ARTICLE in.—METHODS.

The, objects of tbe society shall be attained as follow?: ]. By a system of visiting and inquiry so thorough as to secure a full knowledge of each case. 2. By placing, under proper limitations, the results of these inquiries at the service of the officers of the^poor, church societies, charitable organizations, and private persons of benevolence, aod inviting tbeir cooperation to prevent wasteful and mischievous alms-giving. 3. By obiaioing the necess'sr? help for all desrrving cxFes of want from the proper charitable societies, or from official or individual /-ources or, failing this, by furnishing* relief from its own fund?. 4. By raising the poor from a condition of de^otience by fosteriag their selfrespect, and by promoting habiis of forethought and self help, and better and more snnitarv modes of living. 5. By seeking to secure the hsrmoniou* co-opetation of existing charitable organizations with each other aud with this society.

ARTICLE IV.—THE SOCIETY. 1. This society shall consist of efl reg.ular visitors, of all who pay not less than two dollars to the funds during the current fiscal year. Tbe township trustee, and one representative from each church and charitable organizstion co-operating with ua. 2* Tbe stated meetings of this society shall be held annually on (he first Thursday tf November, and special meetings may be held at the call of the executive committee. 3. The efficers of this society shall bs as'fcliowF: The Mayor of the city shall be president, cx-cfficic the vice-presi-dent, the secretary and the treasurer eh all be elected at the annual meeting of the society. ARTICLE V.—THE EXECUTIVE COMMITTEE 1. The executive comniitt-e shall be composed of the president and vice president of this society, a representative vieitor from each poor dietrici into which the committeemay be divided, tho township trustee, and one representative from each co-operating church and charitable society. •2. The executive committee.shall hold monthly meetings at which summaries of reports of work shall be dircussed and plans of work be matured. 3. The executive committee may enact by-laws, not inconsistent with these articles of association, for carrying out the objects of the society.

ARTICLE VI. MANAGEMENT. 1. In each poor district the executive committee shall appoint a board of visitors to whom ehall be referred the care of epecial families dependent or liable to become dependent on public charity. These friendly visitors ehall act under the rules aod suggestions of the executive committee. 2 The (xecutive committee shall, when the funds ot the eociety justify, employ an agent who shall act under the rules and directions of the executive committee.

ARTICLE VII. AMENDMENTS. lSTo alterations or amendments shall be made to these articles unless approved by a meeting of the executive committee and sanctioned by a majority of the members of the society at tbe stated meeting.

Tbe Electrlfe^igbt.

Editor Exprew. Our council has been to several places where the Brush light was in operation. They came back undecided. The Brush Light Company recognized that they must show up better than they had. They erected maBts in Cleveland, (where they were at home) and invited council committees from numerous cities, to view the light. Amongst those different councils was our own.

Our council was treated well. The masts were lighted, but gas posts had also to be lighted on the shady Hide cf the streets. The Brush company, knowing their light to be non-diffusive, hurried tbeir maots up at Cleveland, before the leaves appeared on the trees. The light was brilliant under the circumstances, and a local reporter read print half a mile away from the light.

Tbe above are the facts aa developed by the committee's trip. Oiher facts are developed in Tommy Harper's ordinance or contract with the Brush electric light and psw^r company.

Those facts are as follows: That this light is non-diffusive that it shows a black shadow uoder the shade trees, that are justly a pride of the city that this contract agrees to show so many candle power, where there no obstruction lo Iftc light.

So carry out this contract and light our. sidewalks, we would have to cut down our shade trees and reduce the height of out tall buildings. Wabaehers are not so. green as to accept such a contract. It bind =5 us for a number of years. Electricity is in its infacy. Improvements are following each other in rapid succession. The right kind of light will soon come. The payees should not experiment.

A two hundred and fifty feet mast at the corner of Sixth and Main would permit a foot-pad to stand ala ost in the center of Sixth street north, above Cherry and Sixth street south below Walnut, grab pour horse's bridle and take ycu in the black shadow and rob you. A Terrible Accident

The following conversation took place yesterday morning shortly after twelve o'clock, per telephone. The Express telephone rang vigorously and was answered with M»..f "Hello 1" '•Hello!" Trustee, and pay 51 each for every male and $2 each for every female dog over six months of age, and for eaeh dog more than one the sum of $2 each. The Trustee will then issue a metallic check to the owner oi each doe registered and numbered, and no check shall be used on any dog other than the one lor which It was issued by the Trustee, and any attempt to evade this provision shall be held to be a misdemeanor, and be punishable by a fine of not more than twenty-five dollars. The constables of tbe various towns and townships will then proceed to kill all dogs having no checks. Persons own ing dogs will take notice aud secure their checks before the time expires, as the law will be strietly enforced.
