Gentlemen:- That part of Evatsville known as the Lower Enlargement is all comprised in four blocks and four fractional lots with their streets and alleys. . " ', i It was made a part of the town in the year 1820. It has been taxed by you and your .predecessors c?er since yon had that power, and Steadily, annually, and sometimes specially taxed erereince 183G inclusive. During these 17 years of taxation, never very light and sometimes very heavy, you perhaps have formed no estimate of the amount of taxes 'collected from this small portion of your jurisdiction and it may not be impertinent in me to call attention to the subject. The taxable property in the Enlargement ly the assessment books for 185J amounts to '99,652 (and I think I have overlooked some

Tate oi lo cents on the IUU dollars, with a poll taxoC, 1 per head, the property tax of ta75, and the poll tax to 50, making the City taxes of the Enlargement amount for be past year to the sum ot 1 800 00 From an examination of the tax rolls of the corporation from 1842 to 1851 inclusive, i lifid the amount xf taxes assessed during that time to be 49,011 00. From 1842 back to 1836 I could not get the accurate per annum assessments, bu taking the asses -xn?nt rolls for 1836 and 1837. I find the one to amountte $18G 00, the other to $2263 00. The taxes for 1838, 1830, 1840, and 1841 were rather lower than an average of the wears of 1833 and 1837. I have lor safety averaged the whole six years from 133G to 1841' inclusive 'at '81200 00 per annum, .which would give a total result of taxation for those years, of S7200, making with the mibaequeut total taxation of the City up to 1851 inc'uaive 56,211 00. Allowing for delinquent lists, 1 will average the Lower Enlargement's taxes collected at onertwenty--first.part of the whole assessment rojl, which will to the present time give a total of taxes röllecteJ from that Enlargement of 3476 70. öiy three ihmsanJ live hundred dollars. Add to this amount the City taxes of the prefcentyear at the'same rate as last year on tho present valuation of prjperty $300 00 and the Lower Enlargement will have paid up to the end of the present year into the City Treasury the turn of 4,300 00. ';. . - We w'.ll now make some enquiry into tho conidertion which the taxable polls and property of the enlargement has received for this aggregate of taxation, or what has been done by the city government in return fiT all the material aid thus given her by this province uf her dominions! Some of you, gentlerann, were so happy as to know Evansville in its days of iioa improvement: lu golden age if carelessness nd forgetfulnees of gullies, ponds and awamps, of gymson weeds and Cog funnel, when there were bridges on water fctreet (across the gullies) and hills in main strce t and frog ponds every where. There U no other, esection of the town -which has been inhabited half as long as this has, which has not received your attention, and had large sums from the public purse expended upon them. Year after year, one improvment after another has been ' originated or extendeJ, teaching, beautifying and appreciating all quarters except this, whilst if this quarter had been the site of a pest house, or a lep rosy reeking with contagion and all that -is unclean, our city lathers could not have more dcligently avoided its touch or con tact. It inay have been prudent h'therto . to ne gleet expensive or even slight improvements where they were leudly called for, whilst so much wa to be done and taxes were already heavy, but that the same plea will continue good any longer, I must be permitted respectfully to deny. -During a period of three years of unexampled prosperity, whibt every other por tion of the city has rapidly improved, this has etood still; nay, more than stood still It has gone backward, and all for tho want of a street improvement which can bo done at much 'ess expense than the taxes heretofore collected here and spent in other parts of the city amount to. By the judicious system of drainage and grading adopted and worked up to bv vour body to the very edge of this En largement, it is absolutely necessary, before a ain-rle Dermanent building can be safely erected in this Enlargement that all its itreeta be cut down to an average uepth be low their present surface of 6 leet. which would bring the whole cost Of the removal to but littlo above 2000 00, a sum but little above the taxes collected for the past, and, at the same rate of taxation, to be collected by you from this Enlargement for the present year, and a small sum compared with all that she has paid into your Treasury above what he has taken out. When you shall have graded these streets, the proprietors will have to grade their lots to a corresponding depth and many of them now want tu be at it for the purpose of placing themselves in a situation to derive some benefit from their property, which is now wholly forbidden to many of them, as you all well know Gentlemen, this littlo public expenditure is resDectfullv asked as a matter cf right, of
