Attorney General Hoar has in response to a letter from General Sherman, Secretary of War, of the 16th ult., delivered an official opinion touching the matter of the suspension of certain claim agents from practice in tha War Wepartment, under an order issued by the Secretary on tho 11th of tbe same month, which the Attorney General says appears to have been bised upon information contained in an official report by Col. R. J. Dodge on June 12th, 1869, wherein the parties named in the official order are charged with practioiog fraud upon tho (Tnited States and individuals, and with violating tbe rules of common honesty in tha proe-.' ecution of bounty'-and pension claims of5 colored soldiers or their legal representatives. The Attorney General pays the Secretary is not bound to recognize or do business with any claim agent who is known to hnvH pervortej}' his position for purposes of fraud, and whose character is such that a reasonable degree of |confl dence cannot be placed in bis honesty in dealing with the government,

A report is prevalent here to-day, and found its way into print, that Secretary Fish yesterday received a dispatch from the French and Engliali governments to the effect that they bad notified their fleets to overhaul tbe Cuban privateer Hornet and sinbjher when found. After reading the complaint to tbe prisoner, to tbe astonishment of evgry body he pleaded guilty to the chargevof'murder in thedrst degree, and immediately afterwards was sentenced to solitary confinement ia the State prison for life. The result surprises all. Up to the time of trial the prisoner strongly denied his guilt.
