Scott county gives the Republicans 330 majority. Muscatine, Aug. 5, This county gives about 150 majority for the Republicans. Jackson county gives the same majority to the Republicans. DesmOnics county gives also a Republican majority. ' i Washington, Aug 5. The President sent a message to the Senate to-day, in reply to a resolution, stating that - no order has been issued from the War Department, to any officer commanding in Kansas, to disperse any unarmed meeting of the people of that Territory, or prevent them by mil'tary power from as: embling. From the correspondence transmitted, it appears that the Secretary is not ' satisfied that ' circumstances were such as to justify Col. Sumner in employing military force to disperse the Assembly at Topeka, and has called upon him to communicate on that point, it not yet Jully appearing that the case was one upon -which, by his instructions, he was authorized - to act. At that tiuio he was involved in debt, -and without the means of paying. His salary was $1,300 per year. He served two years, "v- and came out of that office worth thousands ' of dollars. On Sunday evening last, a young girl jumped from one of the piers in the city of Racine, and was drowned. She had been accused of stealing money from her - employers, which impelled her to this act of violence. After her death the money was found in the house where she had lived. It .had been mislaid. The House passed half a dozen, and then went into Committee on the Legislative, Judicial and Executive Appropriation Bill. Grow moved to strike out the salaries of Judges and Secretary of Kansas, declaring he would not vote to sustain a usurpation, nor pay the salaries of Judges who trample down the liberties of the people of that Territory. Phelps denied that the Legislative Assembly was elected by fraud, the pro-slavery party being in a majority, the effect of the amendment would be to delay the passage of the bill. Sherman offered on amendment providing that no part of the money for the territory shall be expended till the release of tho;e under arrest for treason and other alleged political offences. He stated that in Leaven woith county sixty-five men were thus charged, and in Douglas six men were under arrest for treason, which every lawyer knows to be unfounded. Millson said the amendment invoked the direct interference of the House with the 1 course of judicial proceedings, saying in effect' to the Judges : " You shall have no money j unless you acquit the prisoners." He would not characterize the movement as revolutionary, but it was subversive of every principle of common and criminal law. ' Sherman's amendment rejected by six ma jority and Grow's disagreed to. , Dunn offered a proviso that no part of this money be drawn from the treasury till a bill passed, and was approved by the President, for the pacification of the Kansas troubles, which shall contain a slavery restriction. There was but one remedy to take hold of the mischief by the roots and tear it all up. Grow agreed with Dunn in that remark, but why did he not vote for the bill to admit Kansas witn the Topeka Constitution, which would have plucked out slavery and given peace. , . . " Dunn's amendment was adopted. Ayes 70; nays not counted. On motion of Grow, another was added : that no money should be paid until the prose cutions pending for treason and other alleged offences, against the laws of the alleged Leg islature, which assembled at Shawnee Mission, be dismissed. Compensation and mileage for members of the Legislative Assembly, officers, clerks, and contingent expenses, amounting to $20,000, wa3 stricken out. Recess till 7 P. M. evening session. Cragin contrasted the past with our present history, to show how far our Gov't has departed from the doctrines of Washington and Jefferson on the great principles of human rights. Underwood vindicated slavery as being the best condition for the blacks of this country, and justified the repeal of the Missouri Restriction, on the ground of its unconstitutionality, and defended the principles of the American party. Leiter argued against the Northern Democ racy for their departure from anti-slavery ex tension principles, on wnich they formerly triumphed. Twenty-seven counties carefully calculated and by best tests, give a Democratic gain of 5,596 in fifteen counties. Duval gains 2,600 making his election sure. 2 Americans, 4 Democrats and 2 Whig Judges elected. Democratic Stiste Convention. Trenton, N. J. Aug. 7. The Democratic State Convention of this State yesterday nominated Gen. W. C. Alex ander for Governor. Strong resolutions adopt ed, affirming the principles of the Cincinnati platform. Timothy Davis, Rep., for Congress in the second district is largely ahead. Washington, Aug. 6. A private dispatch says the city of Dubuque Iowa, gives 350 Democratic majority. Washington, Ang. 6. The President has communicate 1 to the Senate a reply to the resolution calling for information relative to affairs in San Francisco together with the correspondence on the subject A letter from the Governor of California asks the President for 3000 stand of muskets or rifles, 50 rounds of ammunition, 2 mortars, 3 or 4 shells, and 2 guns with large calibre, with their ammunition and appliances, promising that they shall be paid for or returned. He also asks to suppress the insurrection. The President concerning insuperable obstacles

Campbell replies, reiterating that his authority to act for Burlingame had ceased; that he was not informed of his address, and that neither Burlingame nor himself feared the threatened expose.
