Spencer is now on trial in New York for having murdered Captain Frazor on the high seas. The Albany Journal says that twenty years ago he was couvicted of forgery j that city and sentenced to a term in the State Prison. Nothing had been heard from him since that time, until he turned up a murderer in New York a short time since. Vincennes a City! The citizens of Yincennes voted last Monday on the question of relinquishing the Borough organization, and incorporating Vincennes as a city. There were 128 votes for the change, and 51 against it. This tote exhibits a very small interest in the question, or else that Vincennes will be for the present, a very small city. - . OCrThe Philadelphia Bulletin says: Much excitement exista in North Carolina, relative to several murders which have recently taken place. A young man named Peebles, was killed by two hired negroes, near Raleigh, about two weeka since, and two persons have recently been fatally shot in Chowan and Bertie counties, by persons unknown. . Dreadful Accident. On Monday last, near Fairbanks, in Sullivan county, a little son of Mrs. Johnson was killed by a falling .tro, which crashed his head and scattered his brains over a little sister,' who was in his company, going into a wood to visit an elder brother. (K7There are forty-two societies for reli - gious worship in Chicago, divided as follows Methodist, 8; Presbyterian, 7; Congregational, . 6; Catholic, 6; Episcopalian, 5; Baptist and Lutheran, 3 each; Swedenborgian, Unitarian, Universalist and Jewish, 1 each. - "Where the Flock Goes. The ship Mod ern Times is now loading in Boston, Mass for Australia, and, among other articles, she takes out eleven thousand barrels of flour, which is said to be the largest shipment of flour ever made from that port, in one vessel. GtT New Year's Day was as" delightful a winter's day, as could well be imagined. Many of our ladies received calls, while general sociability prevailed. The following interesting incident we copy from a California paper: The arrival of an ocean steamer is always the scene of a large crowd of spectators at the whar One afternoon, when the Panama came in, a tall individual from the mountains, who unfortunately, had no ticket to secure him admittance on the dock, stood outside of the gate, watching through its open pannels .with great anxiety, as if he expected the arrival of some dear friend. After a full hour thus occupant, his heart was gladdened by the approach of a small furniture wagon, containing several women, among whom he recognized the features of one that made him utter an unvoluntary ejaculation. The gate was swung back and the wagon passed out. He worked hiä way up to it amid the dense throng of people, and exclaiming "Sarah!" attracted the attention of a young woman seated alongside the driver. As soon as she beheld him, she . answered 'John!' and losing all control over herself, fell forward on the haunches of the horse, from which she rolled side-ways into tha arms of a fond husband. Despite the general merriment of the crowd, Sarah and John held each other for a moment in a close-looked embrace, after which their lips met and they indulged in a perfect transport ofkisses. "Who cares?' said the honest .ocluimm.,H. v s upouse, as she resumed her place on the seat of the wajron. 'Who cares if thev do laua-h. v , . w VV. Yet pursued by high official functionaries from Britain, the President says the fact that the cause of complaint was not a mere casual occurrence, but deliberate resign to en ter upon it with lull knowledge of our laws and policy, and conducted by responsible pub lic functionaries, compelled me to present tue case to the British Government in order to secure, not only cessation of the wrong, but reparation, lhe subject is still under discussion. Reports recommendation that provision be made lor the appointment of a commission with Great Britain to establish the . boundary line between Washington Territory and the British possession. Meantime, there is evi dent danger of collision there. He intimates the propriety of buying out Tuget's Sound Company. - . Remains of opinion that the United btates ought notto tolerate Danish Sound tolls, lie has declined participation in the Copenhagan Convention, because Denmark does not oiicr to submit to the Convention the question of her right to levy t le Sound dues, bound is because if the Convention were allowed to take cognizance of that particnlar -question, still it would not be competent to deal with tue great international principles involved which anects the right in other cases of navigation and commercial freedom, as well as that of access to the Baltic, Above all, because by the express terms of the proposition it is contemplated that the consideration of the Sound dues shall be commingled with and made subordinate To a matter wholly extraneous. The balance of power among the governments of Europe at the same time are ready to pay a lair propor tion of expenses for improving the safety of navigation ol the or Belts. , Spain has disapproved the action of its officer in the Black Warrior case, but has not paid indemnity claimed. Treasury receipts for the last fiscal year from all sources, sixty-five millions three thousand and thirty. Expenditures, exclusive of pay ment on public debt, fifty-six millions three hundred and sixty-five thousand three hun dred and ninety-three dollars. Tayment on public