"Democratic Bconomy.^ On the 8th ult. the New York "Times" published a list of lofts that had been rented by the city authorities as armories for the National Guard. It showed that $36,000 per year was being paid for the top floor of Tammany Hall, which could not be let for $3,000 for any legitimate business. It showed that Peter B. Sweeny is receiving $30,000 a year for rooms on Broadway and Thirty-third street, which could not be let for $3,000 for any legitimate business and that F. Palmeb, President of the Broadway Bank, receives a sop of $18,000 a year for an empty stable loft, corner of Ninth Avenue and Twenty-seventh street, which could not be let for $1,000 4br anjk business purpose. It described the differ ent premises where these armories are situated, and showed that thejpublic have to pay $85,500 a year for empty rooms that are not required for nor used as armories.
On the 20th the "Times" followed up the same branch of the subject by giving it a list of the checks that' had been signed by Hai/l and Connolly, and paid to four men for repairing and fitting up these armories. It accounted for $941,064 31 that had been charged to the account of "Armories afld Drillrooms" in less than five months—from March 12, 1870, to Aug. 9t 1870—and for $2,804^207 05 that had been drawn, on "SpfXfiai accounts," and divided in the same manner during the first three months of the present year

Pavement.
There is mUch commotion in the "city of Brotherly Love about the matter of street pavements, a subject of considerable interest to our citizens. One party insist with greai. earnestness that the Nicolson wooden blocks are in all respects the best material for city roadways yet discovered, while the other aidfe protest with equal fervor that the wood pavement is a wretched delusion and dis appointment. The "Telegraph" invites public attention to the Broad street Nicolson job, put.down less than four years ago, which is "rapidly going to de* cay. It is all worn into ruts and guttu in some places, and in others it is sunken and uneven to such an extent that it can not remain in serviceable condition a great while longer." The plea that complaints against wood pavements are "in all cases based upon bad work executed by dishonest contractors," is met by the allegation that the Broad street' paving was done as "an experiment, with a view of lnftuencing publiff opihlon^ jffid that there Vafc every- inducement for those who who laid it to do their very best." The Chicago "Republican" concludes that in this case, as in many others, it is much easier to find fault With what exists than to point the way to something Better. There is a wide fleTff for ingenious investigation and experiment in the matter of pavements, and the man who shall succeed in discovering and demonstrating the merits of a .pavement at once cheap, durable, and free from dust and noise, will have in his hands the elements of one 0! the biggest fortunes in America.
