DEMORALIZATION.

Set ins to be the Order of (be Day in Freight and Passenger Circles.

Freight Bates at Chicago, St. Louis, Peoria and Terre Haute Gone to Fieoes.

The fact has come to light that ever since the advance in rates from a!5 per cent, to 8 25 per cent, basis made some months ago the practice among freight men has not been to preserve rates from demoralisation. It has been decidedly the contrary. Instances have been cited, where on the veiy day of the advance agents made reductions in direct disobedience to the established tariff which Commissioner Fink had ordered them to maintain. Of this many well versed freight men were cognizant, but shows that no complaint made to Commissioner Fink, who in such a case is compelled by agreement to order a general reduction. Telegrams from Chicago show eastbound rates to be openly and unmercifully cut. At St. Louis the condition in lumber rates is very little diversed.

vV

Safe

had'^been

Rates are acknowledged by local freight agents to be badly demoralized it being notorious among agents and shippers that a seven and a half per cent, rebate is being given to a certain party over a popular route. Under orders from superiors some of the local agents have been unable to meet this slaughter, but in conversation with a reporter yesterday one agent threatened to duplicate and possibly underrate the cut before the end of the week. The paying of heavy rebates is no longer clandestinely done but openly. While some agents deny the charge made in last evening's Gazette, others admit having broken honor. Very little freight remains in town except mill stuffs, and on this the cut has chiefly been made. Here the spell was broken, it seems, by the action of Landis, the Nickel Plate agent at Indianapolis, who came here and contracted for all of the elevator stuff at a cut rate. Indignation of local agents immediately arose, they pulled off their coats and entered the affray. It transpires that all the roads running east from Chicago, with the probable exception of tbe Baltimore & Ohio and Chicago & Grand Trunk, have entered the race. The joint executive committee in New York have the matter under consideration, but have not yet been heard from, but a general reduction is expected.

Below is an Associated Press report of the situation elsewhere: CHICAGO, 111., September 25.—The statement is made here that the eastbound freight rates are now thoroughly demoralized, and tbat grain is now being taken east on a basis of 15 cents from Chicago to New York.

ST. LOUIS,

poor

Does He Know?

NEW YORK, N. Y.,

orator

September 25—It is al

leged here, both in and outside of rail road circles, that passenger rates to New York are being cut, and tickets have been bought as low as $15, but none of the railroad men will acknowl edge it. Freight rates are also said to be unsteady, and that rebates and con' cessions are easily obtained

Rail Racket.

Perry Royse, Panhandle car tracer, is here. A. E. Shrader, of the Midland, who went away for hay fever relief, writes from Chicago that he will return to morrow.

The General Passenger Agents' asso ciation called to meet at Indianapolis was another fizzle. No quorum showed up and those present adjourned.

Elsworth Woods, delivery clerk at the Yincennes postoffice for the past three years, has been appointed1 assistant route agent over the line of the O^ & M. railway.

A special train passed through here yestei day containing Paymaster Sheldon, Train Dispatcher Morgan, General Passenger Agent Martin and several others. They were distributing the mighty dollars to the employes and in specting the road.

W it a O CHICAGO,

111. September 25.—Alex

ander Mitchell has positively resigned the presidency of the St. Paul road. It is thought that Frank Bond of the Reading road will succeed him.

September 25.—

Commissioner Fink personally states that the Grand Trunk has not with drawn from the east-bound traffic asso ciation as reported in the west.
