The kind and the extent of the perils which are to assail us now, in our state of peace on the negro question, may be. ascertained by reflecting on the peculiar moral discipline which the agitation of that question afforded, and which the death of it, of course, withdraws.

It was said that Home preserved ite virtue by having to fight Carthage. So it may be said that America preserved its love of human liberty by having to fight slavery. No mind now can grasp the greatness of the benefit which it lias been lo the American people to be obliged to keep ite attention fixed for so many years on fundamental themes «f human right. Our grandfathers who contented for national independence knew not what they did when they rapturously subscribed to the radicalism of Jefferson's great "De laration." That generation, arid the one which succeded it, was acquaintwitli but the alphabet of this golden lore and (hey said better than they knew.. Had .not some such hideous practical wrong as slavery been left among us, we should have drifted away utterly from our august-studies of naked and absolnte justice, and spent ourselves upon petty wra igle3 about tariffs, and canals and the dredging of inland rivers. The most effective teacher of politics that ever inslru /ied a nation was that slavery "question. It has kept us pondering those awful truths which lie at the base of democratic system, which the fathers of democ acy so slightly understood, and whi-li we would have gladly ignored. iun, too, looking over the latter more viol *nt stages of this long conflict, we mu't not forget the power of a terrific impending danger in quickening the tho .gh^^tthc people into the acceptau. oUPr'anced doctrines of human justice, as well also as the educational ministry of national calamity and sorrow. To how many thousands of eyes war there a sight »it the truth revealed in ilic fiash of the first gun lircd at the union's life! How many fathers, and mo tiers censed to be apologists for slavery as they stood looking into the graves into which slavery had cast their sons! The educational yalue to us of danger and sacrifice was so great that we should have been morally ruined had the war ended sooner than it did. and the danger and the sacrifice been diminished. Even ns i' was, Providence needed to impersonate :he whole contest for us, dramatic unit?, in the characters of Booth and Lirieoliv and to render us implacable against slavocratic treason so long as the shudder of the assassination should be remembered lv us.

From this terrible but effective curriculum of study we have now graduated. We now proceed to other and le3-ter subjects. We shall iiave, doubtless, intense political controversies: but they may less and less involve the discussion of ethics and philosophy. There is more than ever now the danger of a lack of sincerity of conviction in our partisanships. Moreover, politics, always to some extent & game of personal ambition, will be so now to a much larger extent and great states meu will less represent £reat human "causes." Finally, with the cessation of the old wrong and the old peril, it is to be feared that many good men, attracted bv the calls of private business, will relapse from active intervention in public affairs, wliere they are needed. -How shall we guard against these perils of peace on the negro question? The best way is by going to war by some other question which will keep before us the moral aspects of political thought We do not yet accept the radicalism of the Declaration of Independence. We have bat ended one stage of the long battle of human equality. To save ourselves from the perils of peace procured by the Fifteenth Amendment, we must encounter the perils of strife in order to give victory to the Sixteenth!
