The case of William Williams, indicted for grand larceny was on trial yesterday before a jury. F. C. Danaldson appeared for the defence. After the evidence was submitted and arguments heard the jury retired, and after deliberation returned with a verdict of three years' confinement in the state prison. Judgment was not pronounced against the prisoner. It is understood that his attorney will move for a new trial.

Gabriel St. Clair, the negro indicted for keeping a house of ill fame, will be tried to-day, W. W. Buirsey appearing in his behalf.

We would state that this is not a city ordinance, but an order from' the state* board of health, which has all the force of statute law, and it is made the duty of local boards of health to "promulgate and enforce," and failure to do so constitutes a misdemeanor, as does ako the failure on the part of any person to regard its requirements. After the first of March' it reaches not only the schools but all residents of the state over a year old, who have never been vaccinated.

A« regards the efficacy of vaccination even the statistics in Sunday's Express would seem satisfactory, and wben compared with the experience of one, without any statistics to establish any injurious effects ought to be conclusive. In a matter of as great importance any mere sentiment or ecruple eught not to be permitted to jeopardise the interest of a whole community.

Small pox is not a disease limited by age, and as a reason why even infants ought to be vaccinated we have the fact in England, during the six years between 1855 and 1862, more than one-fourth of ell deaths-from small-pox were among children lees than one year old.

Regarding the cause of contagious diseiees each is caused by a specific poison without which no amount of filth can cause a single case. But do not misunderstand us as saying that uncleaalincss is healthful, for we believe that it not only causes disease but aggravates all classes of disease.

If the writer of this communication will specify any particular point or place within the city as filthy and impurious to health and give us the assistance of his or her testimony the board of health will see that it is abated or the parties prosecuted*. To the Honorable Boat of Beilth. DEAR SIR:—While respecting your mode of action in performing your duty according to the manner, in which it has been pressed upon you, I beg leave to say a few words. From childhood, I have been taught to disregard the supposed benefits of vaccination tbe feeling has increased with years, and for experience with the disease of smallpox. You all, perhaps, have conscientious scruples imbibed from infancy, that you feel others are bound to respect.

Has discretion, conscience, reason, nothing to say in this case? Can you, lawfully, enforce this ordinance on that portion of our population (the children) who are the least subject to smallpox, while the mass go free, outside the school? Where ia the safety? Who. wiil enforce this throughout the land? No one! It will be a dead letter,„like hundreds of other ordinances. Can parents be forced against their will? I supposed children belonged to their parents, and so long a» they were possessed of average intelligence, they had a right to act within their judgment concerning them.

You all agree that contagious diseases arise from uncleanliness of person, home and city. If so, I beg to suggest you turn your attention to a more rigid enforcement of sanitary rules iu this direction. The last eight years (how much longer I do not know) has been kept one of the most disgusting stenches that ever regaled the human nostril, where my children, with hundreds of others, pass daily. The board of health permits such foulness, and then demand my children to be vaccinated. Show me a city where sanitary measures are strictly enforced to the letter and I will show a city where small pox cannot exist.

Again, let me suggest that you wage a war against tobacco, spirituous drinks and that most pernicious habit of childhood, yes, and maturity, too, gum chewing. The youth of our schools and the masses are constantly vitiating their blood with these depraving habits, and so long as impure blood is kept from generation to generation, vaccination is of little use. Teach that cleanliness— cleanliness in body, home and city, are the best prevenatives against contagion. With purity it will not mingle.

I am a taxpayer, and so are my children. As such, in their name, I protest against your authority ts unlawful in keeping my children from their school simply because I fail to comply with a proceeding which, on the face of it, is inconsistent, namely: compelling the weaker

iortion to conform to a certain measure, which the stronger can escape. Gentlemen, it seems to me, if you are powerless to strike at the root of the tree of contagion, you are too weak to reach the height of the branches. With all due respeot, W.

Examinations for State Certificate!.

DEPARTMENT OF PUBLIC INSTRUCTION, "I INDIANAPOLIS, 1882. Section 155 of the school law of 1865 rlads as follows: "Said board may grant state certificates of qualification to ench teachers as may, upon a thorough and critical examination, be found to pos?e» eminent scholarship and professional aSility, and shall furnish satisfactory evidence of good moral character. They shall hold stated meetings, at which they shall examine all applicants and those found to possess the qualifications herein above named, shall receive such certificate, signed by the preai dent of the board, and impressed with the seal thereof and the said cei tificate shall entitle the holder to teach in any of the schools of the state without further examination, and shall also be valid "during the lifetime of such holder, uuless revoked by said board. Each applicant for examination shall, on making application, pay to the treasurer of the board, five dollars as a fee."

The applicant shall present to the examiner, at the time of tbe examination, a full statement Betting forth the name of the institution or institutions at which he has been educated, and the courses of study he has pursued and completed. He shall also furnish satisfactory evidenc^ by reference, certificate or otherwise, that he has taught, or supervised school work for at least seven years (of eight months each), of which two years shall have been in Indiana that, during this period, he has maintained, and does still maintain, a good character that he has attained high distinction as a successful educator, showing superior ability to instruct, and marked tact as a disciplinarian.

Applicants will brexamined in the following branches: For certific^fe of second grade. Reading, writing, orthography, arithmetic, grammar, geography, including physical geography, United States history, physiology, elements of algebra, plane geometry, elements of physics, elements of Zoology, elements of botany, constitution of United States, moral science and the science of teaching.

For Certificate of First Grade. In addition to the above named branches, complete algebra, elements of rhetoric, solid geometry, general history, English literature, elements of chemistry, Latin, embracing four books of Ctem's commentaries, and four books of Virgil's JGneid, or their equivalents.

The largest and most fashionable audience of tbe season crowded the operi house to hea» "Mattha," and the performance was an PGqnalified success from the overture to the close. The company i» large and very strong, the ohorbs and orchestra powerful, the costumes very elegant, and the artists only those of recognized talent. Miss Abbott, Miss Annandale, Mr. Conly and Signor Fabrini were all in excellent voice, and carried the house by. storm. On Tuesday nitjbt "Patience" will be per formed and a full house is already assured. On Wednesday the company go to Terre Ha we. Miss Abbott5* success, and popularity are con*tintly increasing, and she ia now a general favorite..

Terre Haute Literary Society. The society met in regular session, last night, and was called to On der br the president William Mack, at the usual hour and after the business having beeo transacted Prof Stats and Dr. Wm. Hall were elected to a membership in the society. The theme for the discussion of the club was "Plato's Republic" which was ably handled by the Hon. S. B. Davis.

Mr. Davis'. pa| er. waa au admirable one, being tbe essence of the old philosopher's views on his ideal republic. It was heattily received by the club and highly commended by all the members. Owing to Mr. Davis' familiarity with Plato's works, a motion was made by Mr, Henderson that he write another paper on the system of ideas used by Plato.

The meeting was an interesting one and well attended by the members, which portrays a good interest in the diecuesion of the 8abjects that are arranged for each evening's, consideration.
