The business men of Areola have taken the initiary st6ps toward the organization of an association for the purpose of advertising their city and otherwise promoting its prosperity. llarry Dryden, a school teacher'of Martinsville, has been offered a position as a teacher in the schools of Honolulu, Sandwich Islands, and has accepted.

Thursday evening G. W. Jordan, of Att!en, had been a member of the I. O. O. F. of that city forty years, and celebrated that event with a reception to his friends.

A stranger was arrested at Attica last, week and in his pocket was found a full diagram of every business house in the city. Th« location of every safe in town was shown by a r6d mark.

Attica Ledger: Dogs and gophers have been committing shocking ravages on some of the graves in Riverside cemetery. In some instances they have dug down into the graves to the boxes enclosing the cotlins.

Miss Anna Stephenson, aged IG years, has disappeared from her home in Crawfordsville and no trace of her can be found. It is thought she has joined some opera company, as she was a splendid singer and also stage-struck.

Wednesday evening Cldude Smith, a son of William Smith, of Dana, III, aged about twelve years, was kicked by a mule, receiving serious, if not fatal injuries. His skull above his eye was crushed, the surgeon removing several pieces of bone. He is still unconscious, and is in a very critical condition.

Tom Ilurrie, a Vincennes drummer, joined a party of his friends in a day's outifcg. He reached tbe place late for dinner, but one of the boys went to work and cooked him a "pheasant." After cleaning the bon.es thoroughly he was informed that he had eaten a crow and they produced the feathers to prove it.

Brazil Democrat: Actual couOt made at the close of last week shows that 450 men are now at work in the block coal mines of this county, 550 have left the county and gone into mines in other sections of tbe country, and there are "6t 1,107 strikers or unemployed miuers on the rolls. About half the 450 men are working at the seventy cents, and about half are getting the scale of last year.

B. A. Cusick, of Clay City, at one time a candidate for state senator on the Republican ticket, against I. H. Fowler, of Spencer, but at^present engaged with Chicago parties in sinking a coal shaft two miles north of that place, fell from the top to the bottom of the shaft, a distance of about fifty feet, at 2 o'clock yesterday, striking his head against the bucket used in hoisting. He has since died, lie had a host of friende.

Gregor, in the Clay county circuit court, yesterday rendered a decision of much general interest. In June the county board of equalization raised the taxes of various corporations here, as follows: Brazil block coal company, with a capital stock of 8G10,:100, was raised from 6110,01'2 to $309,050 the Nickel Piate coal and mining company, with a capital stock of 850,000, from 83,-7S to $20,000 the Gart6herrie coal and mining company, capital stock $31,000, from $6,33'.) to $12,400 the First national bank, capital stock $50,000, from $30,000 to $37,500: the Central iron and steel company, capital stock $150,000, from $27,000 to $00,000 the Jackson coal and mining company, capital stock $00,000, from $10,500 to $30,000. The corporations promptly brought suit to enjoin Auditor Hyland from collecting this extra assessment. The case was argued a few days ago, with the result as reached yesterday. The judge says: (1) The act of ISS'J was in full force at the lime of the meeting of the board in June. This law allows the board to meet on the third instead of the first Monday in June. Hence this meeting WHS legal. (2) Asserting tangible property and capital stock in the manner provided by the statutes is not double taxation. (3) The board had full power to tax capital stock of corporations, but if they desired to raise or correct the list by adding to the list as scheduled, then each corporation shoul have been notified.

strike

of the block miners continues without special feature, except that gradually the number of miners at work at last ear's rate and at the operators' offer is increasing. Fully three hundred such miners are at work.

The 1st of November has been looked forward to by some as the date for the practical, if not formal, ending of the strike. The winter rates begin to-day. It is the date of a ten-cent advance under the ruling that has obtained throughout Indiana, Ohio and Pennsylvania for four or five years past. But the operators make no new offer,

and the miners are evidently disappointed. The strikers, however, persist, and the strike is now entering on its seventh month. Reports from Ayrshire and Oakland, as well as elsewhere, indicate that th9 miners who have been induced to leave here are dissatisfied and anx ious io get back.

(1) A suit to quiet title against an assessment for a public Improvement In a city Is a collateral attack, and if the common council in levylr the assessment had jurisdiction of the person and subject matter, such attack will fall, no matter what errors or irregularities were committed. (2) The common council of a city has general jurisdiction of the subject of local assessment. (3) Where it appears that a particular case is one of a general class over which the tribunal has jurisdiction, the judgment is not absolutely void if the particular subject was within the territorial jurisdiction of the tribunal, and there was jurisdiction of the person, although the statutory requirements may net all have been compiled with by the tribunal or its officers. (4) After a city has ordered walls to be placed along the banks of a watercourse running through the illy and forming part ot its system of drainage, and assessments are levtel to pay for the same, a property owner can not, ordinarily, have Ills title quieted as against the assessment on the ground that the city had no title to the property upon which the walls were constructed, as he may be estopped.
