The slave power, has trampled the Constitution in the dust. There is very little more for the gentleman from Georgia to do than draw black lines around it. arid : writs the word "expunged" across its face. ' '' ' In speaking, Mr. Comins alluded to the mission of Samuel Hoar to South Carolina. - Aiken interrupted, pronouncing, on his own responsibility, one of Comins' statements false. This produced some confusion. ' Letcher rose to a question of order. That what may have occurred in South Carolina hd nothing to do with the ponding issue. 'Houston likewise interrupted, saying the remarks of Comins were irrelevant. - Giddings earnestly called him to order.1 The speaker defined the rights of members in debate, and requested them not to interrupt Comins.. ' Letcher did not insist, on his point of oidr. . Comins resumed expressing his amazement at the stern stolidity of the Senate concerning their privileges, at which a deadly I low was armed. In conclusion, he referred, in commendation, to the remark of names Watsn Webb, that the, outrage merited death on the spot, to be administered by any one present. Cmild the friend of Brooks object to his expulsion from the House? j Cobb of Ga. said he had hoped that no disposition would have been evinced to avoid the issue as furni hed by that assault. That it W33 made in consequence of Sumner's antitlavcry speech or sentiments was not founded in truth nor supported by evidence. Let the question be met fairly. The testimony showed that the assault was made in consequence of a personal insult ottered to a friend and kinsman of Brooks, and the indignity cast on the State which Brooks in part represented. It was stated by Sumner, as a reason given by Brooks at the time of the assault as to drawing black lines around the Constitution as recommended by Comins; he who w;is preparud for the damnable deed might do it. It was no rart of his duty and the iavitatiou met no response ia his ccart. Comins said he alluded to the slave power. Cobb continuing his remarks said he raised his voice in behalf mf the Constitution planted himself on its provisions, and called on the gentlemen to enforce them. Then he ar gued that this was not such a question as jus tifiod the jurisdiction of the House. The Con stitution protected members only so far as was necessary for legislative purposes, beyond this they were on a level with their humblest constituents.' and responsible for the libels they might utter. With regard t-" Edmund on and Keitt, whom a majority of the Committee proposed to censure, thoy wereguiltv of no disorderly behavior, wi thin the province of the House to punish. Neither was principal nor accessory to the assault, because they took ho steps to prevent the perpetration of the act or to inform Sumner of his danger. The Committee say that their neglect is repro liensible, thus in effect proposing to punish men, who receiving confidential communications, fail to become public informers. Pennington remarked that if Orr insinuated yesterday, what was not broadly asserted, that the object was to make political capital, it was utterly unfounded, in fact, so far as be was concerned, and therefore he gave it a flat denial, lie argued in favor of supporting the princi pies advanced by the report of the committee, tying he imputed to Brooks na murderous purpose, but in the eye of the law the weapon used was a murderous one, and was wielded ia a murderous manner. Foster said be had no personal acquaintance with either Sumner or Brooks, hance ho could srgue the subject dispassionately. Ho contended it was as clear to him as the sun in teavens that the House, under the constitution, has no jurisdiction in the premises. "Disunion is a word which ought not to be breathed among us, even in a whisper. The word ought to be considered one of dreadful omen, and our children should be taught that it is sacrilege to pronounce it." i Yet we find Mr. Buchanan mentioning the word very - often in his speech while he acknowledges that "our national reputation has' suffered abroad from this jabber about disun-. ion, that our moral power has been impaired, ! and that public opinion in Europe is settled that these Unite I States are soon to explode." The ultra-parties of the country, represented in the North by Seward, Greely and Giddings, and in the South by Soombs, Brooks and such like, are to blame for all thi3. Upon their heads be the guilt of this dangerous agitation. The Southern papers lay before their readers the treasonable sentiments of Northern fanatics, the Constitution is an agreement with hell, and a covenant with death," and the Southerners conclude that this treason is confined to the North. ' But what do the representatives of the South say? Is this a one-sided affair, in