Thk St. Thomaa treaty expired by limitation oin the }3th initaiil. was originally signeii October Jt,-Sl867 but owing to the delay in the Senate, the time for the exchange of ratifications lias been twice renewed. The Indianapolis Journal remarks that it would have been more satisfactory had the Senate stood up manfully and rejected the tjeat^thftn W have pursued the course of strangulation, especially as the good name of the country is likely to suffer from the policy

THE DAKIKJ^ cXNAfrprojecrls W ably indorsed by the celebrated English engineer, Scorr Russell In a recent lecture before the Institute of Civil Engineers, at London, Mr/KussELL declared that a liberal employment of collie labor would make the,.cutting of jtlie Isthmus art adannplfctfOT Mfnih a comparatively short space of time. ^Ir. Klssell is a good authority on this portant subject—much better than jthe jealous London Times and his suggestions are worthy of consideration
A Washington conRBsp6KDmJT?Ieartis that the President has abandoned all idea1 of issuing a general amnesty proclama* turn at preset. Some time ago he thought of issuing such a proclamation^ but the conduct of the ex-rebels lately has been so violent that he has wisely concluded that the time for such a generous act has not yet arrived. The Executive is daily in receipt of official information which shows that many ,of the ex-rsbeU are act a manner calculated to suggest ing of measures for restraining them, .granting them "more enlarged privileges
If there is no general amnesty issued for years to come the rebels have nobody but themselves to blame.

The quiet way in which the Terre Haute, Vandalia & St. Louis Railroad has been constructed, is indicative ofgreat financial strength. We doubt ever 165 miles of railway were built with so little "blowing." In fact, there has been no sounding of trumpets, but a deal of noiseless, persistent work. The opening up of this road, and the new road to Indianapolis—now far advanced towards completion—will give us competing liqea, not only for general freight and passenger business, but tot he iroirmines of Missouri and the coal fields of Clay-county. This fact cannot fail to have the best effect upon our manufacturing and trade interests.

Thk Rill Mall Gazcttf in «u article on the New York and"Erle Railroai troubles, says that the English shareholders are powerless to effect any changes for the better, and that their only hope is that the "American conscience inft "feeling may assert themselves." To this a Philadelphia journal replies: It is hardly fair to lay the niisruanagenfent of the Eriej direction at the door of the nation. Most of our citizens who have the misfortune to own Erie shares are ii} the same unsatisfactory position as the English holders of Erie. Fisk and Gouib's railway manipulations arc no more Ameiicanjnational matters than the .t^pking of jthe Oneida by brute EVitE*"isilie fault of the. British navv.
Tjie Journal denies that the Democrats propose to run a colored man for the City, Council. IIow much seriousness thertf has been in such talk, w.e can't say, |*ut, to our positive knowledge, the propriety of nominating a colored man in the Third Ward has been discussed, at considerable length and on several occasions, by leading members of the Democratic party.— lint a.« Mr. Voorhees arid the Journal refuse, in ndvancc, to accept the votes of the newly enfranchised rj^ce, it is'quite likely that such a nomination will not.be made. And there is still another difficulty in the way: No colot-63 man can be found who will consent to be a Democratic candidate. Their self-respect forbids.

The Missouri Democrat reports that the movement copimenced in that State to prohibit appropriation of public fajhds.U^ the support of sectarian institutions, gains strength and favor It been takeh in hand by the Reform organization in New York, and in no other State except'California is it more necessagr. Half a inil lion of dollars has been appropriated during the last year by the New York Legislature, while every year the city government diverts large sums in aid of sectarian institutions. The true way to .reach this matter is by amendment of the United States Constitution, prohibiting every appropriation by national, State 'oi"local governments to such objects, and declaring them void. We trust that an amendment of that nature will proposed before manv months have passed.
Doks tiie Terre Haute Journal n3n endorse the position of Voorhees on the subject of negroes voting?r-.Roe£ri//e Be' puotiean.
Yes, sir, the Journal fyUy'aniit jtoaquivocally endorses the position "W" Mr. Voorhees.—T. H. Journal.
The "position" of the Journal and Daniel in this matter ir the ^saine" as"" that occupied by a certain fox in regard to some excellent grapes growing at an altitude beyond his reach I No-tnan who knows anything of Democratic instincts and habits doubts that any candidate of that party would kiss any colored Woman, girl and baby in this Congressional district, if he believed such an operation would increase his vote and if—which is extremely improbable—the kisses would be accepted.

A veky KEMABKAjiLE and most fortunate fact, for this city, in relation to the l^ nejy railroads soon to commence operation^, in that their construction has not involved us in a city debt- Other cities ana towns are groaning under the oppressive burden of excessive taxation, impojgl -for railtoadi purposes, while we come into possession of all the advantages of long and magnificently equip--ped railways without any expe'nse to citjK dr county. Th&e things Have stink deep into jthe mind of the producer, and will enforce upon him a greater diversity of farm production. The coming season will witness a marked change in Western agriculture from the years,- preceding. We shall see a much less breadth of wheat sown, and a great deal more corh, oats, barley,' and crops whieh may be classed as special.— tock, with the exception perhapd of heep, will be everywhere largely increased. .More atteiuiqn will be givefc to the cultivation o/ 'cldver and the tame grasses. Rotation of crops, and the beneTitsJofrist to tiie soil, ana the means to restore it from Hie ejects of long continued cropping"without an effort to return the elements exhausted from it,, haye been the subject of more fiapefal ftudy and the present depression in* prices ivili prove a benefit indeed, if it shall arouse the farmer to a sense of his danger fhm the ^rowfng sterility of hisi fields, the di rect result of his neglect of the plainest teachings of agricultural sciencg.
The stagnation in trade, while a presi evil, is likely to work a laatinggood to the country. It will induce a closer calctilation of the actual gains of traffic and in dustry, and a far greater economy, most needed of all. The people at large will find the road to prosperity 4o lie through the old and safe hab t|,j)f the early settlers, wliicK they must resume, and abandon the extravagant ideas engendered by the currency expansion.— Meanwhile the inventive talent of the country is steadily working plaint en tions that promise to bring about gteat' changes in the cant of farming, and place the farmer on his feet again, even if prices sliall rule low for a series of years.
In the Northwest States, the heavy snows have been very favorable to cfo| generally, and will insure a large y5e of fruit, if the prospect is not nipped by untimely frosts. The present "prospects ot a boonteoua iiirvest arc all nattering. —Chicago Republican.
These, say* the Indianapolis Joubial, are good campaign documented Ilerie is a little paragraph on the Oneida disaster from the Oanmmtiiu, a' Democratic paper published at Lexington, Missouri. 'No matter how much democratic, papeip in Indiana may denoutfce such ftentimqnts, they are links of the same bologna, land their editors and patrons unflinchingly vote the same ticket with the writer W&S penned this infamous sentiment: "The Yankee war steamer Oneida •celebrated Washington's Birthday by going to the bottom of the ocean near Yokohama, Japan. The granaries are still full of the prodilcts of lqst year's harvest, held back for a prfcjb that will at least cover the:cost of production.
