McMahon has retired from his position as editor of the Memphis Eagle and Enquirer. For much of what that paper sow is.and probably for all that the Enquirer was before its connection with the Eagle, the marked ability and energy of Col. McMahon formed the foundation. Capital has formed connections for others with this popular paper, which ability and merit in Col. Mc31abon not thus sustained, were unable to preserve. We are sure the reliracy of Col. McMahon from the position he has occupied so long and so honorably, will not be a subject of sincere regret to his personal friends and the patrons of the Eagle and Enquirer alone, but to those of his professional brethren who have for years enjoyed a pleasant intercourse with him through the columns of his paper. We trust Col. McMahon will not
be permitted to remain long in private life -but in all his connections with life itself tve wish him the very fullness of prosperity. The Eagle and Enquirer is now published by Saunders, Stockdell &. Co., with Messrs. Pryer and Saunders, editors, and J. B. Mosey, publisher. We wish the Eagle and Enquirer even bb increase of prosperity. Mr. Pryer introduces himself in a brief and per tinent card, as successor to Col. McM.,and will oo doubt by his ability do much to sup ply the vacuum of the Colonel's absence. tWe call attention to' the card and recom inendaiions in advertising columns of Dr. John B. last week, we gave the intelligence that Russia had accepted the four points proposed by the allied powers. As these points may not be known to our readers, or forgotten, we give them below: 1st. That the former treaties existing between Russia and the Porte must be extinguished, and the pretensions of Russia to interfere beyond her own frontier abolished. ! 2J. That the free navigation of the Danube be secured. 3d. That the Convention of the Straits be revised for the purpose of opening the Black Sea to the commercial and political agents of all countries and of destroying the maritime ascendancy of Russia in those waters. 4h. That the protectorate of the Greek Church be merged in the common rights secured by the Porte to all her Christian subjects. Tl;c sincerity of Rus&iain accepting these points appears to be doubted. The next for eign arrival is looked for with great interest. It may brinj the news of the final struggle at Sebastopol. UTThe Howard Aassociation ot New Orleans recently voted S,00O to the poor of New York City. This shows the true nobleness ol Southern spirit, and comes very near the commandment, "If a man smite thy ri?ht cheek, turn to him the other also." These same New Orleans folks are the heartless dealers inhuman jliterty and blood of whom Northern cupidity, iguorancc and fauaiicism entertains such contemptuous opinions. Memphis Appeal. ! Has this editor forgotten how much New York contributed for the poor and sick of New Orleans! If he will ask the Treasurer of the Howard Association, he will find that something over 50,0C0 wacontributed by New York alone to relieve I i'e distresses of, New Orleans. We advise epicures to drop in and try them. A Swindler. An Irishman, calling himself A. Armstrong, and claiming to he a Methodist clergyman, has been imposing upon the inhabitants of Clinton, III. He commenced a select school in that town, preached a few times, collected all the money ho could, run in debt to every person who woule trust him, and then ßlcped. Maixe Law. It will be a large domain, north and south, of the Red river, beyond the limits Louisiana and Arkausas. It is highly pr ab able that, in the aggregate, as much property is lost and sacrificed in the United States by the abuse of credit, as is gained by its legitimate use. With reppect to the moral mischiefs resulting from some of the prevailing habits of our business com rn unity the racking cares and the corroding uncertainties, the mean deceptions, and the measureless frauds to which they sometimes lead language is inadequate to do justice to the notorious and appalling truth." To amend the 14th sec. of chap. 101; to authorize attachments in certain cases where the debt is not rue; to amend the law relative to Mechanics' line; to authorize suit to be brought against th State. The resolution to reduce the number o Senators to 30, and ot Representatives to TO, and increase their per diemXo four dollars, was laid on table, after the word "four" was stricken out and "three" inserted. Whether its anticipatory justification is even plausible, and ought to nave the slightest weight with a Senator, uiier outh ol otlice, our readers shall judge by seeing it. The following is the plea of justification entered by the Enquirer: Col Drew was elected from a strong democratic district over a fusion know nothing candidate, and stated in every speech he delivered during the canvats that, in case he was elected, he would use all the influence he possessed to secure the election ot an old line Nebraska Senator. This was one of the issues upon which he went into the field and upon, this issue he was elected by several hundred majority, thus clearly showing that his constituents coincided with these sentiments. Now, becajse he tees fit to do just what he promised the people he would do, he is charged with mispresenti.ig them. In our judgment, Col. Drew would be guilty of a gross violation of his duty if he did not lend every ell'ort to defeat a lusiou Senator, forthat is the only way he cun serve democratic partyl One of the "issues"" ot the canvass was, then, to "secure the election of an old line Nebraska S3iiator." We suppose of coue, the Enquirer means Col. Drew pledged himself to vote and exert himself for an old liner. This pledge he ought to redeem. Let him do so. Nol only let him vote for, hut use all the influence he can to persuade others to vote for an old liner. No one can or would censure him for that. His district yet remains "democratic," and let him vcte accordingly. Let him redeem his pLede by out-laboring Hercules, il he choose or can, in doing everything to "secure the election, of an old line Neoraka Senator" which heas a Senator unda-r oath of office, consistently with his duties as euch und with law and parliamentary usage, may lawfully do. Only in. Ibis sense did Senator Colonel Drew pledge himself to his ccttstuu-.nts. Does not sus'i a pledge, we ak Col. All that is, of itself, incident to aud inseparable from the pledge to vote for a Nebraska Senator. Does Col. Drew conceve him self under a pledge to the democracy of Vamierbuigh that, if he can't secure "an old line Nebraska Senator," there shall be no Senator for two years! Did he promise them if the old liners couldn't elect, the fusionists shouldn't! We want to know of the Evansville Enquirer it it was part of the "issue" made iu Vanderburgh to postpone Vie election, if the fusionitts should have a inajorityl Will it say Col. Drew made such an issue, and that the people voted on it! Will itsay that Col. Drew took the ground, before the people, thai if the fusion:sts had the majority they should not be entitled to the rights ot a ma jority! Will it say that Col. Drew argued to his constituents that if democracy was triumphant they should elect a Senator, put that the fusionists, victorious, s.iould be trampled on! That a majority shall govern and be represented when democrats, and a minority shall govern too, if "old liners!" Did Col. Drew preach such democracy ns this! Did his pledges or his "issues" imply or express any 6iich democracy! We are not, therefor, very well aware how the Senator from Vanderburgh can reconcile it to his sense of right and duty to act as if the above inquiries ere affirmatively answered. In the views of the matter we have taken,, with the exception that Vanderburgh is stilL an old liue stronghold, Col. Drew can be taken as a "rcpresetative man" of all his party in the Senate, some of whom represent fusion disticts. In bo high-handed and revoluiionary an act as postponement, ail the other old line generals majors, coloneis, and captains (for there are several of Gov. Wright's militia tau officers in that body) stand in the same catigory, and the remarks we have made are applicable to them all. We can assure them, if the election should be staved off, their nanv.s will be watchwords for some times to come.
