' Thine AVortla TItlnkiug About. Certain Locoforo papers are very anxious to prove that the Democratic party are the particular friends of River and Harbor improvementswhile certain other Locofoco sheets, .UWau. ,-.... appear equally desirous of Prot ,ng just he opposite, a ne rsauo.iat wonveuuou ui iuj.i party passed its platform in this particular, just sa as Locofoco editors over the country could translate it to mean anything or nothing a they v pleased They declared themselves opposed ta cny general rystem of internal improvements by tl?e government. But a few weeks after tniVconvcntion, the Democrats of Congress aided the Wfrigs in passing a bill, which was as general a eystem f iuternal improvements as any bill ever passed thus knocking that portion- of their platform in the head most emphatically. Yet the Whig party in congress showed themselves the true friends of this measure. The final vote in the Senate stood, yeas 25; nays 23; absent 4. All the Whig Senators except two, voted for the bill, while twenty- - one Democrats voted against it, and three .dodged the vote! Mr. KING, Democratic ' candidate for Vice President, voted NO. Now who doubts, that if we were not on the eve of a residential election, when thf .Democratic party knew that to kill this bill would bo to kill their party candidates in a number of States interested this bill would ; have passed Congress by Democratic votes! They dared not, even thoagH it were striking a plank, from their Baltimore platform, vote down this River and Harbor bill. Vet had the Whigs voted proportionally as weak as the . Loco focus, the bill could ixt have btcn passed Now the pcopk Know la- their own hearts that the Whig party are the true friends and - enl'y reliable friends of Internal Improvements. It has been for years inscribed on our ban-ners, placed at the heads of our news papers, and been- a- rallying cry to the big party. This party has secured the passage ef a River and Harbor bill calculated to be cf considerable beneS to- the West. But the West wants still further assistance she even wants additional appropriations to make the provisions of this bill really useful, for they will but commence the work. Now, are the people of the West willing to trust this business to the Democratic party with Gen. Pierce, one of the must bitter enemies of Western Improvements, as shown by his yast votes, and 3Ir. King, who voted against ' the last bill, at its head! If bo, they are full of confidence as a Miss of fifteen, and indeed riot half' so well acquainted with the wiles of men. Who thought for a moment, when Congress paseed this bill, that President Fillmore Would veto it! Supposo Pierce had been President. If the bill-had been passed at
it would hare been with almost the certain prospect of being vetoed by him the certain prospect if he preserved any consistency at 'all. To have secured even a chance of his approval, everything supposed objectionable to him or his principles, must have been stricken out. That would probably have left

CCrTho Louisvill3 Times thinks the letter of Capt. Magruder appearing just at this lime, and dated at California, is quite provi dential.
