The exercises will commence at 7A o'clock, by the members of the Children's PrAgressive Lyceum, and will consist of music, invocation, an address by a member of the Lyceum, songs, declamations, and recitations, closing by a grand banner march and refreshments for tbe members of the Lyceum. or draining any lot or parcel of ground ^covered with water, when the same stagnant and noxious, and a nuisance, and injurious to health and com fort. Sec. 1. Bv ordained lr)i the Common Counjxt of the City of Terre Haute. That whenever any lot or parcel of ground, in said city is covered with water, and the said water has become so stagnant and noxious as to be in the opinion of said Council, a nnisance, anu injurious to the health or comfort of or any part thereof, it shall be tho duty of the owner or owners of such lot or parcel of ground, apon being notified rn writing, by the Street Commissioner of sajd city, up or drain such lot or parcel of ground within ten days after tho receipt of such notice and if the owner or owners of such lot or parcel Of ground- are unknown, then such notice shall be sufficient if in writing posted in any manner upon said lot or parcel of ground.

SKC. 2,1 Ifnjr person or parsons shall fail to fill up or drain any lot or parcel of ground, as provided for in the foregoing section, then it shall'be the duty of the Street Commissioner of said city to proceed, at once, to nil ui) or drain such lot or parcel of ground, and, upon the completion of the same, he shall make an assessment against the owner or owners of the some either as known or un* known owners for tho payment of said work, which said assessment shall be alien upon such lot or parcel of ground for the amount so assessed: Provided however.
