His only ob- j ject is to give a brief statement of facts, as they appear from evidence; ana it any one objects to a little infusion of humor in said re ports, they may just as well keep cool and remain quiet: He will certainly, at least, place them in a no worse position than they placo themselves. . Resistance of City Laws FighLSatatday morning as Constable Clifford was en dcavoring to impound some hogs, in accordance with, a city ordinance, a German, the owner of the hogs, interfered and attempted to jprevent Clifford from performing his duty. Clifford whois a faithful officer.and a mild poaceably disposed man, bore with the German . until forbearance ceased to be a virtue, when all at once the meddler felt the hard side of a brickbat come in contact with his ribs. This, however, did not have the effect of driving him away, and he still continued to prevent the impounding. At last Clifford undertook to drive off the fellow by main force; brickbats were exchanged on both sides with effect, and the parties clenched, when Constable Fitzwilliams interfered and took the man before the City Recorder. The charge laid was "riotous conduct," and a jury found him not guilty. The action should have been for obstructing the execution of the laws. Before Wm. Kempf. Esq., May 17. State vs. John Clifford, Assault and Battery. This prosecution grew out oi tne aoove auair. Stumpf, who was attempting to prevent his hogs being impounded, made an affidavit bo fore Es. The impounding ordinance may seem hard to the owners of animals impounded ; but they should recollect that officers are not to be blamed for doing what the law makes it vtheir duty to do. And instead of resisting the officers, which is always very foolish, when they are acting under the laws and enforcing them, they should, when aggrieved by the operations of any law or ordinance, seek relief in the proper manner. last Saturday for the Wabash. The steamer Tennessee Belle, lying at St. Louis, is fof sale. "We thank the clerk of the Northerner here Saturday morning, for St. Louis papers ursdaj The Alliance arrived at Terre Ilaute last Thursday, from Pittsburgh, bringing a larSe quantity of gas pipes and fixtures. The B. Green, from Green River, put out a large load of tobacco, &c, last Saturday at our wharf. The Ben Franklin made her last trip frorn ew Orleans to Iouisville in 5 days and 2l hours, running against a heavy rise, and losing 6 hours by fog. There were no lives lost by the burning of the Jas. Park last week. She was loaded with railroad iron, and her two barges loaded with lumber. Asa Annis, a Missouri River pilot, was temporarily suspended for six months, at St. Louis, a short time since, for negligence of duty. Ha appealed to Davis Embree, Supervisory Inspector, who, on Wednesday last, not only sustained the action of the Local Inspectors of the Fifth District, but revoked his license entirely! : During the last week We closely examined the Vincennes, Terre Haute and Lafayette Daily papers, and not one item did we find relative o the condition of the Wabash river. Considering the condition of the Wabash is an important matter to thousands of business men living at distant places, our Wabash cotemporaries would do well to pay a little attention to this subject. The St. Louis Republican of Thursday says: The river at this point, fell about two inches yesterday, and was still falling slowly last evening. The last arrival from the Missouri report that river falling all the way from St. J oseph. The upper Mississippi was reported rising by the last arrival. No change to mention in the Iilinoi3 river. The weather was fine yesterday. The Alvin Adams was here Saturday morning, literally sable with black-coated passengers, and loaded to the guards with freight, bound for St. Louis. We thank our friend Myers, of the office, for papers. Myers is a trump !ut we want to know why he and Capt. Lamb, are classified with the waiters of the boat? The passengers on her last trip to Louisville, were so delighted with the boat that they published a card bearing "their united testimony" to the gentlemanly deportment of the Captain, Clerk and all otfier officers and waiters of the good boat! The Cincinnati Commercial thus talks about Cairo and the floods: , Capt. W. J. Stephens, of the celebrated house of Williams, Stephens & Co., Cairo, 111., is at the Broadway Hotel, looking as fine as silk. When he left Cairo, on Wednesday, the river had fallen an inch or two, and there was no danger of the city being submerged as was anticipated. Mound City, on the Ohio, did not fare so well however. The town lots were entirely surrounded by water, rendering