Its fpresence in Valencia and some other places has bean and continues to be dreadfully afflicting. "Prepayment of Pottage to be made by Stamps onlyImportant. I From the Washington Uuion, Nov. 91.) It will be recollected that by the Act of March 3, 1855, requiring the postage on all letters not free sent by mail within the United 'Spates, and not from or to a foreign country, to be prepaid, it was also enacted that from and after January, 1, 1856, the Postmaster General rhay " require postmaster to place postage stamps upon all prepaid letters upon which stamps may not have been placed by the writers. " We learn that Hie Postmaster General has dtciiled to require postmasters to comply with and carry into effect this provision of the law; and, if not already done, to supply themselves with postage stamps accordingly by sending their order for them to the Third Assistant Postmaster General. Of course, it is not intended sor expected that this regulation shall, throw upon postmasters the labor of athxing postage tamps to letters where the writers might, without inconvenience, have done it for them selves. The main thing is for postmasters to Veep themselves supplied with stamps, that all Srsons Having occasion 10 use may reaauy oo in them. . , ... ... . .'''".'' FAIKIIAK'K SCALE.