which the North only is to blame? While we are willing to denounce all doctrines of this nature, yet wo cannot permit the blame to re.t solely upon the North. The Hon. E. S. Shorter, of Alabama, on the 9th of April, made the following remarks in a 'speech to the Lower House: The South has planted itself where itantends to stand or fall. Union or no Union, and that is upon the platform laid down by the Georgia Convention. ; We will tell you plainly that we take issue with you; and whenever you repeal the fugitive slave law, or refuso to admit a State on account of slavery in her constitution, nr our equality in the Territories is sacrificed by an act of Congress; tlieu the star of this Union will go down to riseiwtnore.'Should we be forced to dissolve the Union in ordi r to preserve Southern Institutions and Southern civilization, we will do it in peace, if we can; in war, if we must; and let tke God of battles decide between us. ' '. i.--; The shadows sir, of the coming storm, already darken our pathway. .It will soon be upon us with all its fury. . Truly the day of Compromises is past when men either from the North or South will pledge themselves to any policy "Union or no Union." Jones of Tennessee, in the Senate February 25th, said: . We do not mean to be driven from our propriety; but there is a fixed, immutable, univer sal aeterminaiion on tne part or ine ooum never to be driven a single inch further, If we are not to enjoy our rights oder the Constitution, tell us so; and if we may, let its separate peacefully and decently. ' '- I tell you in every hand there will be a kniie, and there will be tear to tlit hv'fe and inife to the hilt." We make these extracts from a number of the same character, published in the .Cincinnati Commercial, to show our readers that we have traitors in the North and South; men who do not think it "sacrilege" to talk coolly of disunion. Shall the Union not be held together in spite of them? Will not every man come up to the rescue, and rebuke such fanaticism? Will not Indiana at this coming " lection, and through all coming time prove to the world, that she indeod "knows no North, no South; nothing but the Uxion." Ci7" We published Mr. Foster's card last Saturday with a feeling of 'regret tiiat he had decided on not having his name presented be fore the Convention. We know no gentleman in the district better qualified to fill the post of Representative; who would reflect more credit on his constituency, and whose claims for the office, we.would sooner advocate than Mr. Foster. .The very sentiments expressed in the card in which ho declines entering for the nomination, heve won for him admirat'on. It would seem that the offices which should be posts of honor, have become so degraded by having been for so long a time occupied by sorded place-hunters, who are willing .to descend to the meanest act or truckle to the lowest character for the sake of obtaiaisg a vote, that high miBied and competent tuen .can hardly be prevailed upon to accept them. These are more of the fruits of democratic demagogwery. ! Tue Bhilapelphia Navy Yarp. The work on the new United States frigate Wabash, at the navy-yard, is so far advanced thai one hundred joiners and laborers were discharged on Saturday. The double engine of this beaut'ful steam frigate is now considered complete, aid the two trials already .wade athe wharf hive proved it to be in perfect order. The propeller and tie frame in which it taoves have been taken out, to obviate t serious difficulty that would probably have crippled the vessel soon after getting to sea, as was the case with the United States steamer Merrimac OCrOur townsman. The Raw York. Tribune vi. Eesident Minister j Abroad.
The Tribune sets forth some hovel ideas in an article relating to the United. Statesand Great Britain. It "suggests the entire abolition of foreign resident diplomatists, as a useless and expensive branch of Government policy. - We quote two extracts from the article, which will convey the idea there promulged: Indeed, so far has the private or extra-diplo- , matic intercourse of the two nations so dominated in the discussion of this Crampton difH-" culty, overriding the fact of his dismissal outright, and being superior to any trouble had even Mr. Dallas been senthome. that it should seriously set this people to think that tho chances of. good intercourse could be multiplied by dispensing with the useless institution of resident ministers. j If thereilad been no .Mr, Crampton in this country-there "would have been no fuss; and ' no Mr. Dallas in England no danger of his dismissal. It is high time, in a word, that the flaunting pomp and political jobbing of our diplomatic missions were knocked in the head. It is utterly false