Mr. Foster will not visit St. Louis until the traveling is decidedly better. -fXr We understand our old friend, the new prophet, still adheres to his prediction that the river will be oen by the 16th of next Augu t. Ho is certainly one of the most obstinate old fellows we ever met. We should like to know what prospects he sees now for the verification cf any such ridiculous prediction, as that tho river will be open next August? OThe work of cutting out tho channel by which tho steamboats are to reach the bend above, goes on but slowly. The ice is very thick. 03Capt. Mulliken, of the steamer Florida, called to see us yesterday. He reports that .earner in her old condition without any change. Capt. M. is anxiously abiding the time for her relief or destrustion. The tale will be very speedily told when the river opens. But he has spared no labor nor expense to insure her safe deliverance. those countries have "freely expressed their approval of, or acquaintances, in, the present v . v .u e at this moment. You thus necessarily intcr- ' fere with tho internal all airs of other nations Regretting that you should have misconstrued my last communication, and that you authorized the late arrest of my person in New York, and thereby the indignity shown against the Government I h ive the honor to represent, I therefore respectfully request that jou will not consider my credentials as before your Government for the present. I am, sir, your obedient servent, PAR KB It H. FRKNCIT. Er.0QrF.ST asd True. Tho London (Eng) Advertiser, speaking of the United .States and Great Britain, uses the following langoifige: "Contemplate England, proaning with taxat'on and strug ;ling in s ingui.i.iry war, with htr trade deranged, her population discontented, her government the ci-rrupt machine of an oligarey, and her levenues squandered for she knows not what; and contrast her with Anierca the America that the British cabinet ministers treat with so much iridillerence, whose statesmen are cultivating the arts of peace, an 1 whose commerce is gathering a golden har vest to the nation. She it is that stands boldly forward to her civil greatness; she it is that presents a striking contrast to the military despotisms of Europe; she it is that with her un guarded coast, her unwalled cities, her meager navy combines within herself the elements necessary to a great military nation. Teace reigns at her fireside; her throne is not in mourning. Her legislators are devising means to relieve an overflowing treasury, her trade is vigorous, her people are increasing bej-ond comparison in wealth, her government is at least cheap and useful. V ould that we could say the same! England spends her blood and treasure in fighting the battles of unthankful neighbors. America fights only her own battles she fights them qnick and well." What Railroads are Doing for the West. The official returns of the new census of Illinois have just leen received. The entire population is over 1,300,000, which is a gain of alwut 50 per cent, upon the census of 1850. By comparing tho increase through the several decades and semi decades since the census has been taken, it will bo seen that the gain has been much larger during the last five years than in any former period: F.otn 1H0 tu . '.'(i the increase was 43,rS3 " to IK'U 10 ,"34 " IKdltolKli " " l:ijtfr4i " i.iu,7. A correspondent showed the other day that another was to quintuple the value of her land. Add to these the improved so ciety, and multiplied eductional and moral influences, such as the newspapers, cheap books, src, which follow population, and take advan tage of all cheap methods of communication, and then one may begin to appreciate the ad vantages of the modern railway system as an engine of civilization. N. Y. Evening Post. tr$ One of the chief novelties in dresses. this Winter are scarlet petticoats, to the great alarm and trepidation of the bachelors, who see in this fact a terrible Jsignificancy. You are aware that this ts leap year, which empow ers 3'oung ladies to do something more, it seems, than 'pop the question;' and the American ladies should be enlightened upon the matter. It appears that, should one of them so far forget herself as to propose a union between herself and a bachelor friend, and he should be uncivil enough to decline the propo sal, she can thereupon demand from him the ' o-ift of a new silk dress. But, to cl urn this 1 dress with propriety, she must, at the time of ; asking, be the wearer of a scar. et petticoat. ...l.;l, u nnrficnofirlih cVo ronct WlllCh, OT the OWer portion Ot Wn.Cn, Sne must exhibit tO the gentleman, who, by the law of D ., . . , . .1 , t leap year, is compelled to present to the lady i the d ' assua dress that shall cover the petticoat, and age her displeasure at the rejection of her proposals. English Topers. Useful Apparatus. An Englishman has invented an apparatus consisting of a cylinder, air-pump, &e., for extracting bullets from the human body. The great merit of this invention is siid to consist in its obviating the necessity for the painful and d.mgerou-; operation of cutting out bullets, and by its means a medical rain, with the aid of an assistant to work the air pump, would be able to aecornplis'i tho work wh.ch now occupies many surgeons. When the cylenJer is once exhausted it will extract several bullets without the aid of ag iin working the air pump.
