RAILROAD MATTERS.
The directors of the Short Line Railroad to Dayton will not hold their meeting here till after the 'Jt of January. This is to enable the stockholders of the I.ake Shore and Columbus and Cleveland railroads to pass upon the action of their directors with reference to the contract for building.

A dispatch announces that James W. Smith, colored cadet at West Point, is in trouble again. He was recently reported in the usual manner for delinquency in drill. ITe made a written explanation of tlie alleged offense, and that explanation is represented to contain undoubted evidence of falsification of fact Upon (his charge he is to be again arraigned before a new court martial, which will soon be appointed for the purpose of trying him.
GEN. SCIIENCK INTERVIEWED. Gen. Sehenck, our new minister to England, in an interview with a reporter yesterday gave a somewhat guarded statement ot his opinions on imporian

now pending between Great Britain and tlie United States in regard to the Fisheries question. The General said, my im pression is that the Government of Great Britain is not half as difficult to deal with in regard to the Fisheries as the Canadians themselves.
I have reason t« believe that the con duct of the latter is not stimulated by in sinictions from the mother coun'rv, but on the contrary, causes much concern in Gteat Britain herself. Oi course, the

The General remarked that he had not received his instructions vet, but he had no doubt but they will leave him a very fair margin for discretion.
SENSATIONAL.
NEW YOIUC, Dec. 81.—A sensational paper this morning pub!i• he-s a characteristic communication from Geoige Jones, alias Count Joannes, communicating intelligence that the murderer of Benjamin Nathan has been discovered that the evidence against him. though circumstantial, is clear and convincing that lie is now in the hands of the au thorities, though arrested for a different offense. The narrative occupies five columns of the journal in which it appears, is double leaded and is undoubtedly for a sensational effect.
EPISCOI'AL VESTMENTS.
The gorgeous vestments worn by ministers at St. Albans and St. Sacrament churches will be discontinued to morrow, and the plain white used in other Epis copal cliurchcs substituted. Thisrefotni has not been introduced without con-id erable controversy between the Bi-hoj ot New York and Rev. Mr. .Morrill, Rec tor ot St. Albans. Nor is it yet agreed that the change will be permai.ent. From interviews with Bi.-hop Poller and Rev. Mr. Morrill, the fact is evident (hat the ritualistic element in the Episcopal Church will soon be put a test, and that the venerable Bishop of New Yoi is opposed to an anachronism so palpable in the church Rev. SAN DOMINGO RESOLUTIONS. WASHINGTON. Dee 31.—The President said yesterday th.-.t hedid not think there was any doi.bt that the San D..mingo resolutions of Senator Mot ton would pass the House, and is very confident of success. Frien Is.of the propo-ition say they can count a two thirds majority in the House who will vote for the resolutions as they passed the Sena'e, and will oppose any change or modification of them. It ia reported that Gen. Banks, chairman of the Foreign Afiaits Committee, Gen. Garfield an other Republican leaders of the House, are in favor of amen ing the resolutions, but it is not likely an opporiuni ty will be given. Tlio-e having charge of the maiter will probably endeavor to get the resolutions before the House, which can only be done by a two thirds vote, and this accomplished, a day or two will be given for debate. The President basal, ready selected commissioners, but de clines to make them public. It was repotted yesterday, that in order to save lime, the President would avail hiiu-tl of bis constitu:ional right, and appoint the commissioners in advance of the aclionol the House, and that they would proceed to the Island on Monday next on a Government vessel already prepared lor that purpose.