that the American Ministers to France or England have the slightest value in promoting what is called good feeling. In the first place good feeling sbould spring from our self-respect, and if we have hat and such international comity be wanting, we need not care. . And as for a resident minister doing any service in case of a menaced difficulty it is all sham. , " Under these circumstances it would be well, now, that England has no representative in this country, to recall Mr. Dallas, with a view or breaking up the whole system of resident ministers, and depending on the ocean mail service, and at rare occasions, a special minister for our entire diplomatic intercourse in future. This scheme of course involves our entire diplomatic is olatior., from the world. It would appear to leave us without any means of offi cial information of the designs or plans which might be laid against us It throws us dependent upon the advices of private individuals, who having no or at most, but very limited intercourse with diplomatic circles, and are not admitted into the confidence of the court could be but illy posted on anything which seriously affeel our interests. It would devolve upon us to assume an extraordinarj' degree of alertness, to find us always prepared to meet events of which we had no notice. And as to the special minister, such a character would do very well provided he could on every occasion be at his post in the iucipiency of tho difliculty. But before the Government could be eveu authentically notified of a difliculty and an embassy duly commissioned, matters might be involved in such intricacy that the point of the lyonet alone could untangle them. To our mind,' the expediency of doing away altogether with the. resident minister system, is not clearly established by the arguments contained in the Tribune's article. True the system has been abused. We quote another extract from the same article the latter clause of which is undeniably true, particularly when applied to our present administration: Mr. Benton and Mr. Badger are the only eminent members of the National Legislature who have had the manliness t- characterize our sj tem of resident ministers as a useless instition a mere means for rewarding partizans, pampering political wire pullers and robbing the public. When it is reduced to this, it might seem that it could with safety be dispensed with, provided we had no interests conflicting with those of other nations. We are still, hoa eyer, disposed to doubt the soundness of the policy of an entire diplomatic isolation, and the consexuent assumption of a semi-hostile attitude towards the family of nations. ; RosBKur and Arrest. Bill Glenn, a negro barber in New burg, stole $.380 in gold from Mrs. Spitz, of that place, on Thursday, the 3d inst. Marshal Evans hearing of the robliery, managed also to hear of the thief, and started in pursuit of him on Tuesday last. He followed Mr. Barber to Terre Haute, thence back to Vincenncs, where he got possession of Glenn's baggage, but lost track of the colored gentleman. The Marsha' at last recovered tho trail, followed Glenn to Washington, Ind , captured him and forthwith brought him to Evansville. Glenn made a full confession of the robbery to Mr. Evans, but had spent all the money except $7 45. He was lodged in jail Friday evening, and taken up to Newburg by Marshal Evans, Saturday evening. He will probably be under the painful necessity of workng for the sovereign State of Indiana, without receiving any pecuniary benefit therefrom. Goodies ! Mr. Callett left at our sanctum, Saturday, a lot of the finest honey .ever made by bees' It was, of course, for the editor, who is not at home. Under this state of affairs the junior editors have determined to keep it "two days on'y;" at the end of this period, if our Senior aoes not make his appearance, it will I e "dealt with according to law." We feel just as much under obligation to Mr Catlett as though we had some bread to spread the honey on, and there is a latent hope lurking somewhere about the editorial chair, that the senior may hot arrive until the "et time" has expired. i-Up Town" says "let's eat itanj-how." Add must have two days of grace. "Buckwheat cakes and 'lasses" may be a good institution for a frosty morning breakfast, but "bread apd honey," that's what wecall goodies! 'LjaE CanaXj At last the canal is Eiirly .opened And navigation resunied. The Niagara and Laughlin arrived Saturday morning fro.m above, and report the banks in good jep.iirall ths way up. We aregUd to chronicle this event, as the -canal whea kä goc-d order materially increases ihe business of Evansville, and our citizens are deeply interested in seeing it kept in repair. Several boats may ie expected down to-day.
