27.—The
Senate
Judiciary Committee will meet on Saturday pteccdingthe a-sembly of Congress, io bear arguments on the Georgia Senalorship. There are four applicant for ilie honor. Hill and Miller were elected in 1S09, and they claim that the Legislature which elected them was legally constituted, the negroes not being expelled till sume time after their election. But the claim is made against Hill and Miller that ihe Legislature by which they were elected, was from the first illegally constituted. The iron clad oath never having been administered, and there being a number unable to take it.
II, however, claims that in his case the votes ca*t for him were all loyal or so nearly so a* to leave him slill the majority requisite ior election, and in Miller's election, he receiving ihe Deraociatic vole. This was not ihe case. Be-ide-. Miller's disabilities have never been re moved. For Whitely and Farrow, Ke publicans elect, chosen in loG9, claim is made that they were elected by theonly legally constituted Legislature under the act of 1860, passed by Congress in consequence of Democratic usurpations.
THE FISHERY CONTROVERSY. The British Minister has, under instructions from home, already taken the initiatory steps toward considering the fishery controversy, and arranging for settlement of claims that will arise from seizure of our vessels. Sir Edward Thornton has acknowledged the substantial correctness of the fisher es position as shown by diplomatic correspondence iii.-t published, running from April to November of the present year, relating to the fishery question. The Canadian authorities claim that their refusal lo issue licenses to foreign fishermen does not interfere with American privileges under the treaty of 1818, and that there are now no waters embraced in that treaty under the contract of the new Dominion
Secretary Fish takes opposite ground, and in illustration points to that portion of the coast formerly known as Labrador from AuSablen lo Magdalen Island. lie also points to discrepancies in the posit-,, ion taken by home and pr'" ncial authorities. One being that the tnadian line is three miles from the shoro, while the other assumes that it is three miles lrom animaginary line drawn across the mouth of all the rivers and bays.
Sir Edward Thornton concurred in the general correctness of Fish's position, and that will make an adjustment of all points a comparatively easy task. It is well understood by the Minister that the regulations made by Canada are illiberal and ill-advised, and the ireans of their execution sliows an unfriendly spirit.
MINISTER SCHENCK.
The Department ofState has not yet prepared Minister Schenck's instructions on the Alabama claims, nor will ihey until Mr. Sclienk returns to Washing ton. It is not yet officially known when ihe new Minister to England will take his departin c, but report says about the middle of January.
