From- the Indiana State Journal TO THE VOTERS OF THE STATE OF INDIANA. . Fellow Citizens: At a late session of the Indiana State Education Society, held in this citjr, Maj 2G, ISIS, the following realulion was unanimously adopted: "Resolved, That a committee of five be appointed to address an appeal to the people of the State, on the propriety and importance of Toting in favor of Free Schools at the coming August election." i The undersigned were appointed said committee, and in behalf of the State Education Society, issue this address. - The State Legislature, at its session in 1846-7, passed a joint resolution inviting the friends of Common Schools throughout the State, to meet in Convention in Indianapolis, on theSGih of May IS 17, and accordingly, .a large number of the friends of Common Schools convened from different parts of the Stale, and continued in session for several days. Among other things, they appointed a committee to draft a Common School law, with a special reference to the introduction of a system of free common , schools. The bill which was drafted by the committee, was presented to the Legislature at its last session, and after some amendment, passed the House of Representatives, but failed in the Senate, for want of lime for its proper consideration. The Legislature did, however, pass an 'Act" submitting the naked question of free schools, to the people for their decision at the polls in August next. And it is for the purpose of securing your vote in favor of a system of free common Bchoolsthat we now address vou. To show the advantages of the free school system, permit us to state a few ftcts illustrating the diSdreuce in the number of the educated aud uneducated in those States where the free school system has prevailed, and in those Slates where it has not. 3i0 it cannot be denied that thousands of those till remain uneducated iu tho absence of a system of fiee common schools. Many ot their parents are too poor to give them efen a common school education, and others are ciiraiually uegligeut. Ut our adult popula tion, there are upwards of 33,000 who cannot read and write, and it is feared that iu the absouce of a belter system of common school instruction than we now have, the ra tio of the uneducated will increase with fear ful rapidity. Such is tho intimate connec tion of ignorauco with crime, that the educi tion of the whole people, ia to the pit riot and christian a question of the first impor tance. Tho following statistics are taken from two able reports; ono by Joseph Bentley Esq., of LnHand, aud the other by O R. Potter E&Q. The four best instructed counties ia England, according tu their re ports are Rutland, We'stminister, Cumber land, and Middlesex. Uvery intelligent man knows that it is cheaper and safer, to be taxed for the promotion of edu tion, than for the punishment of crime. The system proposed, while it greatly relieves the poorer counties, will add but tittle to the burdens of the mote wealthy; and if the poor ti.e.f I are ever educated, it must be to some ex ten. .t expense of !he ...lib,, of ibu. who are more Iriylily favored of fortune. I Property, as well as labor, is more valuable in an intelligent and educated community, than it is where ignorance, and its too frequent attendant, vice, are the ruling pirits. 1 lie proDertv of the rich, whether they have children or not, should be taxed for tho education of the whole people. The security of their property demands it! The tax that they pay is only the premium on the insurance. Every property-holder is in terested in the education of the 320,000 youths of our State. Every child in the State is the property of the commonwealth, and it is the imperative duty of the State, lo adopt such a system as shall secure to each child, the means, at least, of a common school education.
