v" Serenade.—We are indebted to Breinig's Band for an elegant serenade last night. They gave us such music as it does one's soul good to listen to in the small. hours of the night. Since Mr.

Breinig took charge of the Band it has taken a front rank among musical organ' izatiods. We never heard them play better than they did on this occasion, and we hope they will call around and give us a touch of jheir quality as often as it suits their convenience.

Those who have a taste for art—and who has not?—can spend a leisure honr very pleasantly at Mr. Freeman's studio in the National State Bank building, pvo- «. Tided they are so fortunate as to procure an invitation. The portraits of several well-known citizens, among whom are T.

C. Buntin, W. R. McKeen and Jacob Hagcr, will attract attention and, so far as we can judge, will please the most F* critipal eye. The likeness, in each instance, is perfect and the work reveals that skill and proficiency which can only be attained as the reward of much study and'long application. An amateur may paint a "likeness," but work and study, iji very large measures, must precede th6 ,s production of a presentable picture. An ideal picture called "Morning," a study from Lake George, and "Maud Mtiller/' with a number of small landscape pieces, make up an interesting collection, well worth visiting.

The Council, at its last meeting, voted nnattimqagly against makiiyg the erection of Water wbrks a citj' enterprise. The great aim of every city government should be to avoid expensive works, and, consequently, a large city d6bt.' There are times when to aid public enterprises, which add to, the wealth, convenienoeand growth ofa-tpVn, pecuniaryaid'or credit, on its party is ^us^

Looking'at the hiatory'bf tnifh(iipal governments, where "jobs'' and "contracts" are at the disposal of thos^ in authority^ it would not be doing violence to truth to gay, that fully one-third "of |h# people's money is squandered on favorites and" par-* tizans, of high and low degree.
