MONDAY MORNING, JULY 10. Ratiticatios in Louisiana. The Whigs of N. O.held their ratification meeting on the evening of the 21th ult. The papers of that city describe the concourse as immense, one of the very largest ever seen in the South. All the arrangements were upon a most magnificent scale. Mr. De Buys acted as president, aided by forty or fifty vice presidents. The Hon. Balie Peyton, the Hon. S. S. Prentiss, the Hon. P. W. Farrar, and several others made speeches, which were greeted with enthusiastic applause. Among the epeak;rs was Mr. O. F. Johnson, of Pennsylvania, who announced his secession from the Locofoco party and his hearty support or Taylor and Fillmore. The resolutions of the meeting, which were brief, spirited, and to the point, were carried .yithaloud roar of acclamation. The N. 0. Crescent (independent) thus speaks of the meeting: .The great whi m eting called for thj pur pose of ratifying the nomination? of the Phila delphia Convention came off on Saturday ni"ht. It was one of the larcest political meetings ever assembled ia New Orleans, and , -was altogether worthy of the great party whose Humiliation, u sunnurieu. me arrangements were on a grand scale. A platform of exten sire dimensions was erected, facing the River, in the centre of Can;d street, opposite Caron delet street. Back of the platform was an arch in imitation of marble, bearing the nimes of the nominees oflhe nnrty, Taylor and Fillmore, in large letters. Above this was a full length fig tire of Gen. Taylor, in a military undress uni form, surroimJing which were three American flags, the whole being surmounted by .he Amer ican eagle. The Whigs of the parish of JtflVrsin, 1 1. had their ratification meeting in Lafayette on the evening of the 2Gth. It numbered thousands upon thousands. Banners, bonfires, anl the thunder of cannon heighthene.l the enthufciasm of the occasion. . TAYLOR AND CASS. m Among the public acts which have marked the public services of Gen. Taylor, there is none that command itself to the friends of hu manity so cordially as his conduct towards the Mexicans at the capitulation, of Monte rey . In the tniustof the blood ami slaughter which followed the bold attack upon that strcngly for tided city, the enemy proposed terms of capitulation they offer to sui render lhe city, on condition that they may evacuate it unmolested anJ in safety. Gen. Taylor had too much coodnessand humanity cf heart to hesitate, lie (said by continuing the bloody conflict he could reduce the city and compel the en'iny to surrender at itiarrtt Ion, but it would cost five hundred more livca of his own soldier, and expose the help less and unoffending women and children of the city to terrible slaughter; he then-fore agreed to the proposed cuoitulalion. üw iook upon ljEwia i;.ss: Alter tnis brilliant and gloriously terminated assault, a resolution of thanks to Gen. Taylor, his officers and men, for their gallant deed at Monte rey, was moved in Congress. The Locofocos being in the majority, and the Administration anxious to check the popularity of Gen. Taylor they submit, in the llous?, the following pro viso, and pass it : "Provided, That nothing herein contained, shall be construed into an approbation of the terms of the capitulation ot Monte rev. This positive insult to and censure of Gen Taylor reached the Senate for its approbation; a motion was made to strike out this insulting proviso, and we desire that the vote at Lewis Cass shall be noted and remembered by every friend of humanity. The vote in the Senate was thirty-three for striking out and fifteen for retaining the censure and insult. The names of the fit teen are : Messrs. Allen, Ashley, Atchison, Atherton, Udby, Hrees, Bright, CASS, Dix, Hinnegan, Niles; Sevier, Sturgeon, Turney and Yulee15. Because Gen. Tavlou was unwilling, when it could be avoided, to sacrifice the lives of .his own men, and expose to terrible and certain slaughter, the helpless women ami chil dren of Monterev Lcicis Cass, bitting in his cushioned seat in the Capitol, cooly anddelib erately votes to crnsure the callant chieftain for his noble humanity. The people will re member it w hen they vote. The following beautiful and elowin" tribute of Jons M. Clattos, paid to Uen. Taylor for nis numane conduct on that occasion, will b responded to bv every generous heart: 'I say, (said Senator Clayton) from the bot tom of my soul I thank the brave generous and merciful commauder of the American troops. 1 thank him, sir, not only for his gallantry and skill, nis conituct ana bravery, but eminently and above all other consul rations, as an Am erican Senator, I thank him for his humanity 1 honor mm occause ne tuougnt ot ami spared feeble and unollending women in that hour o her peril. I honor him because he spared tot tering age and helpless infancy, and I glory that an American General has shown lumsel thus alive to the best feelings of the human heart." In this connection, the language of Genera Taylor at a complimentary dinner in New Or leans, in December last, is apppropriate. He declared "that the joy and exultation of the greatest victories tctrc alicavs, after tt heat and txcitcnunt of the battle, succeeded by feel mgs oj poignant sorrow and vain; and tna uar after all was a great calamity, and his the greatest glory vho could terminate it." THE TAYLOR PLATFORM "The power given by the constitution tolhe Executive, to interpose his veto, is a high conservative power, which should never be exercised except in cases of clear violation of the constitution, or manifest haste and want of consideration by Congress." . . The personal opinions of the individual who

Day, Capt. - Wood, we have received our files of Mexican papers to the 17th inst., but as they only came to hand late last evening we have given them but a cursory examination. Senor Yanez marched on the lllh inst.; at the head of 600 men to put down the attempt ed revolution, headed by 1'areiles and Jarauta at Lagos. Minon had marched to attack the rev olutionists at Lagos, but having only -ICO men while Jarauta had collected twice that number Minon denned it prudent to fall back to Leon. This reTolt of Jarauta is giving the Government more trouble, we imagine, than the papers like to confess. We find many allusions, too: in the paiers to the Indian insurrections. Jarau ta alludes to the latter in his proclaimtion, as an indication of the weakness of the covtrnmn t, w hile he probably foments thorn. lue Mexicans are congratulating themselves upon the recovery of twenty-five pieces of ar tillery taken from them atConlresand Chanultepec.
