House agreed to m?nJmentä offered on one section! hieb says alter September 30th 1852, rates of postage on paper?, pamphlets &C, bound or unbound, of no greater weight than 2 ounces, one cent postage, and one cent for each additional ounce or fraction of an ounce, for any distance under 3JÜ0 miles, and over that distance double tliosj rate.-. All newspapers and periodicals not weighing one ounce, published as often as once in 3 months, and sent from olSce of publication to actual subscribers, half of the above rate, to be pre-paid at the otfice where mailed, or quarterly in advance, where delivered; otherwise double those rates.
