It will be ob mved that be is fearful thai if our Govern men! does not secede to the request of the people of Yucatan, some European power will. The President submits the whole sub ject to the consideration of congress. Here is the message: To the Senate and House of Reprsentatiees United States: I submit, for the consideration of congress. several craraunications received at the De luttioent of State from Mr. Justo Sierra commissioner of Yucatan, and also a communication from the Governor of that State representing the condition of extreme suffering to which their country has bjen reduced bjr an insurrection ot l ho Indians within its limits, and a;km: the aid of the United States The Communications present a case of hurmn suffering and misery wl.it h can no fail to excite thesympiihies of all civilized nations. From these and other sources ol iofoiimlion, it appears that the Indians ol Yucatan are waging a war ol extermination ugiinstjthe white race. In this cruel war, they spare neither age nor sex, but p it to death indiscriminately, all who fill within their power. The inhabitants pjfiic s;rickand destitute of arms, are flying before their sarage p irsuers towards the coast; and their expulsion from their country, or their exteriniiinlimi urmitil irvin 0 inaattakta iir!aa they can obtain assistance from adroad. In this condition, th-y hare, through their rou5iituted authorities, implored the aid of this Government to save them from destruction, offering incase this should le granted, .to transfer the aJomtnion and sovereignty ol the pninsuU" to the U. Similar appeals for aid and protection have been nnde to the Spnish and English Govern men:s.w Whilst it is not my purpose to recommend the adoption o: any measure with tue new. to the acquisition of the "dominion and sovereignty" over Yucatan, vet, according our established policy, vvc couUl not cousent to s transfer of tha dominion and sovereignty" cither to Spajn, Great Britain, or any other Kurcpeau power. In the language ofPresi dent iMonroe, in his message of December,! . 1822, we should consider any attempt on their ptrt to extend their system to any portion of th's hemisphere as dangerous to our peace and safuy.' In my annual message ot December, IS 15, 1 declared "ihat near a qturter of century ago, the principle was distinctly announced to the world, in the anno- ' al message of one of my predecessors, that the 'American continents, by the free and independent couditiou which they have a. tamed and maintained, are hencefoith nut to be considered as subjects for future colon'Zition by any European power."1 This principle will apply with great increased force,hould any European power attempt to establish any new colony tn North America. In the existing circumstances of the world, the present is deemed a proper occaasion to reiterate and reaffirm the principle avuwcJ by Mr. Monroe, and to state my cor dial concurrence in its wisdom and sound pt,licy. The reassertion oft his principle, especially in reference to North America, is at this day but the promulgation of a policy which noE nopein should cherish tho disposition to resist. Our own security req tires that the establ:shed policy thus annouueed should guide cur conduct, and this ppl es with great force to the peuinsula of i ucatan. It is situate in the Gulf oi Mexico, on tl e North American continent nd from its vicinity to Cuba, to the Capes of Florida, to New Otleaus, and indeed to our whole southwestern coast, it would be dangerous to nur peace and security if it should become a colouy of any European nation. We have now authentic information that, if the aid asked fiom the U. States be not granted, surh aid will probably be obtat.ied from some European power, which may hereafter assert a claim to "dominion and sover eigntyM over Yucatan. Our existing relations with Yucatan are of a peculiar character, as will be perceived f hid the note of the Secretary ol Stale to her commissioner, dated 2 lib Dec. last, a CA.pyof which is herewith tnnsmitted. Yu ratan has never declared her iudependeuce, snd we treat her as a Sate of the Mexican republic. For this reason we have never officially received hercommissioner; but whilst tbisi&jhe case, we have to a considerable extent, recognised her a neutral in our war with Mexico. Ji lt, unfortunately, we cannot at the present without serious danger, withdraw our force from odier portion of the tyexican territory row in our occupation, and eud them to Yu cstan. All lint can be done, under existing crruni8tnC5, to employ fmr naval forces in the Coif, n t required at other points, to ailöfd them relief. But it is not to be expected that any adequate protection can thus
be atibrded, as the operations of such iaval forces must, of necessity, be confined to the coast. I have considered it proper to communicate the information contained in the ac companying correspondence, and I submit to the wisdom ol Congress to sdopt such measures as, in their judgment, maybe ex pedient to prevent Yucatan from becoming a colony of any European power, which in no event could be permitted by the U.