debt, including interest and premium, nine million eight hundred and forty-lour thousand five hundred and twenty-eight dollars. Available resources for the current fiscal year, eighty-six thousand dollars. Total estimate of expenditures, seventy-one million two hundred and twenty-six thousand, including three million to Mexico, and seven million seven hundred and fifty thousand to Texas in indemnit'. Amount of public debt is now less than forty millions. Suggest retired list of disable army officers and increased compensation of officers in active service. ' Former recommendations for partial reorganization of army renewed. Farther legislation for Navy recommended by Secretary; urged also appropriation for sixteen Sloops of War. President entirely concurs in the remarks of the Secretary of the Navy on execution of retiring law. Post Office deficit last year over two and a half millions. Intimates that great loss on free or low rates of newspaper postage . Disorders have oecurred in Kansas nothing justifying executive interference, that could only be in case of obstruction to federal law, or of organized resistance to Territorial laws, assuming the character of insurrection, which if it should occur, it would be my duty promptly to overcome and suppress. ''the best quality of ice. The ice hauled from the canal yesterday, was fully seven inches thick, and of crystal purity. We are now prepared to fend off the warm weather with some degree of comfort. " Reception of the Xessage in Congress, We published on Tuesday the fact, that the President had refused to wait longer for the organization of the House, ami had sent in his Message. We were offered on Monday night at a late hour an abstract of the Message by telegraph, but preferred waiting for the whole document. The following is a telegraphic account of the reception of the message by the Senate and House of Congress: Senate After the reading of the Journal, the annual Message of the President of the United States was presented and read. After readma of the Message, Mr. Uayton made soma remarks relative to the treaty, of April 19th, 1S20, in order to show to the peo ple of the United States tne strengen oi tue position assumed by this government reiatne to Central American affairs, and the injustice to the position taken by Great Britain with regard to the construction ol that treaty, lie argued generally-with all that the President has stated, contrasted the pacihe character ol this country with the aggressive policy always pursued by Great Britain.' . . Mr. Seward inquired whether the ground takinar bv the British Government regarding the construction of that treaty, namely, that it was merely prospective in its operation, and had no reference to the actual occupation bv that country of the territory in question, was the understanding of the Government of the United States when that treaty was made ir. Clayton then being Secretary of btate. - Mr. Clayton said that it was an entirely new construction some thins of which had never before heard. The dabate was father continued at some length, and the Senate finally adjourned until Wednesday. . HoiTvSE Immediately after reading the jour nal, Sidney Webster, the private Secretary of the President, appeared announcing lrom a letter the message in writing. Great excite ment was produced amid -which Clingman moved that it be real in order to hear what it was. Mr. Morgan call for the yeas and nays on Clinsman'ai motion, and said that he wanted no reading until the" House was organized. Mr. Giddings and others then anxiously strug gled for the floor. Mr. Clingman finally obtained the floor and said he did know what the message contained, but the President had a right, on assembling of Congress, when in his judgment necessary to communicate it in writing. The Constitu tion gives him this authority. Mr. Campbell, of Ohio, contended the readof the me.age was business, and holding that no busmen can be transacted until the House is organized the sending the message in ad vance of an organization was an innovation. Mr. Clingman was perfectly willing that the gentle iaen should decide upon the question of order. Mr. Orr said the Constitution expressly re cognizes this body as the House. The House of Representatives shall choose their Speaker and other olhcers. lie though that Mr. Camp bell raised the point too soon. It is respectful to the President that the message should be read. - Mr Campbell, of Ohio, replied, it was utterly useless to have it read unless they could do something with it after it was read. Mr. Stephens insisted that the message should be read. It might contain matters important for Congress to know. Mr. Washburn, of Maine, contended, "this is not a Congress, and the President cannot communicate until organization." Mr. Giddings said this is too great a question to be decided upon tehnicalities. He wished to meet it boldly. It was an attempted innovation on the practice of this Government. If it was important for the President to commnnicate the message, why did the President delay it for four weeks? He would not submit to such proceedings. . A debate ensued concerning the constitutional power in the above premises, during which Mr. Orr said, the sending of the message at this time was an innovation, but the extra ordinary scene here protected the President ; in taking the responsibility, the question was, shall it be received? " .
