The county fund for 1S69 amounted to $801,800. There are in the State 584,026 children between 5 and 21 years 6f age. ()f these 249,729 are in the public schools. There are 7,140 teachers and 5,307 schools* The school-houses, 5,413 iu hnniW,4 ate valued'at $3,087,082, with $58,075 worth of furniture and apparatus. There were held, in 1869, ninety-six teachers' institutes, with a membership of 2,377. There are only twelve school libraries in the State. There were paid, in ISO!), for building school houses, $390,450 for grounds, $241,980. The amount collected tor school purposes was $507,902. The colored schools compare favorably with those of any other State where slavery formerly existed. Considering their .poeitionprevious to the abolition of slavery, the colored people show a commendable desire to improve, and a goodly proportion of those of the requisite age attend the schools. Their rapid improvement and good conduct are disarming prejudice. In regard to their capacity for learning, the Superintendent says: "Whether their capacities are high or. low, it .js^equqlly, ^ut duty and interest to give them a lull and free opportunity to develop and educate all the mental power God has given them. One hundred millions of dpllars, onefourth the revenue to "be raided by our tax and tariff laws, vanishes before it reaches' the Treasury. One-fourth of the impost laid for the support of government upon the labor of the working-, classes and the ability and capital of those who do not live by -wages, goes to main-' ,tain idlera and cheats iu the public office*. One-foUrth the price paid by toil for its protection by law feeds the worthless lives of those who creep into place to .corrupt or break law. It has come to this, that the government fonnded for the gre'atest good of the greatest number manages its pecuniarv affairs for the benefit of the' worst few at the cost of the many. In the customs department, it is estimated by the highest .Jrttiipritflthat from negligence and coaniyanc^j which defects in the law assist, the government does not receive more than onedialf the: duties it is entitled to. At the port of New York alone there is a yearly loss to the. revenue of over thirty millions. Tbetax on spirits fails by tens of millions to yield its due fruit.
