instead of 23 acres, as at present. fjT" The Missouri Legislature has passed a bill granting the credit of the Stnto to various railroads to the amonnt of $5,700,000. 07" The oyster trade is again flourishing in the East, boats have been relieved from their detention by ice, and an unusual number are employed. This unequirocal abandonment of the orig inal great enterprise, and substitution of a flimsy shadow, for the solid substance, you a . a sir, wm nave tne boldness to tell us, was a necessary remedial policy, because your stock subscription did not enable jou to fol ow out your original policy, of treating the road as a unit, and preparing the whole lint for the iron at the same time ; and then mort gaging the whole Grade for the rails. And this, in the face of your original estimates, that SYoO.OOO stock would grub, gride and bridge the 150 miles and of the fact that when you abandoned your original policy, you had seenred a total subscription of 1,050,000, and professed yourself satisfied with your success. I bis a remedy. Sir, if you oiler this as a remedy for that state of things as a malady, I pronounce your malady a whim, and your remedy a poison. "This you have told us was for the purpose of makinir the road profit able to the stockholders as soon as possible." If "Willard, Carpenter & Co. " are to be con sidered as the stockholders, and certainly they appear to be so at this date, you may not have been very far wrong. Who will now beliete you when you say that you intend, or expect, or can hope to build this road one foot beyond the 0 & M. II Ii. Although, you may be making ever so specious a feint of doing so. If you do intend utiuer this remedial policy to go on, will you do me, and all the stockholders the favor to answer me one question, to wit : If it has required Carpenter & Co., three years nnder this contract, to only partially prepare the first and easy division for the rails with a subscription of $1,OCO,000 to draw upon, how long will it require them under the same contract to entirely finish the remaining two more expensive divisions with no stock subscriptions at all to rely upon ? When you have pi-en a satisfactory amwer to that question, I for one, shall be prepared to hear a statement of your future plans for going on with the enterprise. Don't forget as you answer me, that Carpenter & Co., arJ not bound to proceed a foot beyond the crossing till the additional real estato Mib.icriptions named in that contract shall bo obtained. Sir the evidence of abandonment, is complete, is perfect, and that being the case, no stock subscriber is bound to pay his sto:k. The contract on your part is violated, and on his part not worth the paper on which it is written. That sir is one of the effects of the pois on which you say is a remedy. I ay it fear lessly, that there is but one purposo for which you can collect your subscriptions, and that purpose is, to prepare ready for the rails a road to Indianapolis, substantially of the character for which those subscriptions were made. This was the contract lctwecn you and us. a contract winch you without our consent cannot change. It was true when you declared it, and it yet remains true that western communities cannot do more than this, and are notexpectcd to do more. And it is equally clear that if we mis appropriate our stock subscription to any other purpose, we shall not be able to build this road. I say sir, that you can build the wholo road under your original policy, but that it cannot be bunt unuer your new jwiicy. mat your mortgage bonds on the wholo road graded, and bridged, or approaching that state, will be good bonds and will command a fair value in the bond market, but that the same bonds on one third of the road without an immedi ate certainty of the completion of the whole line will not pass the ordeal of the bond mar ket for the reason that they afford to men who are conversant with railroad history, no assu ranee osoIvency, whatever, l ou cannot hon csttly answer the questions to be asked by brokers or agents in that market. The way business of a short road through a farrainj country pretty well settled, is almost nothing. For through business, this Division competes with both tne V & K. Canal, close to it, and the 11. & C. It. IL to Vinccnneit, not, I believe, twenty-lire miles apart, at the O. & M. U. B , and starting from one point, at Evaasville. The 11 & C. II. K., with engines and cars, and all other expenses, including discount, tock interest, &c , has coit less than $ ID, 100 a mile, (see its last Ileport) or for Che 51 miles to Vincennes, $'J73,üuO. The contract price to be paid Carpenter k Co., without any stock interest, or several other heavy items of expense previously enumerated, on your road of G5 miles is $1,710,000, and no locomotives or car, or machinery to- repair theraj included; leaving you a humble dependent on the Ohio and Mississippi II. II., which will take care of its own, whatever becomes of you. The Cincinnati passengers leaving Evansville by either roaJ, will take the suae Oiiio and Mississippi through train for Cincinnati; or if a way train shall ever lo run, it will be run from Vincsnncs East and not from Chel.ea or Washington. All passengers leaving Evansville for the West, will take tho E. & C. lt. II., and as for thoso goin Katt, I need not tell you that the E. & C K. K., costing about half the price of your branch road, and having a through business to 'ferro Haute and beyond, which will require her trains to be rua whether there arc', or not Cincinnati passengers, can carry all Cincinnati passengers so much cheaper than your branch road can, that tho additional dlstauce to Cincinnati of only about 20 miles if so much will cut no tigure at all, when, as I have shown, no time can be saved by jour shorter route. At best, the competition of tho Canal, and the II & C. II. II. would ilace jour tariff of transportation so low as to starve your branch road out, supposing it possible now to finish it. If it had been for such a shadow of a road as this branch ruad, built at such an amazing cost, and withal "so heinously unfurnished," that. you solicited our stock, you could not have had a dollar not a dollar. Until Evansville ii approached by a Southern railroad, which will bo tho case in from two to four years, there i no prospect that such a branch road with such competition, can more than pay running expenses, and it is extremely doubtful whether it could do even that; and then there goes on an annual decay of structures in so cotly a work as a railroad, that if neglected at the proper time, no future prospectä can compensate. I know well the growing corxiincrco of Evansville; tho business of her canal, her railroad, and her wharves. 1 have witnessed the travel and the trans portation of produce and merchandize t and from her. i have seen tho Ohio both dry and frozen, and the canal in the same condition, and all travel and transportation ICast, W'est and North, passing over the railroaJ, and I can make due allowances for. the opening of a new East and -West line through Chelsea and Vincennes. I am not unacquainted with the railroad history of the Westuor

