The construction of this road is a matter of deep interest to our city, from which the inUuenceof cliques, personal feelings, narrow local interests should be excluded entirely. We "have been the earne-t advocates of the road, and have supported the parties engaged .in its construction, because in supporting them, we supported the road. They, too, have exhibited an indomitable energy and en terprise, that have excited admiration, and entitled them to high commendations; and havQ enlisted the sympathies and good wishes of all.. Tha road ought and must be built. If the present contractors have lost tho support of the public, and cannot carry it forward,they will, wc believe, relinquish their contract, and unite heartily in any other plan to complete the work. A full and free discussion of the subjoct U demanded by the public, and cannot langer be avoided; it will mult, wc hope, in a better understanding between all parties, nd finally securo the willing co-operation of the cUy with the stockholders, in a strong effort to push the work onward io completion. "We publish the following communication, as the first of a scries upon the prcs.-nt condition of the affairs of the road. We give it without comment, au l shall wait till the whole case is presented, when wc will make such renurks as simple justice to tha contractors may seem to demand, unless they relieve us from the duty, by assuming their own defence, which they are much morjcipthle of doing than we, anl for which our coluains are open. Evansvillo 'interests, that with such unanimity as seemed to exist, its construction was very possible; and I concluded it best for me to lend it a helping hand, rattier than tet up an opposition, which iniht merely mischievously obstruct, where it could not prevent success. Moved by such considerations I gave in my adherence to the enterprise, and evinced my sincerity by subscribing, and paying too, a few thousand to tb.2 capital stock of your company. Tourself and Mr. Carpenter were both distinguished Lien. I To as a man of much wealth, a high position in society, an indomitable caergy of character, and withal a shrewd financier. Yourself an Kx-Senatorof tha United States, and a distinguished lawyer, ha 1 just retired from the Presidency, and understood leadership of a prominent Indiana Kailroad just built, and which you had the credit of constructing. You were likewise well acquainted with the history, cost, and condi tionof all the railroads of the West. And in energy of character you had few equals in the State. With such characters and qualillcations, you both commanded, as you deserved to command, the confidence of those to whom you addressed yourselves, on the exciting subject of your new work of public improvement; and at this end of the line you had undertaken to build, we, the people, individually, and in our municipal corporation! genously responded to your appeals for aid; gave you all you asked. and sent you on your way rejoicing. The undertaking of yourself and Mr. Carpenter, as leaders of this enterprise, was to complete a great through line of railroad of unbroken gauge (the Ohio 4 feet 10 inches gauge). from Evansvillc on the Ohio, through Indianapolis, tho c ipital and great railroad focus of the State, to Cleveland on Lake Erie, incidentally oponing to Evansville ly lai r ad the commerce of the fertile Valley of White Kiver. This was tho inviting oNject for which you solicited, and wo subscribed our stock. And this auspicious beginning was in the winter and early spring of 1853. Both yourself and Mr. Carpenter were well acquainted with the character of tho country through which this road was to run, and were also fully advised as to the number and character of its population, and even with the ' number of its live stock, and with tho products of its mines and quaries, its forests and fields. Tho conjunction of two such men at the head of such an enterprise was considered a rare occurrence and augured well for its success. Under th s policy, your purveys and estimates, and your stock subscriptions progressed contemporariously. Had it been followed out, your Kngineer's estimates for graduation, would have been an infallible index to the necessary stock subscription, and the people leing advised of what was-necessary, to e licet so uesiratlean object, would have come up to your require ments. Had they not done so, there would have been lea. to you, the honorable al tenia tivc of defeiringtho woik, till tho town and tho country, fa.st developing, should have evinced tin strength and the will to go on with it. You and Mr. Carpenter, our leaders, having pledged yourselves to this policy, when you asked and we subscribed and voted stock, having fixed the amounts which you desired to have Irom Evansville and Limaco as corpora lions, and having told us that if wo would vote, those amounts, you would insure, with such a start tho perfection of tho necessary stock list, and we having cheerfully, promptly, al most unanimously voted you all you asked, and in addition, had individually subscribed liberally, more so than we ever did to any o'.h cr work, it was doubly due to us, as cities ami citizens, that this safe and agreed policy should not . bo widely departed from without our counsel and consent. Whilst this policy was adhered to, your cn terj risc prospered as I propö.e 1 to show. Eut, within a few months of the date of your ad dress, from which I have quoted, you gave cvi denco of an intended abandonment of this pol icy; and soon afterward, and without taking the voice of tho stockholders, or giving any reason?, but for reasons known only to your self, and left to bo guessed at by us, you did utterly abandon your earn policy, and adopted a n.w one, a policy, both unsound and unsafe, as all unsound things are. our man ner of doing all this I propose to show and I pro pose with your leave to review the lino of conduct which you have since rursued; and t show by facts and figures the net results of this conduct. Then if peradventure. there may exist any remedy for, this disorder under which the enterprise languishes, I may suggest one. And now to the testimony; to show that you prospered w hile you adhcicd to your first policy, I introduce your own "exhibit," which though not an annual report to stockholders was male to supersede a report-for 1851. Shcrrard'x own conduct provoked the fate he met. At the public meeting called to express on opinion upon his acts, the report of tho Committee was condemnatory of his conduct, and was approved by the meeting. Ho jumped upon the stand and denounced ail who voted against him, as scoundrels, cowards and liars, and when some one resented thc.se epithets, ho drew a pistol and shot four times at tho man who would not enlurc, in quiet, Irs rowdyism. In the melee that followed, a man by the name of Jones, the keeper of a hotel where Gov. Geary boarded, shot Sherr .rd through the head. Jones was arrcs'cd and is held a prisoner. Gen. llichardson wrote a letter just before he died giving tho circumstances of the insult to Gov. Geary by Shcrrard. He says it was the most disgraceful occurrence that has happened in tho territory. Shcrrard knew that Gov. Geary was unarmed, lie had armed himself, and give the insult to provoke retort, that he might murder the Governor, in a S'MlUe. Gen. ltichardsoa says, "I am satisfied in my mind. Irom what 1 have learned and knr.v, that Shcrrard would Lave killed the Governor if he had resented the indignity. The Governor was unarmed. I do not agree with the Governor in everything which he has Jjne, vet I give him all praise for theood hi has done, and freely say that I believe him honest and desirous of doing all the good he can."
