The Nashville papers of the 12th, say that the river is still rising with 41 feet water on Cumberland shoals. - A New Orleans paper says the owners of the Southern Belle made an offer for the A. L. Shotwell, lo be placed in the Vicksborg and New Orleans trade. The price asked for her was 540,000. This probably gave rie to the rumor that the Shotwell had been sold for that trade. The Jacob D.Early left New Orleans on the Cth for the Wabash river. She will be likely to find plenty of water there. The Magnolia has been withdrawn from the Vicksburg trade, and was preparing to leave New Orlt ans for the Ohio about the 10th. I We will be glad to see this fine steamer here 8,n I Messrs. A contention has been signed between Great Britain and the Porte for the enlistment of Turks. An interesting debate arose on the ques tion of going into committee on army estim te. Lord Palmerston contended that the sufferinga of the army in Crimea arose from physical causes in the power of no man to control. The sufferinffs were not confined to the British army. There were 35,000 Russians sick and wounded. palmerston announced that Lucan had been recalled inconsequence of his differencg wilh R.irlan. ComDulsorv measures o I must unquestionably be resorted to to fill the ranks for service. He also urged the right of search as ne cessary, in order to prevent the introduction of Rnssian goods into Britain, and deemed the law before the House not advisable malting in international arrangement for Corres pondence during the time of war. Weather is moderate at Sebaslopol, and bas almost disappeared. The health of the army is better. Siege operations are progressing with vt gor. Orders hava been received to prepare hos pital beds for 5,000 men at Constantinople, from - which it is inferred that an assault is to be made upon Sebastopol. The Baltic fleet is to consist of 55 war steamers carrying 1066 guns, 5 floating bat teries with 80 guns, 8 mortar ships, 28 steam gun boats at 16 guns; total 100 ships with 1278 guns, with which the Emperor will go to Crimea.
