Tho Presidential election for Chief Magistrate has passed off with less than the w-ual excitement. However individual? and parties have been disappoiuted in the result, it U nevertheless a subject of natioual congratulation, that the choice hi3 been . Our grateful thanks are due an all mcrcifvl Providence, not only for .staying the pestilences which iu difllront forms have desoli ted some of our cities, but for crowning th labors of the husbandman with an abundant harvest, and the blessings of peace and pros'lerity. Within a few weeks the public mind ifcs been deeply affected by the death of Daniel Webster. Filling at his decease the office of Secretary of State, his , - The Executive guest has sincerely sympathized with his family and the pub.ic generally on this mournful occasion. His comminding talents his great political arid pro fessional eminence his well-tried patriotism "and his lon and faithful services in. the most important public trusts have caused his death to be lamented throughout the country, and have earned hint a lisüng phco in our history. . - 'In the course of the last summer, considerable caused fo- a short t?me by an official intimation from the givtrfirtie'ht of (treat Britain, that o'ders.had been given for the protection of the fisheries cn the coast of the IJritUh Province in North America. These facts were among those .vhicfi increased the sensibility of cur fishing ir.tere.-t. at the moment in question. These circumstances and the incidents above a Hi ded t, have led me to think lli? moment favorable flr a reconsideration of the entire euhj.'Ct of the fisheries, on the co-tat ol the British Proritu es, with a' view to place them upon a marc liberal footing of reciprocal privileges. A willingness to meet us in some arrai geir.ent of this kind, is understood to ex;st . f Pains have been taken to collect the infdrmation required for the details of s:ith n arTangement. The sutject is attended by considerable difficulty. I il is found practicable to rometo an agreement mutually acceptable 'to the two parties, conventions maybe conrinded in the course of the present winter. The control of Congress over all the provisions of such an arrangement effecting the revenue, will of courso be desired. The affairs of Cuba formed a prominent topic in my last annual message. They remain in an una-y tronJition, aud a feeling of alarm and irritation on the part of the Cuban authorities app ars to exist. . This feeling has faterfered With the regular commeroiilintercoirse between the United States and that Upland, ari led to some acts of which we 'have a right t cdnrplain. Any commuircaiun which he inijr hold with an agent o"a foreign power, is in ormal, and a matter of courtesy. . Anxious to put an end to t): cvcitinjr inconvenience, which seeHued to rest on a misconception, I directed the newly appointed Minister to Mexico, to visit Havana on his way to Vera Om2. It is but justice to the'Capt. This invitation has been respectfully declined, for rea.-ons which "Would occupy too much spaco in this communication to state in detail, but which leJ me to think that the proposed measure would i)3 of doubtful constitutionally im politic and unavaili g. I have, however, in common wit!, several of my predecessors, directed the Ministers of France and England to b assured that the United Slates entertained no designs against Cu'a, but that on the con tf ary I should regard its incorporation into thr ' Union at the present time, as fraught with serious peril. . But unuer existing circumstances I should look upon any-incorporation into our Union as a very hazard jus measure. . Cut would bring into the confederacy a popa'tion of a different natural stock, speaking a Vjrent lanruajre, and not likely to harmoe with the oth ?r members. It wuuid probably n fleet in a prejudicial manner the indiv dual interests of the South, and it might revive those conflicts of opinion between different sections of the country which lately shook the Union to its centre, and which have been 60 happily compromised. The rejection by the Mexican Congress of the convention which had been concluded between that country and the United Stat for the protection of a transit way across the Isthmus of Tcheuantepec, and of the interests of those citizens of the United States who had become proprietors of the . Mexico had conferred on one of her own citizens in regard 'to that transit has thrown a serioas obstacle in the way of the -attainment of the ?ery desirable T This subject, however, has already engaged the attention of the Senate of r the United
