Senators Thayer and Morton, together #ith Ben. Butler, being apprised of th* nature of General Terry's communication, waited upon the President this morning to ascertain hie decision. The President received them warmly, *d very-L" frankly stated that he had very recently said to both Secretary Belknap and General Sherman that his own opinion was, that General Terry should be allowed to manage the reconstruction of Georgia in Whatever way hk judgment and discretion might suggest. He believed Genual Terry to be a soand lawyer, and that tie better calculated to understand the real position of affairs in Georgia, and to know what course ought to be pursued, than anybody else.

Unless Gen. Terry should do something flagrantly in violation of law, he ought not to be interfered with, He, the President, would have been better pleased had Gen.
