The Monarch was here Ssturday from Cincinnati, very deeply laden, and even her deck was piled with barrels. The " Cincinnati tuba" may be ridiculed, but they make probably quite as much money an any other boats running to New Orleans. The English and French governments entirely rejected the proposals of the Czar founded in his letter to the King of Prussia. A diapatch from Berlin says that the negotiations between Austria and Prussia were not closed, but Russia had joined in a protocol signed in Vienna on the 3d of April, between Great Britain, France, and Austria. In the House of Commons on FrHay, Lord John Russell confirmed the statement that Austria was concentrating troops on the frontier of Servia. but, as negotiations were still in progress, he could not state what courae Austria would pursue. April 26 is appointed as a national fast day thrrughout Great Britain. A riot occurred at Barcelona on the 13th. The military were called out and several citizens were killed. Mahomed Bocchi has been arrested aa the assassin ol the Duke Parma.
