CO" No telegraph despatch received last night. From the Louisville Courier. Columbus, Dec. 11, P. M, Ohio Legislature. la the Senate, no choice has yet been made of aeargeant-at-arms. Mr. Archibald (Dem.) offered the following preamble and resolution. Whereas, the constitution expressly proTides and declare that no money be paid Irom the treasury except by appropriation made by lavr. And whereas the power conferred upon the auditor of State by law to levy taxes and to pav the interest of the public debt was intended to be exercised by him under the strict supervision of the Geueial Assembly. Therefore, "itoofrei.That if the Auditor shall during the intervallum of the sessions of the Legislature attempt to exercise that power, he shall be deemed an enemy to his country. "Resolved, That the imposing of taxes if an exercise of high sovereign power, aud that the power delegated to the auditor is unconstitutional aud is hereby declared null aud void. "Resolved, That the Senators voting for these resolutions, will by all open, peaceable, or, if necessary, forcible means, oppose the collection of such taxes, during the disorganization of the Assembly, aud for the lultilment of which lUey pledge their Uvea, fortunes and honor. ' Revolved, That the county treasurers are hereby advised and invited by Senators so vo ting to withhold the State revenue for the present, until the organization ol the Assembly, or until ulterior means can be devised by the friends of the country . Considerable debate followed the introduction ot this preamble and resolutions. Mr. Whitman (Dem.) stated the purpose of himself and associates to be that, if after the i' lapse of sufficient time no organization of the Assembly had taken place, they would recommend the people to come to Columbus and initial a provisional government until a constitution could be adopted. The resolution were laid on the table aud ordered to be p.inted. , Columbus, Dec. 13. In the Senate to day, Mr. Goddard made a motion to lake up Mr. Archibald repudiating jesoluuon; upon winch motuu a very exciting debate arose. Mr. Kwing said he should oppose the motion, as be thought that the time for action had not yet arrived, and he would not vote except as a denier resort. Mr. Goddard said he wished them to vote on the resolution. Mr. Archibald remarked that it was a matter of indifference to hi in whether the resolutions were taken up or not. The fiat had already gone forth, and no power short of that of bayonets could collect taxes during the disorganization of the Legislature, a the powers of the Auditor were at an end. Mr. Whitman reiterated his former protesta tions, aud said that the Democratic members had long since written to the various county treasurers to withhold the taxes thfy had already in their possession. Mr. Dennison followed in a spirited speech, remarking that the resolution were revolution ary. in their aspect, and ought to have been re jected the instant they were represented. Messrs. Bennet, W iison ana Uorwm op posed the motion to take up the resolutions. The resolution was finally lost yeas 6, nays 30. We arc indebted to Mr. P. G.
