The avowed policy of Loiofocoiim, is "an Old Hunker or no elec tion," and thus the old fossils of the epoiU regency practically demoustrate their con cept?on8 of popluar sovereignty by threatening to play the "dog in the manger." They talk about using all their ''constitutional means" to stave off the'election offca Senator this session. The following extract, from an Indianapolis letter published in the Enquirer, gives the policy right from the mint, which the "old guard" in the Senate, whom the people have not had an opportunity to displace, design to pursue: The State looks to the senate in this hour of the peril of great principles, as the Old Guard which is to save it. Every eye is turned to this able body, and the question is on every totiijue: will the Senate, the last citadel, hold out! I tl.ink there is little doubt about the unflinching firmnessof this body. There are among its members men who made tbis question the issueof their . elzction; men who promised to refuse by all constitutional means to go into an election. We doubt very much whether any other Locofoeo, except the pverile correspondent of the Enquirer, would so far desecrate the name of the constitution, as to use it in so dirty t connection is the above. Liten again, to another scintillation from the pen' of this bold expounder of constitu tional oligatiotis; In any view cf the case consistent princi rle requires that the senate should throw it self on its constitutional rights and 6tave off the election, and I think you may rely on the statement that it wih be done. From this we may infer the intention of this precious bunch of senators, to coolly and deliberately defeat the will of the people of Che state, at all hazards. The ques tion resolves itsell iato the single issue whether the emaciated and rotten corpse of old fiunkensm shall be represented in the U. S S nate, or the people of the state of Indiana. The people, by a fresh expression of their will at the ballot box, have constitu tionally declared by an overwhelming majori ty, what that will is, and the band writing will be found upon the wall in due seasonIFoe to the Senator vho dares disregard itt But ware told that the election must be Mconstiiat:ovalIy staved off" that senators have been elected under pledges thus to act, and they are now called upon to redeem their promises. Thus the villiany -of old Hunkerism ooz-2 out, and we are toid that the nefarious project dates back to the last election. New members of the senate have stolen in under promises, and solemn ones, too, nj d- ubt, to either secure, it in their power, the election of an Old Hunker Douglas Democrat, or cheat the state out of its legal representation for the ensuing two years. Such is the "constitutional means" by which the Old Line press is calling upon its minions in the senate to stave off the election. This is a construction of unprecedented novelty and originality, that the constitution confers power to "stave off" legislative action. We can find in it directions and provision a, which clearly point out the path vf duty to our legislative bodies in every emergency, Sut nowhere in that instrument is power granted to legislators, to thwart the will of the people and obstruct the wheels of government by mulish obstioacy and inaction. Tue tidings from the Capitol now are,thal there will be no election, but it remains to be seen whether the virtue of the senate wi bear-this imputation upon their courage and patriotism. As this lecture wil be fret, and Dr. B's lectures have in the lar e cities attracted much attention, there should be a large au lience to hear him this evening. This lecture will be eminently practical as well as entertaining, and not only to those who are in the Jiabit of using their vocal. powers in winging and speaking, but to all. 'We are glad that Dr. B. Is making us Ihia visit, and think he shouIJ receive a warm welcome, especally as his lectures are Uoefu and practical and delivered without charge to thode wJio attend. Xj The New York Tribune says that it is generally eupposed thtt Mr. Samuel Leg gett. who had overdrawn a large sum from the Empire City Bank, has committed suicide. Two of his friends have received letters from him ia which he declares t is to be his determination. He transmitted to them his watch and two diamond breast 'pins. Mr. L. was' 26 years old, anJ Jias left a wife and two children.

Shsstlia & Reilly .,J the.bric k occupied Oy neuer, s arnsiey ot o., were discovered on fire. These frame buildings were occcpied.by M. &. W.Raleigh, dry j goods, &c. merchants, Chss. Wade, jeweler and silversmith, and C. M. Griffith, harda a a I sO ! ware merchant. It is doubtful whether the fire originated in Raleigh or Wade's. The buildings were owned by Nathan . Rowley, Esq , and were not of much value. They would soon have been torn down to make room for better structures. No insurance on them. Esq. Rowley will have large brick buildings on the spot in three months. So much for Evaneville enter prise. Mescrs. M. & W. Raleigh value their stock at say $26.000. They were insured for 20,000 as follows: $5,000 State Mutual Fire and Mutual Ins. Co., Philadelphia; 65,000 Girard Ins. Co. Phil.; $5,000 Pennsylvania Ins. Co., Pittsburgh; 82,500 Northwestern Ins. Co., Phil.; $2,500 Commercial Ins. Co., Phil. Nothing was saved of their slock. Chas. Wade, next door, lost all his stock of jewelry, &c, small, except a few valuable watches of customers he had taken home. He values bis loss at $1,200. C. M. Griffith had ju?t received within the last two weeks about $4 000 worth of new goods for his hardware store. His old stock he presumes was worth about the same. His loss was thus about $3,000. Insured $4,000 in Home and Etna Ins. Cos. of Hartford. A large portion ofShank!in& Roiily's stock of dry goods was carried out of the house, as it was in imminent danger, but they were brought back again in a confused state, and without known loss. The firemen an J citizens worked hard and enthusiasticalr ly,but to save the buildings was an impossibility. Onr Senator Our Senator in the Legislature, Colonel Drew, appears to be, as be writes to u, getting the hang of things at the Capitol. He occuoies a conspicuous place in the list of standing committees, and will no doubt endeavor to do his duty, so far as work is concerned. Whether he will consider the will of his constituents more than the dictation of some of his Old Line friends, in a few votes of peculiar interest he may be called upon to give, remains to be seen. ' Col. Drew has