CONGRESSIONAL. Washington. March 18. SENATE. A bill authorizing the payment of $20,000 to the Winnebago Indians, was reported by . ... ., a i ine juuicKiry wuiiuiiirc-i.uno.ucicu anu passed. The resolutions of Mr. Clay were then ta ken up. Mr. Badger havinr the floor, proceeded at some length, to consider the question, whether there was any possibility of any action by Congress which could lead to disunion, and if there was a possibility of such action, was there a possibility of such a state of things ; he con-idered the Value of the Union and the evils ofn seperation. He declared he was no alarmist, but looking to Union ns a good to be regarded, against everything which threatened its pr-petuity, he must' say that no one who looked upon the proceedings here, and the convulsions throughout thecountiy could doubt the probability that a separation mih' follow from a certain process of legislation. Without concluding, Mr. Badger gave way to a motion postponing the subject till tr-mot-row. The Senate then went into Executive session. HOUSE. The credentitls, &c. of tiro members elect from California were laid on the tabid and orderf.Jto be printed. They then went into committee of the whole upon the alilornia ' message. Mr. Williams defended the ciuse , of Gen. Taylor, and protested against the doctrines now avowed by California. He. hop;;d that XJnlilorni.i would hi admitted, and Territorial pverii.nents l'jr:n til for the reman br of tUe Territory, without regirJ to 'the vVil mt proviso.
