Coming down through a long lapse of time, from the dimly defined perdido of the past, we find but three cases reported by the municipal magistracy, the first before Esq. Durham, foT the above entitled cause. The difficulty was between two law abiding and orderly citizens and about money matters. Without entering too minutely into a detail of the facts, we will simply state that friends, Rasch and Kiion, stood in the relationship of debtor and creditor towards each other. Rasch representing the latter character, applied to Knox for funds, and alleges that the latter administered a kick in lieu thereof. Rasch complained and summoned, divers witnesses to prove the battery or .kickery; but the said witnesses solemnly testified that Knox did'nt kick and so the de- . fendant was disfharged. During the trial, however, Kitox's excited temper took possession cf his tongue and wagged out two or three hard words, notwithstandingche S'quire's ad- . monitions, and for this little oli'ence he was mulcted in $2. being $1 per swear, for two swears. Another. The other case arose out of a dfilculty between Lud wing and Gossen. Gossen was the depredator and Ludwing was the victim. It occurred on Friday evening. On Saturday morning Ludwing made his affidavit, setting forth the facts and Gossen plead guilty; and tho cause being duly considered, defendant was fined $2 and costs paid up. 07" The safest (over the left) and most delightful (over the left again piece of road that we know of in this immediate vicinity, may hi found extending along the bank of the rivr between the city mills and Pigeon bridge. We would advise those who require any operation performed pertaining to the teeth, to call on the Doctor, as he is regard ed by all who have availed themselves of his professional services, as a skillful operator. The New Administration. Mr. Bigler o Pennsylvania, made a speech in the Senate on Monday, last, that has startled Southern men; not because of any especial value in the speech itself, but because it is supposed, to foreshaddow the policy of the President elect on the slavery question. ', ' The speech was essentially, Free-Soilish. The Senator declared that if he vas himself a citizen of Kansas, he would vote against the introduction of slavery there, and gave us to understand that Mr. Buchanan would pursue the s;ti:)e course; and that,, undor the influence which wiii he paramo ar t i.i the future, Kansas

There are strong indication that the leading Southern Democrats will unite to down down the rash counsels of Southern extremists. A convention of the Southern Democracy will be held, that will prescribe the course of the South in relation to both the foreign and home policy to be advocated by the party; and moderate aud conservative views will rule. The only mode of killing abolitionism at the Xor'.h is to crush out slavery cltraism at the South. SLAVE TßAfcK ON THE AfKICAN COAST. The New York Journal of Commerce says: A gentleman, who has recently arrived in this city from the coast of Africa, states that he learned from good authority that there were thirty vessels, principally Portuguese, or sailing under that character, lying in the (creeks at the mouth of the Congo river, wait ing for cargoes of slaves and on the look out for opportunities to get to sea unperceived by the cruisers. Sheltered by the thick growth of forest which abounds there, these slavers are safe from observation. Persons arc stationed near the mouth of tho river to give warning of the vicinity of national vessels, and, when the coast is clear, the trailers select a dark night and a fair wind, and eifeet their escape in safety. The River, since Saturday morning, has been steadily rising, and there is now fair prospects of its continuing open, both above and below the Falls, for some time to come. Business, on our levee, has resumed its wonted briskness, and we have fairly entered upon the long-lookcd-for better times for river menand all our numerous and important river interests. In the lower Ohio channel, there is eight feet water, and above Louisville, according to our latest dates, the river is still swelling slowly, with favorable weather. By St. Louis papers' of the 13th, we learri that there has been a great riso in the Missouri, Illinois and Upper Mississippi rivers, which is prodiicing a rapid change in tho business aspect of St. Louis, as well as tho towns so dependent upon a rise of thoso upper waters. Boatmen who had resolved to t ike the world easy till spring, bogan to put on an air of business on the prospect of there being something for them to do; boats that had Leon laid up for the winter, were

The construction of the Pacific Bailroad was recommended, ami a resolution to exclude all Northern manufacturers from the Soiith was debated and advoeafui. Mr. Toombs favored the convention with a letter recommending the abolition of all duties, and the support of the General Government by direct taxation. Southern commerce will de rive we imagine but doubtful benefits from all these impracticable and ridiculous resolu tions. The resolution in favor of free trade and direct taxation was first laid on the table by a vote of ;"7 to '21, but afterwards referred to a committee to report to the n 'xt convention; A re.siiitition was olloiei for a committee to consider the subject of re opening the slave trade, which was opposed ly Albert Pike inj an eloquent spaech, on the ground of humanity and the hope the whole world would one day be free. He was replied to by Mr. Baker, of Alabama, who expressed a hope that slavery would always exist. The resolution was rejected by the emphatic vote of CI to 21. South Carolina, Alabama and Texas only voting in the afiirimitive. Various resolutions were reported in favor of mail contracts to tha North and South American Steamship Coiripanj' the establishment of founderies for casting cannon and small amitf recommending organizations to promote Southern emigration to Kansas inquiring whether a duo proportion of arms and munitions of war belonging to tho Government were in the Southern arsenals ariking Congress to put the Southern harliors in a state of defence sympathising with the democratic movements in Central America and the introduction of slavery there all of which were adopted. A final adjournment vras made on the 12th, to meet at Knoxville, Temi., next year. 07" The suVmarir.c telegraph cable for the Atlantic Company is being manufactured at the rate of twelve miles a day, and will be completed before next June, and laid down in Ju,y(7- The Buffalo and N.York city Railroad was sold on Friday by the referee to adjust a controversy, for $275,000. A few days since Mr. Joseph S. Machir sold to Messrs. Stern, of Richmond, ulteen. skives, old and young, lor the sum of 8,115. Mr. W in. Love also sold to the same gentleman two likely girls and a boy for $2,-150. These negroes never would have been sold had it not been discovered that they were making preparations to leave for a free territory. ir The Supreme Court or North Carolina has confirmed the decision cf Judge Manly, that members of the Universalist Church are incompetent to testify in courts of justice, according to the laws of that Sta'e!