the construction of a levee necessary, to protect the interests of the place. Cairo is thriving finely. The Union of this morning does not contain the official announcement of the reception of Padre Vijil, and the organ is entirely silent upon the subject New York dates from Fort au Prince, to the 22d inst., have beeu received. Heavy rains had occurred there, in consequenca of which the place had become quite healthy, the fever having entirely disappeared. Coffee is very scarce, and not much to be had at any price. " Cincinnati, May 17. The river has falling five inches. Weather cloudy and wet. It has rained all the morningPittsbtjgh, May 17. There are seven feet five inches water in channel and about at a stand. Weather cloudy and warm, with appearance of showers. CONGRESSIONAL. THIRTY-FOURTH cosgress fiest session. Tliursday'a Proceedings Concluded. Washington, May 15. Senate. A message was received from the President relative to the routes of transit be tween the Atlantic and Pacific, and the gene ral condition of Central America, lie says the small body of citizens invited to Nicaragua by the Castillian party apparently put an end to the struggle. We do not go behind the fact of a foreign government exercising actual power to investigate the questions of legiti macy. VV e do not inquire into the causes which may have led to a change of government. Irl therefore, when the Nicarasruan Minister French came here, a lew months asro. the fact now presented had existed, he must have been received. Various objections to him were stated. Another Minister, Vigil, had presented himself and been received satisfactory! evidence existing. lie represents the government de facto and de jure. Numerous con siderations of interests are advanced with 1 reference to the proüriety of his reception. He suggests additional measures of security to the nan si i across Nicaragua. A debate ensued, during which Mr. Critten den said, in one week's time the countrv would be agitated from one end to the other on this ubject, and might result in our being involved in war. Mr. Mason defended the President's course. Adjourned. House. Mr. lvnewlton offered a preamble setting forth the diflicultv which occurred at Willard's Hotel on the 8th inst., between Mr. Herbert, a member of the House, and Thomas Keating, a waiter in that establishment, which resulted in ths death of the latterat the hands of the former, and that Mr. Herbert was taken before Judge Crawford on the writ of habeas corpus and by him held to bail in 10,000 to answer tne charge ol manslaughter; that the Constitution gives to either House the power to punisn its members lor üisoruerly behavior; and, with the concurrence of two-thirds, to expel a member; and concluding with a reso lution directing the judiciary committee to t ike the matter into c nsideration, with power to sena lor persons and papers, and report to the House at its earliest convenience what ac tion this body should take in the premises. JUr. Cobb, of Ora., objected to the introduc tion of this rasolution, saying that no question of privilege was involved as was claimed by tne gentleman presenting it. Mr. Uingnian objected to everything as out of order. The speaker, in reply to several questions, said the question must be submitted to the House whether the resolution involved a ques tion of privilege. Mr. Stephens moved to lay the question of the reception of the resolution as a question of privilege on the table. Mr. Washburn, of Maine, inquired if the House should do so whether it would carry the resoution with it. The Speaker replied affirmatively. Mr. Washburn Then I vote to lav it on the table, which will be equivalent to a vote to suppress investigation. Mr. Stephens' motion was then agreed to years 97, nays 70. 1 he Honse, after a debate, passed the bill governing municipal elections in Washing ton. The President's message on Central Ameri can affairs was received. Adjourned Four Powder Kills Exploded. Wilmington, May 15. Four of Dupont's Powder Mills exploded this afternoon, causing great destruction and killing three men emploj'ed in the mills. Central American Bnmor. New Orleans, May 14. Advices by the Empire City state that a re port was in circulation at Aspinwall that Schlessinger had been recaptured by Walk er's men, and would be shot. Election in Providence. Providence, May 15. The municipal election yesterday rseulted in the election of the entire American ticket by 500 majority. Boiler Exploded. Albany, May 15. A boiler in Edson's Distillery exploded this morning, killing Mr. Oyrus Jidson, and the engineer and fireman. Two others were se verely injured. MRS.M.
