About ten o'clock yesterday morning S*mael .B, Archer tlie well-known colored mftn, who acta aa janitor at the Vandalia buil dings, was run over by an I. & St. L. switch engine, just south cf the Union depot. Archer was removed to Dr. Spencer's office, and then jo hiaiiome on Boulh Third, street. It was first thought that hiB injuries were necessarily fata], but at last accounts last night he had considerably improved.

Archer was on his way to the depot to meet the vest bound passenger train, and missing the depot street car went on the Main street car to Tenth, and then up the E. & T. H. trick to the depot. He had reached the first switch above the freight house without noticing the approach of an I. & St. L. switch engine, which had been delivering some cars to the E. & T. H. and was on its return. The engine's beli was ringing, but the wind being from the north, Archer failed to hear it, his hend being muffled up with a large comforter. The engine was backing, and a witchman standing on the steps, yelled to Archer, but the latter did not heed the cry, and a moment later was struck by the engine, knocked into the middle of the trad and the engine passed over him, until he reached the fire box. He was caught nnder this and dragged about thirty net before the engine could be stopped. When the injured man was removed, his ear wad torn almost from his head, bis ankle injured, and other severe injuries, which fortunately, as stated atwve, are not so serious as was at first thought.

The city council met in regular session at 7:30 last night, with but four members present, Mayor Lyne presiding. After a few minutes delay Councilman Beaeh and Farrington made their appearance, and finally Councilman Sunbrink appeared,, making the necessary quorum. 1 he cletk read the minutes of the preceding mt»ting, which were adopted, and the follow* ing business was transacted

Ellis moved the suspension of the rules in order to allow the bill of Clarence Ward, for $40, for work on the town dock. The motion was carried and the bill allowed.

The bond of Pindar & Snodgrass, in the sum of $400, for the* faithful performance of their work on the alley -between Swan and Crawford streets, with E. F, Merrill and F. Faust as securities, was read ami approved.

COMMUNICATION^

A communication irom N. iDavis, clerk of the Sullivan town board, was read and ordered piaced ou record. It states that tbe board after deliberation have decided not to purchase the fire engine which they recently visited and inspected, it being to heavy for use in that place. Also that a vote of thanks had been tendered the committee and fire department for the courtesies extended them while on their visit.

A communication from C. O. Ebel & Co. regarding tbe purchase of copies o! their new directory for use in the city offices, was referred to the judiciary committee.

Wharton & Biley made a proposition, offering to glace taxable property on the city assessment list, which had not been assessed either in 1881, or previous to that, for 25 per cent, on the amount returned. and (his not to be paid until the taxes have been paid on the property thus returned. Laid on the table,

H. F. Schmidt & Co.*gave notice that their contract for keeping tbe town clock in repair had expired, and offering to renew it for $25 lest than the last contract, which was for $100. Beferred to board of public iig provements. .. ..

PETITIONS.

P. M. 8cbumaker asked for a licanse for his theatrical exhibition, on the same plan as was shown in the granting of a license to the Opera House. Beferred to the committee on judiciary and city attorney.

City Marshal Kidd asked fpr an appropriation of $5 for the purchase of stamps to be used in his office. Beferred to committee on supplies.

F^REPORTS OF COMMITTEES. Committee on cemetery reported favorably on the petition of James M. Merriman, asking that tbe body of his child he removed to his lot from another where it had been -interred several years ago, by an error of the sexton. A resolution ordering such work to be done at the ex* pense of the city was adopted.

Committee on fire department reported adversely on the bill of the Gutta Perch a Bubber and Manufacturing Company for $1.50 which had been referred to them. Concurred in.

Committee on streets and bridges re ported favorably on the petition ot A. P. Yoorhees for a final estimate on work done on an alley between Tenth and Eleventh streets. Estimate granted

Same, reported that the matter prayed for by J. H. Humaston and others could best be secured by platting their properly, showing the alley which they wish opened^ Concurred in.

Same, reported a mistake in the allowance to Allen I, Abbott in the estimate of work done on north Ninth street. The difference, $24, was allowed. Tbe bill of Wm. Jenks for $550 was referred to this committee.

The committee on taxes reported unfavorably on the petition of John W Davis, trustee, for the remission of taxes. Concurred in.

The committee on ways and means reported that they had had the clock if^the council chamber repaired and warranted to run one year. Concurred in.

The police board repotted the appointment of Officer John Goodpasture as policeman at the I. & St. L. depot, to be paid jointly by the railroad company and the city. Also that John Cravens had been appointed to fill the vacancy on the regular force. Concurred in.

OFFICERS' OEPORT8,

The city engineer reported that he had advertised for bids for the wo»k on Moffatt street. Concurred in.

Same, asked for further instructions in regard to preparing plans for the improvement of Tippecanoe street from Fourth to Seventh. Beferred to committee on streets and bridges and city attor ney.

The city treasurer reported that he had notified property holders of the matter of opening the alley between Ninth and Canal streets. Ordered spread on the records.

The city attorney reported that F. McNutt had agreed, upon the receipt of $50 to cancell all claims againet the city for expenses incurred and to be incurred by him in the matter of the city vs. the Water Works, now pending before the Supreme Court. On motion of Ellis, $50 was ordered to be paid to satisfy said claim in full.

There being no further business, tbe council adjourned, on motion of Farrington, at 8:39}, after being in session a few minutes over a half hour.

Frank McCullum, the young man so 'seriously injured by the bursting of a log which he had filled with powder, in Anderson township, oa New Year's day, is getting better, and will recover. His right eye, however, is entirely ruined, and but little hopes are entertained of saving his left one.

The Poultry Show.

The poultry and pet stock show winds up at ten o'clock to-night. The attendance has been only fair throughout the entire exhibition.

How unjust this charge has been may be learned from the fact that of all the arrests of (he police -force eirrtje the period named but very few haVe tailed of a tine before Mayor Lyne, than whom no more just jndge has ever presided in the polite court. A recent instance which came under the notice of an 5£ press reporter will illustrate this tendency. A resident of a neighboring town came to this city io ettjoy a high lonesome, and fehite ih the enjoyment of this aforesaid h. 1. he came in contact with some officers, engaged in arresting an obatreper ous citizen. He interfered, and even went so far as to strike one :cf the officers. For this he was arrested and jailed, on the charges of drunkenness aud resisting an officer. Tbe charges ftere sustained before the mayor the following njoVnifig and the fellow fined. Thereupon he and his friends interfered, raised a big kick, claiming that the arrest had been made only fer the fee in it. This, however, was manifestly wrong. To do away with this excellent opportunity for kicking, the police force, at roll call last nighi, of their own accord, and uoanimonsly,voted hereafter to accept of no fees in arrests which they may tiiake.

Dividend Notice.

Notice is hereby given that the Trustees of the Terre Haute Savings Bank have this day declared a semi-annual dividend of two and a half per cent, on all sums of two dollars and npwards, which shall have been on deposit for six months next preceding, and a proportionate rate on like sums that have been on deposit for three months, payable to depositors on and after January 25tb, 1882.

All dividends not drawn out will be credited en acdo&Ot and draw interest from January 1st.