that such a branch .road will pay expense! and anything more, you exhibit the triumph of hope over' experience.' After a careful survey of the whole premises, I regret to say mat i entertain no sucu nope. .It has been, your custom and a very convenient one, to answer all objections to your most astonishing administration of the affairs of your road by attributing them to interested motives. I, for instance, am a stockholder and director in the E. & C. U. K..and there fore, this Expose arises out of hostility towards your enternrisc. I will not say, that in so doing you ' attribute your own motives to other men, but I will say that all such ob jections applied to me are impertinent. I occupied the same position wh en I now do, when I became lor the sake of my Lv ansville interests, a stockholder in your road 1 he L. & C. II. B. was then in danger, bow, she is safe and independent, with but a small floating debt and an excellent reputation for solvency and prudent management. My di rect interest in the success of that road has di minished, whilst my interest in Evansville has very much increased, and I may safely appeal to my fellow-citizens for the cons-sten cy of my course in encouraging every Lvans ville enterprise. But I unJerstand that 1 have an interest in a coal mine, here at home, and your road is to brincr coal from abroad, and therefore, I am hostile to it. Well, sir, when you can carry coal from abroad, wheth er SO or 60 miles on a railroad, and undersel the mines under the town, Evansville wil have no advantago in the matter of fuel, over Louisville or Cincinnati, except perhaps, the difference of ten or a dozen mile3 of railroad and carriage. Sir, you and Mr. Carpenter may as well dism'ss all such considerations as tnese. ana put vourselves. ana not vour Indianapolis road on tho defensive. Your enterprise is not attacked. On th contrary, 1 am its warmest advocate against the men whp, whether wilfully or ignorantly have stabbed it to the heart, and spilled the lffe-b!ood which a whole people had infused into its reins. And now sir, having discussed your own remedy, you may hear mine. It is, as I be lieve both simple ard practicable. Cancel that contract ;" return again to your early policy ; schedule your assetts and liabilities; ascertain tho value of the dillerent kinds of work dona. That work is chielly imperishable and so will show but little loss there. Abandon all further idea of perishable structures or rails till the proper time. Push on your surveys and estimates to completion, not having too much regard to straight lines or too low grades, lie-open your bucks for slock to be paid only if the road is presently to go on. As soon as your estimates lor preparing tho whole road for the rails can be made ami fyour schedules are ready call a meeting of the stockholders, and give them a full report of tho condition of the line as ascertained by such proceedings, and unless a much worse state of things exists than I am informed of, we can still go forward, slowly perhaps, at first, but yet surely. Let it be un derstood that the leaders evince a spirit of sacrifice, without which no great JgooU is attainable; and I will answer for final success. There isjno cause for despondency; the future u full of hope. The progress and prospects of Evansville were never so good as at this moment. The whole country is prosperous; the vaKer of White Itiver, never so much needed this road as now, and was never so able to give it aid in construction, or business when completed, with a prospect once more established, of completion, Evansville win most cnecrmiii' deliver her remaining bonds to be used as first agreed upon. As it would occupy much morn space than our crowded columns will admit of, we give the following abstract from tho New York Trilmne, which shows the most important changes that have been made: Schedule A of the Tariff '4G, including Brandy and all Distilled Spirits, with Cordials of all kinds is reduced from 100 per cent ad valorem to iUl per cent. Schedule Wines. Cigars, and all manufactures of Tolacco, litis: ns. Sweetmeats, fcc , &c.t is reduced from 40 to GO per cent. Mahogany, Satinwood, &c., arc reduced from 10 to 8 per cent. Schedule (7 Iron, Woolens, Sugar, &c, &c, is reduced from 00 to 111 per cent. AU bleached, printed or dyed Cottons are transferred to this schedule, making the duty thereon 21 per cent, instead of 25, as at present. Schedule D Flannels, Carpets, Eaize3, Cables and cordage, Ilcmp and Hempen Manufactures, Manufactures of all Silk, &c, drc, is reduced from 25 to 19 per cent. Schedule E All manner of Timber or Lumber," Manufactures of Copper, Furs' on the skin, Paper Hangings, Oranges and Lemons, Periodicals, Skins, Velvet, &c.( is reduced from 20 to 15 per cent Schedule F Urimstonc, TTin, &c.f is reduced from 15 to 12 per cent. Schedule G Books and Magazines, Diamonds, and all precious stones, Cocoa, Tallow, Watches, and Watch material, S:c., is reduced from 10 to 8 per cent. Tin in plates or sheets, with Mahogany and all Woods of luxury, are transferred to this schedule. Schedule IT Tin in pigs or blocks. Zinc, Pewter, Raw Hides, &c, is reduced from 5 to 3 per cent. Schzlule J (the free list) is largely extended; Wool costing les3 than 20 cents per pound, Brass, Copper, and most Drugs or Chemicals used in inanuficturing, Icing added to it. Wool costing over 20 cents per pound is re duced from SO to fc21 per cent, along with Woolens not otherwise specified. 07" The New York Journal of Commerce calculates that if tho imports under the new Tariff remain the same as under the olJ, $23,000,000 will be the reduction of tho revenue.