introduced a resolution for one half the capital of every Free Bank in Indiana, to be owned within the limits of the county in which it is located. On the 11th he was going to effer a resolution, asking the Committee on Corporations to bring in a bill levying a two per cent, tax on all premiums paid to Fire Insurance Companies (owned abroad) to be distributed among the Fire Companies within the counties where such premium is' paid. He tht ks our com panies would reap a handsome dividend That is a resolution which ould admit of discussion on both aides, but we are inclined to think favorably of the suggestion. We shall not let any difference in politics pre vent full justice being given Col. Drew for all the work he may do in the Senate, nor per tonal friendship keep us from strictly review ng hi errors. lie has been long desirous ot holding a seat in the Legislature, and at last he is successful. lie received the votes of men ol all parlier, and we hope no party allegiance or dictation, will make him swerve -one jot from what he considers his duty and the best interests of his constituents. Statistics or the past year. The pa pers in various directions are filled with stat sties of the past year, giving the remarks ble events, accidents, fires &c, throughout the country. The entires loss from fires in the United Slates tor the year, is estimated at abou S25.00O.000. There were also 33 fires in which loss of life ensued, the number of vie tims being 171. The number of roilroad accidents was 193 killing 106 oersons ard woundinsr 589. In 1S53 there were only 133 similar accidents but attended with the loss of 234 lives, be sides 496 wounded. The steamboat accidents of the year have alarmingly increased, the total number reach ing 43, with the loss of 587, souls and 225 wounded, against 31 accidents 319 killed and 153 wounded in 1853. Crimes, too, of every grade foots up a fearful catalogue. There were 632 murders and 84 executions dur'n g the year. The list of mortality for the year includes the demise of no less than 18 men-wJd27 women who had attained the age of lOOyears land upward. One a (colored woman) was "id to be 146 and another (an Indian wo man) 142 yars jf age. The oldest white man was 107, and the oldest white women 121 years. Death has also, during the year, greatly thinned the diminished ra soldiers of the revolution, no less Inving closed their earthly existence 1 last. 12 months.

It was laid on the table by a vote of 82 to 15. The same subject is now under discassion in the senate, in the shape of a report from the fiaance committee on a joint resolution offered on the first day of the session. The prcject will meet with a death blow in the senate also. Thr senate by a strict party vote voted down a resolution this mornirg calling upon the committee or elections to report upon the contested seats at as early a day as pcssible. Comment upon such voting is to my mind entirely unnecessary. Any body of men who would doit, will not hesitate to refuse to go into the election altogether, if they can be satisfied that the interest of their party will be promoted by it.' A joint resolution passed lhe senate restricting the Auditor from issuing any more state stock money; it will pass the house. The agency of the Free Banks has gone into operation here, and circulars announcing the fact are put in circulation. It is a measure calculated to advance the interests of the specie paying banks, rather than the Kiierests of the note holders. It will not cdvance the value of the notes, or reduce the shave the people are r quired to submit tot for as a general thins the brokers are intererested in banks, and in' arranging matters they unUers'aud how to take care ol themselves. For instance, one banker has' a ank of email circulation here which he pro tects, and at the same time ' has two or three others in other locations which he does not, f large circulation, which he put afloat at par, and cow issues his daily bulletins placing his own notes in the low class, and purchas es them at bis own price. He is one of the Bankers who established and controled this agency. f Hence I say the peot le who hold the notes of defunct banks, have little to expect from the operation of the Agency, beyond' the general advantage to be derived by getting them cut of circnlai a a aticn a little sooner than it would be done without it. The people have a right to demand of the legislature some measure to reire them at once, and thereby enhance their value above the rates established by interested parlies. In haste, yours, Ii. OrA bill has been introduced into the 'ennslvania Legislature to Incorporate the 'Ohio River Improven ent Company.' The meaanre proposed in the bill is the incorpora tion of a company for the improvement of the Ohio river so as to secure a permanent channel of about six feet of water. It authorizes parties in Pittsburgh, Philadelphia, II arrisburgh,SieubeuviIle, Wellsrille, Wheeling, Wellsburg, Marietta, Parkersburg, Mount Pleasant, Pomeroy, Gallipolis, A.'aybville Cincinnati, Louisvills and Madiaon, as com missioners to open books aiid receive sub scriptions to the stock of the Ohio Improve ment Company, which is to consist of one hundred thousand shares at fifty dollars per share. It is made lawful for firms, copart nerships, and bodies politic and corporate by themselves, or persons duly cuthowed.tu subscribe. The second section says that when ten thousand shares or more are subcribed, and $5 are paid on each share, the commissioners are to certify the same to the Governor, who shall thereupon issue letters patent. The companyto have no banking privileges, and hold no retl estate, except what is necessary The liabilities of the company, including av w nay loans, shall not exceed the amount of capital actually paid in; and no part of the c&pilal stock, or other funds of the company shall be locned to any director, officer, or agent of the company. Woods & Co, owners of the Cairo Wharf-boat Patrick Henry, are about to bring su:t against the steamer Michigan for the toss of the boat and a large quantity of freight therein stored, which was seriously damaged or entirely lost. It appears from the statement that the steamer Eastport, bound for Tenuessee river, put on the Wharf-boat 4.000 sacks salt on storage. The laconic reply may teach a lesson to youngsters of fiery tempers, and were all similar challenges treated in a like manner, it .would serve to check the desire ofambitious .youths to see their names in print "according to the code" as Men of Honor.
