The Union says it is authorized by the State Department to say that Mr. Buchanan had two conferences with Lord Clarendon in reference to the West India Spiadron. The Earl declared that the Squadron had been dispatched for no purpose unfriendly to the United States. Its object was to protect the commerce of great Britain against Russian Privateers, three or four of which were fitting out at New York, and one brig was nearly ready to go to sea. Their particular vessel was a large fast clipper, specially intended to intercept the British conveying gold to Europe from Australia, with the purpose, firsf, to capture one of the Cunard steamers. In justification of this statement the Earl of Clarendon referred to the barque Maury, as represented in affidavit communi cated by Mr. Barclay to Mr. Crampton, and by him transmitted to the British Government and at the same time laid before our Government. My former dispatch having been unauthorizedly contradicted, I report on the best information that the present determination is not to forward copies of the Presidents message to distant newspapers as heretofore in advance of its delivery to Congress. It may not even be presented until that time. Baltimore, Nov. 26.
