It ia the reaource on which they rely for specie, and to prevent pe. ie beimg drawn from their vaults. Their system of procuring it is to 'buy Bills on New Oileans, at Ü0 'days on , 'which ihey charge one per cent discount and interest. With the proceeds of these they buy in this market bilU on the Ivmtern ci ies. which are olten two and tlirnp ti T c. i , T Vv II I discount. These are remitted to New York, and as Ihey mature or are discount. -d for them, the Western Bank dtawa its own Bills at home and sell- them to it customers at a half or one percent premiums, beside the interest equal with interest to IS percent per annum. The law strictly forbids usury, and forfeits their charters lor charging directly more if- .11 six per cent interest, yet they fire permitted year after year, to extort by indirect mean, under the denomination ol exchange eighteen, and twenty per cent per annum. How much the w rid is delu ed tv nam s and tcrma. la the it jury to a man any trater in hnvnitr eighteen or twenty per ceni of his h rd eafnitlga ab-rrucled from bJk pocktst under lite deuummatiou ol interesst, than to have thf sime amount t:iken Tr.m nis as exenang.-: 1 varmnn is ab-mt the t same In either case. While Banks can get eighteen per cent ofl bills of rzcattnf ttiey will hare no luuds to discount notes on Which they can only tax six per cent interest. Every tn.-in, thereture, wlio needs a'diseount must 111. ike a bill of exchange, pay bi at SoineaiialAUt miau a, wharrw payrixap it w ill :ost him one or two per cent to pay it, initead of making his own note payable nt home where he could meet it at maturity, without inconvenience or cost. But in order to indulge the Bank in the privilege ol spongiftz three of four per cent extrj in

terest out uf him, he h is Mat to incur the uost and ineonvemenee of placing the funds to pay his drall at a distant point, where they are worth more than a home le save the Bank the trouble and expense ol placing them there herself. When his bill matures, he drawer and payer has to tp aside from , litis regular buain. as and make a shipment ot produce to puy the drulf. He is forced to buy and ship at a particular lime without re garp t prices in either Market. If be escapes loss he is satisfied. The desire of the Banks to get drafts renders them less careinl ot the security, and the lacihty with which Bills are passed) induce a crowd ot speculatoisto become .-lifppers tf produce, to whom 4 the Bank pours out its notes till its Vaults are exhausted, and the speculators continue to buy till the stream of money is stopt. The discriminate purchases iu the country raise prices inordinately high, ftnd the produce

thus bought is rushed into (his marKet, to meet the bills ou which the money to purchase it was furnished, and cr-ales a glut. The commis-iion merchant who has accepted the Bills to save I11S own h-mie from dishonor, without regard to prices or the state of the market, is (orceft tcr sel to procure the means ot mee inir his acceptance . His exigencies and aurietv lo realize his a

most disastrous effect, and causes prices to m tink to the lowest point, and the market is often in such a täte here that a few foreign agents with their bauds in their pockets, dictate iheir own terms to ttre victims ol tltis foolish and unnatural courae of trade. There will be no remedy fur the yearly disasters to II involved in ihe produce trade tiil the

whole system on which it was done is changed. The produce must be shipped by tho-e who are able to piy for it at home and wait ill it can be solJ at advantage, for their returns. A shipper had better give eighteen per cent interest for money at home, than to draw lor it on proJuce shipped. As soon as it is drawn against.it ia out of the shipper'--, or his 'actor s control. It is independent of those wlio buy, a id can prescribe its own terms. It ueed not be forced on the market loaleprecinte its own value or that of a like kind in the market. R Western men saw the eiTe-cta of their own folly, this course of business would soon be ch.med. They annually commit mercantile suic.iihv in wrtat seems to be lo a !o- ker on, periodical insanity.
